【摘要】：農(nóng)村殘疾人是一個比較特殊的群體,黨和政府把解決農(nóng)村貧困殘疾人的溫飽當(dāng)作重要任務(wù),同時解決這一問題也需要全社會的共同努力。新中國成立以來,尤其是改革開放以來,黨和政府高度重視農(nóng)村殘疾人的生活和生產(chǎn)狀況,投入大量的人力、物力、財力,開展了有計劃、有組織、大規(guī)模的殘疾人扶貧開發(fā)工作。幫助農(nóng)村殘疾人擺脫貧困,不僅是國家扶貧開發(fā)事業(yè)發(fā)展的必然要求,也體現(xiàn)了全心全意為人民服務(wù)的宗旨,有利于維護社會的穩(wěn)定,農(nóng)村殘疾人扶貧問題的研究具有重要的理論價值和實踐意義。當(dāng)前,農(nóng)村殘疾人所享有的優(yōu)惠政策是非常有限的、供給與需求缺口較大、社會支持體系又不完善,農(nóng)村貧困殘疾人因身體和心理上的障礙以及勞動能力方面的缺陷、所受教育程度較低等一系列原因,使他們成為了貧困人口中貧困程度最深、扶貧難度最大、返貧率最高的特殊困難群體。近年來通過黨和政府及社會各界的共同努力,全國農(nóng)村貧困殘疾人基本生活和生產(chǎn)狀況已經(jīng)得到有效改善,但仍然是被動、粗放的局面。因此,黨和政府提出精準(zhǔn)扶貧是解決貧困人口問題的重要手段。本文通過回顧我國農(nóng)村殘疾人扶貧問題的歷史演變,提出精準(zhǔn)扶貧是解決我國農(nóng)村殘疾人貧困問題的有效途徑,進而從積極福利的視角探究了農(nóng)村殘疾人精準(zhǔn)扶貧問題,分析了我國農(nóng)村殘疾人扶貧中所遇到的困難以及積極福利與精準(zhǔn)扶貧的關(guān)系,提出了積極福利視角下我國農(nóng)村殘疾人精準(zhǔn)扶貧的對策建議。試圖努力改進農(nóng)村殘疾人扶貧過程中被動、粗放的局面,在農(nóng)村殘疾人扶貧問題上不僅要做到精準(zhǔn),而且要做到扶志不扶鬧,扶智不扶愚,使農(nóng)村貧困殘疾人能夠真正擺脫貧困。
[Abstract]:The disabled in rural areas is a relatively special group. The party and the government regard it as an important task to solve the problem of food and clothing for the poor in rural areas. At the same time, solving the problem requires the joint efforts of the whole society. Since the founding of new China, especially since the reform and opening up, the party and the government have attached great importance to the life and production of the disabled in rural areas, invested a lot of manpower, material resources and financial resources, and carried out a planned, organized and large-scale poverty alleviation and development work for the disabled. Help disabled persons in rural areas get rid of poverty, not only is the inevitable requirement of the development of national poverty alleviation and development, but also reflects the purpose of serving the people wholeheartedly, is conducive to maintaining social stability, has important theoretical value and practical significance to study the rural disabled poverty alleviation. At present, rural disabled people enjoy preferential policies is very limited, the supply and demand gap, social support system is not perfect, the rural poor people with disabilities due to defects, physical and psychological barriers and labor ability education low degree of a series of reasons, so that they become poor in the poverty level deep, poverty is the largest, the highest rate of poverty groups with special difficulties. In recent years, through the joint efforts of the party and the government and all walks of life, the basic living and production status of the poverty-stricken rural disabled people has been effectively improved, but it is still a passive and extensive situation. Therefore, the party and the government put forward the precision of poverty alleviation is an important means to solve the problem of the poor population. This paper reviews the problems of China's rural poverty disabled historical evolution, put forward the precise poverty is an effective way to solve the problem of rural poverty of disabled people in China, and then from the positive welfare perspectives of disabled persons in rural areas the precise poverty problem, analysis of China's rural disabled people encountered difficulties in poverty alleviation and the relationship between positive welfare and poverty alleviation precise. Put forward the positive benefits of China from the perspective of rural disabled poverty alleviation precise countermeasures. Trying to improve the process of rural poverty alleviation in the disabled and extensive passive situation in the rural disabled poverty problem should not only be accurate, and do not help finance trouble, do not help Yu Fu Chi, the rural poor people with disabilities can really get rid of poverty.
