基于俄羅斯國(guó)民科技創(chuàng)新發(fā)展計(jì)劃提高俄羅斯國(guó)有企業(yè)的創(chuàng)新和經(jīng)濟(jì)績(jī)效

為了提高國(guó)有企業(yè)的創(chuàng)新效率,俄羅斯政府對(duì)大型國(guó)有企業(yè)采取“用力量促進(jìn)創(chuàng)新”策略,迫使國(guó)有企業(yè)制定和實(shí)施“科技創(chuàng)新發(fā)展計(jì)劃”(IDP)。這一政策主要預(yù)期效果是加速經(jīng)濟(jì)現(xiàn)代化以及增加對(duì)創(chuàng)新的額外需求。這篇論文主要分析了俄羅斯國(guó)內(nèi)最大的國(guó)有企業(yè)在俄羅斯各地區(qū)實(shí)施“科技創(chuàng)新發(fā)展計(jì)劃”進(jìn)度和狀態(tài),包括調(diào)查工作、計(jì)量經(jīng)濟(jì)模型方法研究技術(shù)和創(chuàng)新活動(dòng)的結(jié);評(píng)估了國(guó)家部門對(duì)促進(jìn)“科技創(chuàng)新發(fā)展計(jì)劃”所采取措施的中期結(jié)果。我們?cè)谘芯恐邪l(fā)現(xiàn)“強(qiáng)制創(chuàng)新”的負(fù)面影響,并且為改進(jìn)這一方面問(wèn)題提供了政策建議。我們的研究結(jié)果表明,通過(guò)購(gòu)買現(xiàn)代機(jī)械和設(shè)備實(shí)現(xiàn)固定資產(chǎn)現(xiàn)代化仍然是大多數(shù)國(guó)有企業(yè)的真正優(yōu)先選擇。技術(shù)借貸以及對(duì)研發(fā)的投資遠(yuǎn)遠(yuǎn)超過(guò)其它創(chuàng)新發(fā)展機(jī)制措施,包括對(duì)中小企業(yè)的支持,員工培訓(xùn)和教育,與技術(shù)平臺(tái)創(chuàng)新體系的其它主體的合作以及風(fēng)險(xiǎn)融資。俄羅斯國(guó)有企業(yè)實(shí)施“科技創(chuàng)新發(fā)展計(jì)劃”的結(jié)果通常與俄羅斯國(guó)內(nèi)其它性質(zhì)企業(yè)實(shí)行創(chuàng)新計(jì)劃的效果沒(méi)有顯著差異;現(xiàn)有數(shù)據(jù)并不能充分說(shuō)明“科技創(chuàng)新發(fā)展計(jì)劃”對(duì)提升專利數(shù)量和新產(chǎn)品上市有幫助,并且結(jié)構(gòu)轉(zhuǎn)型和研發(fā)投資的影響可能會(huì)在未來(lái)十年內(nèi)發(fā)揮顯著的作用。此外,員工培訓(xùn)、公司管理質(zhì)量、員工對(duì)公司...
