【摘要】：吉林省松遼平原玉米帶是我國(guó)商品糧生產(chǎn)的核心區(qū)域,改革開放以來為國(guó)家提供了數(shù)千億斤商品糧,對(duì)國(guó)家糧食安全做出了突出貢獻(xiàn)。但與此同時(shí),玉米帶也出現(xiàn)了耕地和水資源透支性使用問題,具體表現(xiàn)為玉米常年連作、耕作方式不合理、長(zhǎng)期過量施用化肥、玉米秸稈不能有效還田、水資源污染嚴(yán)重、地下水資源長(zhǎng)期超采,致使玉米帶的農(nóng)業(yè)生態(tài)環(huán)境破壞嚴(yán)重,影響了糧食綜合生產(chǎn)能力的提高和農(nóng)業(yè)可持續(xù)發(fā)展。2015年中央“一號(hào)文件”提出加強(qiáng)農(nóng)業(yè)生態(tài)治理。加強(qiáng)農(nóng)業(yè)面源污染治理,深入開展測(cè)土配方施肥,大力推廣生物有機(jī)肥、低毒低殘留農(nóng)藥,開展秸稈、畜禽糞便資源化利用和農(nóng)田殘膜回收區(qū)域性示范;開展東北黑土地保護(hù)試點(diǎn)工作;建立健全農(nóng)業(yè)生態(tài)環(huán)境保護(hù)責(zé)任制,加強(qiáng)問責(zé)監(jiān)管,依法依規(guī)嚴(yán)肅查處各種破壞生態(tài)環(huán)境的行為。吉林省作為產(chǎn)糧大省,吉林省松遼平原玉米帶生態(tài)補(bǔ)償問題必將成為生態(tài)文明研究的重要組成部分,必將深入推進(jìn)松遼平原玉米帶生態(tài)文明建設(shè)和農(nóng)業(yè)可持續(xù)性發(fā)展。鑒于此研究目的,本文以吉林省松遼平原玉米帶生態(tài)補(bǔ)償問題為研究對(duì)象,界定松遼平原玉米帶、資源透支、農(nóng)地生態(tài)補(bǔ)償、水資源生態(tài)補(bǔ)償、農(nóng)戶生態(tài)補(bǔ)償行為、農(nóng)地生態(tài)補(bǔ)償政策等概念,結(jié)合外部性理論、生態(tài)資本理論、農(nóng)戶行為理論等多學(xué)科理論知識(shí),揭示玉米帶土壤資源和水資源方面生態(tài)環(huán)境遭到破壞的現(xiàn)狀及其成因,并總結(jié)評(píng)價(jià)了玉米帶現(xiàn)有生態(tài)補(bǔ)償措施,對(duì)影響玉米帶生態(tài)補(bǔ)償?shù)臎Q定性因素——農(nóng)戶生態(tài)補(bǔ)償行為進(jìn)行實(shí)證研究,以理論結(jié)合實(shí)際,設(shè)計(jì)出玉米帶生態(tài)補(bǔ)償制度框架,為政府制定和完善生態(tài)補(bǔ)償政策措施提出建議。本文擬突破的創(chuàng)新點(diǎn):(1)目前國(guó)內(nèi)對(duì)生態(tài)補(bǔ)償政策研究主要是從自然保護(hù)區(qū)、生態(tài)功能區(qū)、礦產(chǎn)資源開發(fā)、流域水環(huán)境保護(hù)等方面來尋找關(guān)于生態(tài)補(bǔ)償?shù)恼叽胧５珜W(xué)者們一般是從區(qū)劃的資源環(huán)境本身去思考防治污染和保護(hù)生態(tài)環(huán)境對(duì)策,多數(shù)成果是從宏觀層面去分析問題,系統(tǒng)研究成果少見,立足于農(nóng)戶生態(tài)補(bǔ)償行為的研究成果較少,尤其是糧食主產(chǎn)區(qū)和黃金玉米帶特定區(qū)域農(nóng)戶。作為農(nóng)業(yè)生產(chǎn)中微觀經(jīng)濟(jì)組織,農(nóng)戶既是農(nóng)業(yè)生態(tài)的受益者和破壞者,即農(nóng)戶是生態(tài)補(bǔ)償?shù)闹黧w,亦是農(nóng)業(yè)生態(tài)的保護(hù)者,即農(nóng)戶是生態(tài)補(bǔ)償?shù)目腕w。研究玉米帶生態(tài)補(bǔ)償問題就必須深入分析農(nóng)戶的生態(tài)補(bǔ)償行為方式和特點(diǎn)及剖析其原因,才能全方位思考、制定系統(tǒng)和有效的生態(tài)補(bǔ)償對(duì)策;(2)本文利用農(nóng)安、榆樹、德惠、公主嶺、梨樹、前郭6個(gè)市縣市地區(qū)350個(gè)農(nóng)戶調(diào)研數(shù)據(jù),運(yùn)用SPSS統(tǒng)計(jì)分析軟件建立Logistic二元回歸模型,通過向后LR迭代剔除方法對(duì)影響農(nóng)戶生態(tài)補(bǔ)償行為的農(nóng)戶認(rèn)知、意愿等深層次因素進(jìn)行分析,并得出影響農(nóng)戶生態(tài)補(bǔ)償行為因素的相關(guān)程度;(3)本文以松遼平原玉米帶生態(tài)補(bǔ)償作為研究切入點(diǎn),創(chuàng)造性地構(gòu)建出吉林省松遼平原玉米帶生態(tài)補(bǔ)償制度框架,從激勵(lì)和約束微觀主體農(nóng)戶行為這一新視角,提出符合玉米帶生態(tài)補(bǔ)償實(shí)際的建議,為政府完善生態(tài)補(bǔ)償管理體制和制定相關(guān)制度、政策提供了參考依據(jù)。
[Abstract]:Songliao plain maize belt in Jilin province is the core area of grain production in China, since the reform and opening up provide hundreds of billions of kilograms of grain, made outstanding contribution to the national food security. Source pollution control, carry out soil testing and fertilizer, and vigorously promote the bio organic fertilizer, low toxicity and low residue pesticides, carry out straw utilization and farmland resources of livestock and poultry manure Residual film recovery of regional demonstration; carry out black soil protection pilot work; establish and improve the agricultural ecological environmental protection responsibility system, strengthen supervision and accountability, according to the law and severely punish all kinds of acts of destruction of the ecological environment in Jilin province. As a major grain producing province, Jilin Province, will Ping Yuanyu Songliao meters with ecological compensation has become an important part of ecological civilization study, will further promote the corn belt of the Songliao plain ecological civilization construction and sustainable development of agriculture. In view of this research, this paper takes Jilin province corn belt of the Songliao plain ecological compensation as the research object, the definition of the corn belt of the Songliao plain, resource overdraft, farmland water resources ecological compensation, ecological compensation, ecological compensation behavior of farmers, rural land ecological the concept of compensation policy, combined with the externality theory, the theory of ecological capital, farmer behavior theory of multi subject knowledge, revealing the corn belt of soil resource The status quo and causes of water resources and the destruction of the ecological environment, and summarizes the existing ecological compensation measures of the corn belt, the decisive factors affecting the corn belt of the ecological compensation of the farmer's ecological compensation behavior of empirical research, by combining theory and practice, designs the corn belt of the ecological compensation system framework, put forward suggestions for the government to develop and improve ecological compensation policies and measures to break. The innovation of this paper: (1) the domestic research on ecological compensation policy is mainly from the nature reserve, ecological function areas, mineral resources development, river basin water environmental protection to find on ecological compensation policies and measures. But the scholars are generally from the division of resources environment to think about the prevention and protection of ecological environment in pollution, the majority of the work is to analyze the problem from the macro level, the system research is rare, based on the ecological compensation for farmers Less research results, especially in major grain producing areas and farmers. Zone must be in-depth analysis of ecological compensation behaviors and characteristics of farmers and to analyze the reasons, to comprehensive consideration, formulate effective ecological compensation system and countermeasures; (2) using Nong'an, elm, Dehui, Gongzhuling, pear, 350 household survey data of 6 cities in Qianguo County Region, using SPSS statistical analysis two software to establish the Logistic regression model, the backward LR iterative method of eliminating influence on rural ecological compensation behavior of farmers' cognition, analysis of willingness factors such as walking and draw. The related degree of sound ecological compensation behavior factors of farmers; (3) the corn belt of the Songliao plain ecological compensation as the starting point, creatively construct ecological compensation framework of Songliao plain maize belt in Jilin Province, from the new perspective of incentive and restraint microcosmic behavior of farmers, which meet the recommendations of ecological compensation actual corn. For the government to improve the ecological compensation management system and establish relevant system, provides the reference for the policy.
