官方發(fā)展援助之于亟需融資經(jīng)濟(jì)的重要性可追溯至幾十年前,大量外部資本注入發(fā)展中國家被視為解決經(jīng)濟(jì)騰飛及可持續(xù)發(fā)展問題的主要路徑。然而,事實(shí)果真如此嗎?倘若該前提無誤,為何這些發(fā)展中國家在60年的經(jīng)濟(jì)發(fā)展中依然存在上述問題?多年來,發(fā)展中國家一直得到官方發(fā)展援助,盡管其中一些國家脫穎而出,但大多數(shù)國家仍然屬于國際舞臺中經(jīng)濟(jì)最不發(fā)達(dá)的國家。西非經(jīng)濟(jì)貨幣聯(lián)盟（簡稱西非經(jīng)貨聯(lián)盟）成員國即存在此類情形。這種情況使得質(zhì)疑對這些國家提供及（或）支持經(jīng)濟(jì)增長的官方發(fā)展援助之實(shí)際能力具有合理性。對參與該援助過程的每一代理機(jī)構(gòu)所負(fù)責(zé)任存在若干指摘。不論其原因是出自捐助國的動(dòng)機(jī)及受援助國政府的管理,抑或援助分配程序的適用制度存有缺陷,截止目前為止,理論實(shí)踐中對缺乏援助效果的原因尚未形成真正的共識。從理論或經(jīng)驗(yàn)的角度來看,分析結(jié)果因研究相異而互有差別。這種差別源于經(jīng)驗(yàn)調(diào)查的方法、樣本構(gòu)成的不同,以及往往未應(yīng)用與該問題相關(guān)的一般事實(shí)和考量各國具體的經(jīng)濟(jì)現(xiàn)實(shí)。為了解決這些問題,本文采用實(shí)證的方法來證明其有效性,并適應(yīng)西非經(jīng)貨聯(lián)盟國家的理論和現(xiàn)實(shí),選擇它們的相似性。西非經(jīng)貨聯(lián)盟共有8個(gè)成員國家,它們的經(jīng)濟(jì)、社會(huì)和歷史...
