【摘要】：“一帶一路”戰(zhàn)略構(gòu)想是黨和國家根據(jù)我國當(dāng)前所處的國際國內(nèi)環(huán)境和國家發(fā)展需要,統(tǒng)籌國內(nèi)國際兩個大局提出來的全方位對外開放戰(zhàn)略和經(jīng)濟外交戰(zhàn)略,是新時期我國大周邊外交的重要戰(zhàn)略布局。當(dāng)前,隨著國際能源局勢和地緣政治形勢的不斷變化以及我國經(jīng)濟的快速發(fā)展,中國能源需求持續(xù)高速增長,在未來相當(dāng)長的一段時間內(nèi)將面臨非常嚴(yán)峻的能源安全形勢�！耙粠б宦贰毖鼐�國家是我國能源海外進(jìn)口的主要來源地,這一地區(qū)的能源生產(chǎn)和出口對于保障中國能源供給安全和解決中國能源面臨的困難風(fēng)險地位重要、意義特殊。因此,在“一帶一路”戰(zhàn)略的推進(jìn)過程中,加強對中國與“一帶一路”沿線地區(qū)和國家能源合作問題的研究,具有十分重要的現(xiàn)實意義。本文首先對“一帶一路”戰(zhàn)略的提出、中國能源安全面臨的困難風(fēng)險和嚴(yán)峻形勢進(jìn)行分析研究。進(jìn)而在對“一帶一路”沿線的中東、非洲、東盟、中亞、俄羅斯等主要地區(qū)和國家油氣資源稟賦狀況、供給能力以及與中國能源合作歷史及現(xiàn)狀進(jìn)行分析和梳理的基礎(chǔ)上,對中國與這些地區(qū)和國家能源合作的前景進(jìn)行分析預(yù)測。通過剖析中國在推進(jìn)“一帶一路”戰(zhàn)略能源合作中面臨的困難問題和大國能源地緣政治博弈,對“一帶一路”主要地區(qū)能源合作前景形勢進(jìn)行分析判斷。最后對中國在推進(jìn)“一帶一路”戰(zhàn)略中加強能源合作問題進(jìn)行綜合分析與思考。本文在對“一帶一路”沿線主要國家能源狀況和發(fā)展前景,以及在能源合作面臨困難和挑戰(zhàn)等進(jìn)行綜合分析研究的基礎(chǔ)上,一是得出了“一帶一路”沿線26個國家未來的油氣貿(mào)易合作能力前景評估,并根據(jù)這些國家的投資開放程度和區(qū)位功能,有針對性的提出了上下游領(lǐng)域的合作方向和重點；二是針對西半球和北極地區(qū)國家油氣資源發(fā)展前景,從拓寬當(dāng)前“一帶一路”能源合作的視角,思考并提出了構(gòu)建能源大絲路的觀點,建議國家在“一帶一路”路線圖中增加北線和東線方向,加強中國與美洲國家和北冰洋沿岸國家能源合作力度；三是針對當(dāng)前國際能源秩序、中國的國際地位和能源現(xiàn)狀,思考并提出了依托“一帶一路”戰(zhàn)略平臺,建立絲路能源合作機制的觀點以及相關(guān)的措施建議,使中國在全球能源治理體系發(fā)揮積極的主導(dǎo)作用,有力保障中國的能源安全。
[Abstract]:The strategic conception of "Belt and Road" is a comprehensive strategy of opening to the outside world and economic diplomacy put forward by the Party and the country according to the current international and domestic environment and the national development needs of our country, as well as the overall situation of both domestic and international situations. It is an important strategic layout of China's great peripheral diplomacy in the new period. At present, with the continuous changes in the international energy situation and the geopolitical situation and the rapid development of China's economy, China's energy demand continues to grow at a high speed. We will face a very serious energy security situation for a very long time in the future. Countries along "Belt and Road" are the main sources of our country's energy imports abroad. The energy production and export of this region is of great importance and special significance in ensuring the security of China's energy supply and solving the difficulties and risks faced by China's energy resources. Therefore, in the process of promoting the "Belt and Road" strategy, It is of great practical significance to strengthen the research on the energy cooperation between China and the regions and countries along Belt and Road. The difficulties, risks and severe situation facing China's energy security are analyzed and studied. Then, in the Middle East, Africa, ASEAN, Central Asia, Russia and other major regions and countries along "Belt and Road", the endowment of oil and gas resources is analyzed. On the basis of analyzing and combing the history and current situation of supply capacity and energy cooperation with China, The prospect of energy cooperation between China and these regions and countries is analyzed and forecasted. By analyzing the difficult problems that China faces in promoting the strategic energy cooperation of "Belt and Road" and the geopolitical game of major countries in energy, This paper analyzes and judges the situation of energy cooperation in Belt and Road's main areas. Finally, it makes a comprehensive analysis and reflection on the strengthening of energy cooperation in China's promotion of the "Belt and Road" strategy. "the energy situation and development prospects of the major countries along the route, And on the basis of comprehensive analysis and research on the difficulties and challenges faced by energy cooperation, the first is to obtain an assessment of the future oil and gas trade cooperation capacity of 26 countries along "Belt and Road". According to the degree of investment openness and location function of these countries, the paper puts forward the direction and key points of cooperation in upstream and downstream fields. Second, it aims at the development prospects of oil and gas resources in countries in the Western Hemisphere and the Arctic region. From the angle of view of broadening the current energy cooperation of Belt and Road, this paper thinks about and puts forward the viewpoint of constructing the Great Energy Silk Road, and suggests that the country should add the direction of the northern line and the eastern line to the road map of "Belt and Road". Strengthening energy cooperation between China and American countries and countries bordering the Arctic Ocean; third, considering and putting forward a strategic platform based on "Belt and Road" in view of the current international energy order, China's international status and current energy situation. The viewpoint of establishing the Silk Road Energy Cooperation Mechanism and the relevant measures and suggestions will enable China to play an active leading role in the global energy governance system and ensure China's energy security.
