【摘要】：質(zhì)量發(fā)展是強國之基、立業(yè)之本和轉(zhuǎn)型之要,質(zhì)量問題是經(jīng)濟社會發(fā)展的戰(zhàn)略問題,也是衡量一個國家和地區(qū)核心競爭力的顯著標志。近年來,質(zhì)量對經(jīng)濟社會發(fā)展的影響和作用,引起了中國政府高層和經(jīng)濟學(xué)界的高度關(guān)注。由于市場經(jīng)濟秩序的不完善,我國產(chǎn)品質(zhì)量失信問題頻發(fā),2008年河北雙鹿“毒奶粉”事件、2012廣東汕頭“垃圾造玩具”事件、2017年陜西地鐵“問題電纜”事件等企業(yè)質(zhì)量失信行為仍在各個領(lǐng)域時有發(fā)生,不僅嚴重干擾了市場經(jīng)濟運作的客觀規(guī)律,多方面影響宏觀經(jīng)濟環(huán)境,而且嚴重危害到人民群眾生命財產(chǎn)安全,這與我國市場經(jīng)濟發(fā)展的初衷是相悖的。我國作為制造業(yè)大國和世界第二大經(jīng)濟體,因質(zhì)量失信問題導(dǎo)致國際社會對中國產(chǎn)品的準入條件越來越嚴格,對中國制造產(chǎn)品的信任度在下降,這嚴重影響了我國經(jīng)濟的長足發(fā)展,質(zhì)量失信的問題亟需得到全面解決。日本作為后起發(fā)達國家的主要代表,由政府主導(dǎo),在戰(zhàn)后實施了一系列重要的質(zhì)量管理政策,有效促進了日本企業(yè)質(zhì)量創(chuàng)新能力的提升、消費者質(zhì)量需求的增長、市場資源配置效率的改善以及人力資本質(zhì)量的升級,對實現(xiàn)經(jīng)濟轉(zhuǎn)型起到很好的推動作用。日本持續(xù)性質(zhì)量管理政策經(jīng)驗值得正處于經(jīng)濟轉(zhuǎn)型時期的我國認真借鑒。質(zhì)量信用管控作為質(zhì)量管理的重要內(nèi)容,不僅事關(guān)百姓消費、經(jīng)濟社會生活,更是直接影響到社會主義市場經(jīng)濟健康發(fā)展。2012年2月6日,國務(wù)院印發(fā)了《質(zhì)量發(fā)展綱要(2011—2020)》,明確提出要推進質(zhì)量信用體系建設(shè),加強質(zhì)量信用建設(shè)的理論研究。2014年6月14日,國務(wù)院正式印發(fā)了《社會信用體系建設(shè)規(guī)劃綱要(2014—2020年)》,提出要進一步部署加快建設(shè)社會信用體系,抑制質(zhì)量失信行為。質(zhì)量信用是指取得并保持其質(zhì)量信任的能力,其直接影響質(zhì)量整體供給水平,要實現(xiàn)我國從質(zhì)量大國向質(zhì)量強國轉(zhuǎn)變,需要建立有效質(zhì)量信用管控體系來保障發(fā)展質(zhì)量。加強質(zhì)量信用管控體系的研究,對于不斷提升我國產(chǎn)品和服務(wù)質(zhì)量信用水平,提高我國質(zhì)量供給能力,都具有重要的理論意義和現(xiàn)實意義�；诮�(jīng)濟社會現(xiàn)實需求和國家政策文件導(dǎo)向,本文聚焦“質(zhì)量信用管控”問題開展了有關(guān)探索。本文在對質(zhì)量信用相關(guān)理論和概念進行梳理的基礎(chǔ)上,緊緊圍繞“質(zhì)量信用”這一主線,綜合運用歸納與演繹、演化博弈等方法,對我國質(zhì)量信用管控的現(xiàn)狀、質(zhì)量信用的影響機理、質(zhì)量信用參與主體的博弈、質(zhì)量信用各影響主體的策略選擇展開分析。圍繞上述所提問題,主要從以下四個部分展開研究:首先對本研究的核心概念“質(zhì)量信用”以及“質(zhì)量誠信”、“質(zhì)量信譽”和“質(zhì)量信用體系”等概念進行了界定區(qū)分并分析相關(guān)概念內(nèi)涵,梳理質(zhì)量信用的理論來源;其次,從法律法規(guī)管制、行政機構(gòu)管制、第三方參與監(jiān)管、消費者維權(quán)四個方面分析我國了質(zhì)量信用管控的現(xiàn)狀,介紹日本在質(zhì)量管理方面對我國質(zhì)量信用管控的借鑒經(jīng)驗;再次,從信息經(jīng)濟學(xué)和交易成本角度,利用演化博弈理論構(gòu)建質(zhì)量信用影響主體間行為交互的博弈模型,分別探尋博弈各方行為的演化過程及演化穩(wěn)定策略,深度剖析質(zhì)量信用問題產(chǎn)生的根源;最后,在理論研究、現(xiàn)狀分析基礎(chǔ)上,依據(jù)質(zhì)量信用影響主體在同一個系統(tǒng)中的動態(tài)演化過程,提出符合我國國情的優(yōu)化質(zhì)量信用管控策略建議。上述本文研究工作是對質(zhì)量信用管控理論和方法的探索,主要創(chuàng)新點體現(xiàn)在以下三個方面:一是本文突破了以往從單從質(zhì)量、信用本身或者從政府監(jiān)管視角考慮質(zhì)量信用的影響因素,創(chuàng)新性的從質(zhì)量信用影響主體的視角歸納其影響因素,在此基礎(chǔ)上分析質(zhì)量信用的影響機理;二是本文以動態(tài)演化的視角分析我國質(zhì)量信用的演化過程,直觀的揭示影響主體行為的各因素對質(zhì)量信用的影響,探索良性的有益演化路徑;三是本文結(jié)合博弈分析的良性演化路徑,給出了相關(guān)政策建議。
[Abstract]:The quality of the development is the base power, and the foundation of this transformation to the quality problem is a strategic problem for economic and social development, as well as a remarkable symbol to measure the core competitiveness of a country or region. In recent years, influence and effect on the quality of economic and social development, attracted the attention of Chinese senior government and economic circles. Because the order of the market economy is not perfect, the frequent quality credit problems of our products, the 2008 Hebei Shuanglu "poison milk powder" incident, the 2012 Guangdong Shantou "trash toys" incident, the quality of dishonesty in 2017 the Shaanxi subway "cable" and other enterprises are still taking place in various fields, not only seriously interfere with the objective laws of market operation economic aspects, macroeconomic environment, and serious harm to people's lives and property safety, the intention and the development of China's market economy of our country as is contrary. A big manufacturing country and the second largest economy in the world, because of the quality problem of dishonesty led to the international community for more stringent access conditions and Chinese products, to China manufacturing products trust in decline, which seriously affected the development of China's economy, the quality of dishonesty problems to solve. As the main representative of Japan fully developed after the country, led by the government to implement a series of important quality management policy in the postwar period, effectively promote the innovation ability of Japanese enterprises to enhance the quality of quality, consumer demand, the market efficiency of resource allocation to improve and upgrade the quality of human capital, to a very good role to achieve economic transformation. Japan continued quality management experience is worth policy in our country is in the period of economic transition. The quality of credit control carefully draw as an important content of quality management, not only is related to people. Cost, economic and social life, but also directly affect the healthy development of socialist market economy.2012 in February 6th, the State Council issued the "quality development program (2011 - 2020)", clearly put forward to promote the construction of quality credit system, strengthen the quality of credit construction theory research.2014 in June 14th, the State Council officially issued the "construction plan of social credit the system (2014 - 2020)", proposed to further accelerate the deployment of social credit system construction, the quality of suppression of dishonest behavior. The quality of credit is to obtain and maintain its ability to trust the quality, directly affect the overall quality of the supply level, in order to realize the transformation from the country to the quality of power quality, it is necessary to set up effective credit quality control system to ensure the quality of development. To strengthen the research of credit quality control system, to improve our quality of products and services to the credit level, improve the quality of supply in China Ability, has the important theory significance and practical significance. The economic needs of the society and the national policy guidance documents based on the exploration of the development focus on the "credit quality control problem. This paper summarizes the credit quality of relevant theories and concepts, closely around the" quality and credit "as the main line, comprehensive use induction and deduction, evolutionary game theory and other methods, the status of the quality of credit control in our country, the influence mechanism of credit quality, credit quality of game participants, the influence of the main credit quality strategy to analyze. On the above mentioned problem, research is carried out mainly from the following four parts: first, the core concept of this study" the quality of credit "and" quality and integrity "," the concept of quality and credibility "and" quality credit system "is defined to distinguish and analyze the relevant concepts, carding quality The theoretical source of credit; secondly, from the control laws and regulations, administrative regulation, the third party supervision, four aspects of consumer rights analysis of China's status of the quality of credit control, introduced to Japan in terms of quality management on the quality of China's credit control experience; again, from the perspective of information economics and transaction cost, game using the model of evolutionary game theory constructs the quality credit effect of interaction between subjects, evolution and evolutionary stable strategy respectively to explore the game, in-depth analysis of causes of credit quality problems; finally, in the theoretical study, based on the analysis of the status, on the basis of the quality of credit on the main dynamic evolution process in the same system. And recommend strategies to optimize the quality of credit management in line with China's national conditions. The work in this thesis is to explore the quality of credit management theory and methods, the main innovation The new point is reflected in the following three aspects: one is the breakthrough in the past, from the single from the quality, the credit itself or from the perspective of government regulators to consider the factors influencing the quality of credit, the influence of the innovation subject from the perspective of credit quality summarized the influence factors, analysis of the influence of the quality of credit mechanism on the basis of the two is dynamic; from the perspective of the evolution process of evolution of quality credit in our country, the factors affecting visual behavior reveal the impact on the quality of credit, explore evolution path of benign; three is based on the benign evolution path of game analysis, put forward the relevant policy recommendations.
