【摘要】：我國經濟發(fā)展已經進入新常態(tài),把林業(yè)放在新常態(tài)的大格局中去,林業(yè)改革發(fā)展的內外部環(huán)境正在發(fā)生深刻變化,科學把握、主動適應、全力服務新常態(tài),實現(xiàn)林業(yè)新發(fā)展。當前和今后一個時期,林業(yè)發(fā)展要以建設生態(tài)文明為總目標,以改善生態(tài)和民生為總任務,著力解決生態(tài)林業(yè)民生林業(yè)建設中的重大問題,充分釋放生態(tài)林業(yè)民生林業(yè)強大功能,為惠民生作貢獻,全面提升生態(tài)林業(yè)民生林業(yè)發(fā)展水平。重點國有林區(qū)森林資源豐富,是改善生態(tài)民生的物質基礎,在我國林業(yè)建設中占有舉足輕重的地位。本文民生林業(yè)是指把保障和改善林區(qū)群眾的生存發(fā)展條件作為主線貫穿于林業(yè)改革發(fā)展的全過程,以政府為主導,以實現(xiàn)林業(yè)的可持續(xù)發(fā)展和尊重人的基本權利為前提,建立健全公共服務體系,保障人民的良好生存狀態(tài)、發(fā)展生活環(huán)境和生活質量的事業(yè)。重點國有林區(qū)發(fā)展民生林業(yè),保生態(tài)、保民生,注重滿足人民的生態(tài)需求和林產品需求,做到森林資源不破壞、國有資產不流失,保障和改善林區(qū)民生,讓林區(qū)人民過上美好生活。首先,本文系統(tǒng)分析了重點國有林區(qū)民生林業(yè)發(fā)展的相關研究現(xiàn)狀,提出以民生理論、可持續(xù)發(fā)展理論、生態(tài)經濟理論、及福利經濟學等為研究基礎,利用國家林業(yè)局重點國有林區(qū)民生監(jiān)測數據,分析了重點國有林區(qū)民生林業(yè)發(fā)展現(xiàn)狀,并分析了發(fā)展民生林業(yè)的優(yōu)勢和劣勢,發(fā)現(xiàn)其存在相關問題,并結合民生林業(yè)文獻研究的相關成果,構建民生林業(yè)發(fā)展機制,以提高其民生林業(yè)的發(fā)展水平。其次,在理論分析的基礎上,首次運用投影尋蹤模型,從收入與消費、就業(yè)、教育、醫(yī)療衛(wèi)生、社會保障、居民生活環(huán)境六個方面對重點國有林區(qū)民生林業(yè)發(fā)展水平進行評價。鑒于教育、醫(yī)療衛(wèi)生、居民生活環(huán)境所選取的具體指標更多是涉及政府公共產品和公共服務的供給,因此,這三個方面統(tǒng)一概括為服務民生。研究表明,重點國有林區(qū)民生林業(yè)發(fā)展水平四個維度的影響因素就業(yè)、收入、社會保障、服務民生對最終目標——民生林業(yè)發(fā)展作用效應分別為0.0736、0.1094、0.1916、0.2299,即服務民生是對民生林業(yè)發(fā)展水平所做貢獻最大。再次,構建重點國有林區(qū)民生林業(yè)發(fā)展機制的框架。指出民生林業(yè)發(fā)展機制的目標、構成、機制運行機理、機制效果監(jiān)督與保障,從職工轉崗就業(yè)、收入增長、服務民生、社會保障四個方面構建重點國有林區(qū)民生林業(yè)發(fā)展機制,分析其相互關系,職工轉崗就業(yè)是民生林業(yè)發(fā)展的基本要求,收入增長是民生林業(yè)發(fā)展的關鍵所在,服務民生是民生林業(yè)發(fā)展的重要支撐,社會保障是民生林業(yè)發(fā)展的安全保證。各個因素之間通過彼此之間關聯(lián)效應的有效聯(lián)結,最終影響民生林業(yè)發(fā)展。進而分析了民生林業(yè)運行機制的效果及民生林業(yè)發(fā)展機制運行的監(jiān)督保障。最后,以理論框架為指導,以投影尋蹤模型的計量結果為依據,設計構建了重點國有林區(qū)民生林業(yè)發(fā)展的運行機制。分別從職工轉崗就業(yè)、收入增長、服務民生、社會保障四個方面提出了構建職工轉崗就業(yè)機制、收入增長長效機制、服務民生的工作機制、社會保障機制具有創(chuàng)新性、可操作性的政策建議。發(fā)展民生林業(yè)是一項長期的、系統(tǒng)工程,本文從理論與實踐層面探索了提高重點國有林區(qū)民生林業(yè)發(fā)展水平的具體舉措,對促進林區(qū)森林的可持續(xù)發(fā)展,發(fā)揮重點國有林區(qū)的優(yōu)勢,保障和改善民生,踐行生態(tài)文明發(fā)展戰(zhàn)略思想具有一定的推動作用。
