【摘要】：本文主要是立足于“以人為本”的新型城鎮(zhèn)化這一整體社會(huì)背景,運(yùn)用社會(huì)學(xué)調(diào)查研究方法和統(tǒng)計(jì)分析工具,分別從新生代農(nóng)民工就業(yè)待遇、就業(yè)機(jī)會(huì)和就業(yè)保障這三個(gè)方面來研究他們?cè)诔鞘兄兴庥龅降木蜆I(yè)歧視現(xiàn)象。與以往研究有所差別的是,本文不僅對(duì)就業(yè)歧視現(xiàn)象本身的描述和量化的統(tǒng)計(jì),而且試圖通過一種演進(jìn)的視角,來探究新生代農(nóng)民工就業(yè)歧視背后制度和非制度的根源。對(duì)新生代農(nóng)民工就業(yè)機(jī)會(huì)歧視政策研究中發(fā)現(xiàn),政府制定的對(duì)農(nóng)民工帶有歧視性用工制度的目的是保護(hù)當(dāng)?shù)貏趧?dòng)力的就業(yè),主要還是為了防止城市下崗職工和本地勞動(dòng)者就業(yè)機(jī)會(huì)的減少。論文通過引入新生代農(nóng)民工和城市工的工資指數(shù)主要是將他們的收入進(jìn)行測(cè)算比較,結(jié)果發(fā)現(xiàn)新生代農(nóng)民工的待遇和城市工有很大的差距。對(duì)鄭州市和洛陽市兩地新生代農(nóng)民工的抽樣調(diào)查數(shù)據(jù)顯示:學(xué)歷職業(yè)技能和戶籍所在地登記情況對(duì)新生代農(nóng)民工群體的薪資收入有一定的影響。針對(duì)新生代農(nóng)民工群體在就業(yè)保障方面普遍遭受歧視的現(xiàn)狀,論文主要采用數(shù)據(jù)交叉分析的方法,以新生代農(nóng)民工從事的職業(yè)入手,調(diào)查他們從事各個(gè)工作崗位簽定勞務(wù)合同簽訂的狀況,分析表明,農(nóng)民工流動(dòng)性大、經(jīng)常轉(zhuǎn)換工作的特性,使得他們無法累計(jì)繳納滿額社保金。通過對(duì)新生代農(nóng)民工群體就業(yè)歧視的研究發(fā)現(xiàn),提升自身人力資本和彌補(bǔ)相關(guān)制度法規(guī)的不足是解決新生代農(nóng)民工就業(yè)歧視最直接有效的方法。具體實(shí)施可分為:第一,從制度改革方面入手,讓新生代農(nóng)民工群體和城市工群體有公平相同的就業(yè)待遇與同等就業(yè)機(jī)會(huì);第二,建設(shè)更加完善的就業(yè)法律體系與維權(quán)體系,加快反就業(yè)歧視法的落地和實(shí)施;第三,給新生代農(nóng)民工群體提供更多的教育技能培訓(xùn)機(jī)會(huì),以便提高自身工作能力和自身人力資本競(jìng)爭(zhēng)水平;最后,發(fā)展更加完善一致的就業(yè)保障戰(zhàn)略,把新生代農(nóng)民工群體的社會(huì)保障納入統(tǒng)籌統(tǒng)區(qū)域的系統(tǒng)之中。當(dāng)然,要完全解決新生代農(nóng)民工群體就業(yè)歧視問題不是一蹴而就的,這需要包括制定出相關(guān)合理的就業(yè)政策和全社會(huì)大眾在內(nèi)的自身的不懈努力。
[Abstract]:This paper is the social background of the new town based on the "people-oriented", using sociological research methods and statistical analysis tools, the employment discrimination from the new generation of migrant workers employment benefits, employment opportunities and employment security of the three aspects to study what they encounter in the city respectively. What's different from previous studies is that this paper not only describes and quantifies the employment discrimination phenomenon itself, but also attempts to explore the origin of the system and non system behind the employment discrimination of the new generation of migrant workers through an evolutionary perspective. In the study of the employment opportunities discrimination policy of the new generation of migrant workers, it is found that the purpose of the government's discriminatory employment system for migrant workers is to protect the employment of local labor force, mainly in order to prevent the laid-off workers and local workers from reducing employment opportunities. By introducing the new generation of migrant workers and urban workers' wage index, the paper calculates and compares their incomes, and finds that there is a big gap between the treatment of new generation migrant workers and urban workers. The sampling survey data of the new generation of migrant workers in Zhengzhou and Luoyang indicate that the registration of education, occupation skills and residence registration has a certain impact on the wages and salaries of the new generation of migrant workers. According to the present situation of the new generation of migrant workers in employment security generally suffer discrimination, the paper mainly uses the method of cross data analysis, with the new generation of migrant workers engaged in the occupation of the investigation, they are engaged in various jobs signed a labor contract, analysis show that the characteristics of the mobility of migrant workers, often change jobs, so they can't the cumulative pay full social security benefits. Through the study of the employment discrimination of the new generation of migrant workers, it is found that improving their human capital and making up for the deficiencies of relevant laws and regulations is the most direct and effective way to solve the employment discrimination of the new generation of migrant workers. The specific implementation can be divided into: first, starting from the reform of the system, so that the new generation of migrant workers and city workers have the same fair treatment of employment and equal employment opportunities; second, the construction of employment law system more perfect and rights protection system, to speed up the landing and implementation of anti employment discrimination law; third, for the new generation of migrant workers to provide more education and skills training opportunities, so as to improve their work ability and their own human capital level of competition; finally, the development of more perfect consistent employment security strategy, the new generation of migrant workers social security system into the unified regional. Of course, to solve the problem of employment discrimination of the new generation of migrant workers is not achieved overnight. It needs to work out a reasonable employment policy and the unremitting efforts of the whole society.
