【摘要】：良好的治安環(huán)境是和諧農(nóng)村的必然要求,對于農(nóng)村各項(xiàng)改革深化,農(nóng)村民主法治進(jìn)程的推進(jìn),農(nóng)村社會(huì)經(jīng)濟(jì)的持續(xù)健康發(fā)展具有重要意義。本文從農(nóng)業(yè)區(qū)域管理的視角,以大亞灣開發(fā)區(qū)農(nóng)村社會(huì)治安防控體系作為研究對象,通過對大亞灣開發(fā)區(qū)農(nóng)村地區(qū)治安防控現(xiàn)狀進(jìn)行調(diào)查研究,并針對現(xiàn)存的不足,探索具有區(qū)域特色的治安防治發(fā)展模式,尋找適合新農(nóng)村建設(shè)的治安防治措施及路徑,為解決全國其它地區(qū)進(jìn)行新農(nóng)村建設(shè)過程中面臨的一些治安防治問題起到探索作用,提供一定的參考和借鑒。本文主要包含以下六個(gè)部分:第一章為緒論,包括選題背景和意義、國內(nèi)外研究綜述,在收集本課題相關(guān)的數(shù)據(jù)資料對基礎(chǔ)上,提出研究的主要內(nèi)容、方法及創(chuàng)新點(diǎn)。第二章為農(nóng)村治安防控體系建設(shè)的相關(guān)理論,包含農(nóng)村治安防控體系的內(nèi)涵及目的、農(nóng)村治安防控體系的結(jié)構(gòu)與功能及農(nóng)村治安防控體系建設(shè)的管理重點(diǎn),同時(shí)還介紹了農(nóng)村治安防控體系建設(shè)原則與農(nóng)村社會(huì)治安防控體系建設(shè)的理論基礎(chǔ)。第三章主要介紹了大亞灣開發(fā)區(qū)農(nóng)村社會(huì)治安防控體系建設(shè)的基本情況,主要包括大亞灣開發(fā)區(qū)農(nóng)村治安情況及大亞灣開發(fā)區(qū)農(nóng)村社會(huì)治安防控體系建設(shè)的現(xiàn)狀及運(yùn)行效果。第四章主要從防控體系構(gòu)成、防控體系運(yùn)行效率、防控體系功能三方面入手,進(jìn)行大亞灣開發(fā)區(qū)農(nóng)村社會(huì)治安防控體系建設(shè)存在問題及原因分析,并從管理決策、組織機(jī)構(gòu)、激勵(lì)措施、管理創(chuàng)新四方面分析原因。第五章主要從組織決策、組織管理、激勵(lì)機(jī)制及基層人員績效四方面提出對策。第六章為結(jié)論部分。
[Abstract]:Good public security environment is the inevitable requirement of a harmonious countryside. It has great significance for the deepening of rural reform, the advancement of rural democracy and rule of law, and the sustained and healthy development of rural social economy. This article from the regional agricultural management perspective, the rural social security prevention and control system of Dayawan Development Zone as the research object, through investigation and Research on the status quo of public security prevention and control in rural areas of Dayawan Development Zone, and in view of existing problems, to explore the development mode of security control with regional characteristics, to find suitable for the construction of new rural public security prevention measures and some path. In order to solve the problems of security control and other areas of the country in the process of new countryside construction plays a role in exploration, and provide some reference. This paper mainly includes the following six parts: the first chapter is the introduction, including the background and significance of the topic selection, and the research summary at home and abroad. On the basis of collecting relevant data and data, we put forward the main contents, methods and innovations of the research. The second chapter is the related theory of the construction of rural public security prevention and control system, including key management of rural public security prevention and control system, the connotation and purpose of rural public security prevention and control system and the structure and function of rural public security prevention and control system construction, and also introduced the construction of rural public security prevention and control system, and the construction of rural social security prevention and control system theory. The third chapter mainly introduces the basic situation of the rural social security prevention and control system in Dayawan Development Zone, including the rural public security situation in Dayawan Development Zone and the current situation and operation effect of the rural social security prevention and control system in Dayawan development area. The three chapter mainly from the fourth constitution, prevention and control system of prevention and control system operating efficiency, the function of prevention and control system, analyzes the existing problems and the reasons of construction of rural social security prevention and control system of Dayawan Development Zone, and from the management decision-making, organization, incentive measures and management innovation in four aspects of reason analysis. The fifth chapter is mainly from the four aspects of organizational decision-making, organization management, incentive mechanism and basic personnel performance. The sixth chapter is the conclusion part.
