【摘要】：我國的小城鎮(zhèn)存在基礎設施不健全、公共服務落后,城市功能不完善、人居環(huán)境不理想等諸多問題,客觀上需要加大建設的力度。本文從政府方建設管理的角度進行系統(tǒng)的研究,主要內(nèi)容如下:(1)針對小城鎮(zhèn)存在建設需求與資源不足的矛盾,建立基于智能化模型的自組織建設模型,通過模型的分析指出小城鎮(zhèn)建設目標的相似性是引發(fā)資源分散、投入不足、整體無序的主要原因。提出從區(qū)域城鎮(zhèn)體系的系統(tǒng)性出發(fā),具有目標與資源的區(qū)域統(tǒng)籌性、控制與觀測的直接性的區(qū)域組織建設模式,分析其運作模式、特點,建立大系統(tǒng)遞階模型研究模式的系統(tǒng)協(xié)調(diào)性,求解實現(xiàn)協(xié)調(diào)的條件。(2)研究具有戰(zhàn)略性的區(qū)域組織建設模式的實施方法。區(qū)域組織建設模式是區(qū)域小城鎮(zhèn)建設戰(zhàn)略層面的解決方案,而項目管理方法不適合執(zhí)行具有戰(zhàn)略性的問題,區(qū)域組織建設模式應與區(qū)域重點小城鎮(zhèn)集群相對應,采用項目群管理的方法。應用主成分分析法研究小城鎮(zhèn)建設項目群的構(gòu)建問題,分析項目群的集群效應,指出影響項目群集群效應的因素。(3)研究項目群管理組織界面復雜性問題。項目群集群效應的實現(xiàn)必須解決政府管理組織界面復雜性問題,界面的復雜性是由于政府管理結(jié)構(gòu)中小城鎮(zhèn)所處的縱向?qū)蛹夁^長和面向單一任務的橫向職能部門過多而造成的,結(jié)合組織變革理論和項目群管理理論構(gòu)建具有縱向?qū)蛹壉馄交蜋M向職能協(xié)同化的項目群管理組織。(4)研究項目群管理協(xié)同機制的復雜性問題。項目群協(xié)同機制的復雜性是由于項目群建設任務的復雜性而引發(fā)的。應用協(xié)同學的序參量法構(gòu)建區(qū)域小城鎮(zhèn)建設項目群管理系統(tǒng)的協(xié)同模型來分析影響系統(tǒng)實現(xiàn)有序化的各種參量,并提出基于序參量法的協(xié)同度測度方法,用以評價項目群管理的協(xié)同狀況。本文從區(qū)域小城鎮(zhèn)的建設模式、集群管理的中觀角度切入來解決區(qū)域內(nèi)小城鎮(zhèn)建設過程中涌現(xiàn)出的問題,在建設模式、實施路徑、管理方法上取得了一定的研究成果,陜西省小城鎮(zhèn)的建設工作與成果一定程度驗證了本文提出的理論和方法的正確性,對區(qū)域小城鎮(zhèn)建設工作具有一定的參考價值。
[Abstract]:There are many problems in the small towns of our country, such as unsound infrastructure, backward public services, imperfect urban functions, unsatisfactory living environment, and so on. Objectively speaking, we need to increase the intensity of construction. This paper makes a systematic study from the angle of government construction management. The main contents are as follows: (1) in view of the contradiction between the construction demand and the shortage of resources in small towns, The self-organization construction model based on intelligent model is established. Through the analysis of the model, it is pointed out that the similarity of the goal of small town construction is the main reason that causes the dispersion of resources, insufficient investment and disorder of the whole. The construction mode of regional organization with regional coordination of objectives and resources, direct control and observation, analysis of its operation mode and characteristics, system coordination of the research model of large-scale system hierarchy model, The implementation method of the strategic regional organization construction model is studied. The regional organization construction model is the solution of the regional small town construction strategy level. However, the project management method is not suitable for the implementation of strategic problems, and the regional organization construction model should correspond to the regional key small town cluster. Using the method of project group management, applying principal component analysis method to study the construction problem of small town construction project group, analyzing the cluster effect of project group. It is pointed out that the factors that affect the cluster effect of project cluster. (3) to study the complexity of organization interface of project group management, the realization of cluster effect of project group must solve the problem of interface complexity of government management organization. The complexity of the interface is due to the excessive vertical hierarchy of small and medium-sized towns in government management structures and the excessive number of horizontal functional departments oriented to a single task. Combined with organizational change theory and project group management theory, a project group management organization with vertical level flattening and horizontal functional synergy is constructed.) the complexity of cooperative mechanism of project group management is studied. The complexity is caused by the complexity of the project group construction task. Using the order parameter method of the Synergetics to construct the cooperative model of the regional small town construction project group management system, this paper analyzes the various parameters that affect the realization of ordering of the system. In this paper, a method of measuring the degree of synergy based on order parameter method is put forward to evaluate the coordination of project group management. From the perspective of cluster management, the problems emerged in the process of building small towns in the region are solved, and some research results have been obtained in the construction mode, implementation path and management method. The construction work and achievements of small towns in Shaanxi Province to a certain extent verify the correctness of the theory and methods proposed in this paper, and have a certain reference value for the construction of regional small towns.
