區(qū)域科技資源共享平臺(tái)演化機(jī)理與服務(wù)模式研究

【摘要】:區(qū)域科技資源共享平臺(tái)是增強(qiáng)科技資源的外溢效應(yīng)、釋放科技資源潛在價(jià)值的重要載體,隨著新一代信息技術(shù)的擴(kuò)散與應(yīng)用,如何提升其自身的服務(wù)能力,適應(yīng)新業(yè)態(tài)下技術(shù)創(chuàng)新需求,已經(jīng)成為政府、企業(yè)界和學(xué)者們關(guān)注的重點(diǎn)問題。截至目前為止,已經(jīng)建成并運(yùn)行的區(qū)域科技資源共享平臺(tái)(以下稱“區(qū)域平臺(tái)”),在科技基礎(chǔ)條件資源共享方面取得了長足的進(jìn)步。然而,單一的服務(wù)模式已經(jīng)不能滿足新時(shí)代的創(chuàng)新需求,為此,探索區(qū)域平臺(tái)系統(tǒng)內(nèi)部協(xié)同演化規(guī)律,通過服務(wù)模式創(chuàng)新推動(dòng)平臺(tái)協(xié)同發(fā)展,已經(jīng)成為理論界亟待解決的問題,也是平臺(tái)運(yùn)行的現(xiàn)實(shí)需要。本文基于區(qū)域平臺(tái)的戰(zhàn)略定位,界定了其內(nèi)涵與作用;從科技資源共享服務(wù)的特點(diǎn)出發(fā),以價(jià)格彈性作為中介變量,建立了區(qū)域平臺(tái)的經(jīng)濟(jì)控制模型,經(jīng)過變換揭示了平臺(tái)系統(tǒng)具有一階反饋控制特性、科技資源價(jià)格不敏感性、科技資源整合的需求拉動(dòng)特性、科技資源整合路徑依賴性以及受環(huán)境擾動(dòng)等多方面特性;在此基礎(chǔ)上,提出了采納新一代信息技術(shù)進(jìn)行服務(wù)模式創(chuàng)新的必要性。分析了區(qū)域平臺(tái)的自組織特性;基于其價(jià)值鏈特征,確定了表征物理價(jià)值鏈子系統(tǒng)的宏觀參量,以及表征虛擬價(jià)值鏈子系統(tǒng)特征的宏觀參量;用朗之萬方程描述其系統(tǒng)漲落規(guī)律,確定了系統(tǒng)演化的失穩(wěn)方向和失穩(wěn)點(diǎn);用哈肯模型刻畫區(qū)域平臺(tái)的協(xié)同演化過程,結(jié)合系統(tǒng)的自反饋控制特性,建立了系統(tǒng)的狀態(tài)方程;以競爭、協(xié)同、有序等條件,建立了區(qū)域平臺(tái)系統(tǒng)演化模型,經(jīng)過解析發(fā)現(xiàn),新一代信息技術(shù)推動(dòng)平臺(tái)系統(tǒng)協(xié)同演化發(fā)展呈現(xiàn)出三個(gè)階段特征,分別是:驅(qū)動(dòng)力培育階段、協(xié)同發(fā)展階段和高級(jí)有序階段,并根據(jù)三個(gè)階段的發(fā)展需求建立了服務(wù)模式創(chuàng)新的目標(biāo),分別是:驅(qū)動(dòng)力培育階段的感知能力提升,協(xié)同發(fā)展階段的執(zhí)行能力提升和高級(jí)有序階段的自我完善能力的提升。以新一代信息技術(shù)的核心技術(shù)—云計(jì)算基礎(chǔ)設(shè)施,作為服務(wù)模式創(chuàng)新的外生潛變量,以服務(wù)界面創(chuàng)新、服務(wù)流程創(chuàng)新、服務(wù)概念創(chuàng)新三個(gè)變量作為內(nèi)生潛變量,構(gòu)建了提升三個(gè)階段能力的結(jié)構(gòu)方程模型,經(jīng)過對(duì)路徑系數(shù)分析,確定了三條服務(wù)模式創(chuàng)新的路徑,分別是:(1)云計(jì)算-服務(wù)概念創(chuàng)新-自我完善能力提升;(2)云計(jì)算-服務(wù)流程創(chuàng)新-執(zhí)行能力提升;(3)云計(jì)算-服務(wù)界面創(chuàng)新-感知能力提升,為服務(wù)模式設(shè)計(jì)奠定理論基礎(chǔ)。根據(jù)服務(wù)模式創(chuàng)新路經(jīng),從區(qū)域平臺(tái)的組織模式、運(yùn)作模式與效益模式三個(gè)維度設(shè)計(jì)其服務(wù)模式,分別是:以提高感知能力為目標(biāo)的拓展服務(wù)模式,以提高執(zhí)行能力為目標(biāo)的集成服務(wù)模式,和以提高自我完善能力為目標(biāo)的智慧服務(wù)模式。同時(shí),從主體對(duì)接、資源集成、關(guān)系協(xié)調(diào)和運(yùn)行保障四個(gè)方面設(shè)計(jì)服務(wù)模式的實(shí)現(xiàn)機(jī)制。根據(jù)區(qū)域平臺(tái)不同性質(zhì)軟件增長數(shù)量為基礎(chǔ),分析軟件數(shù)量增長與知識(shí)增長之間的線性關(guān)系與指數(shù)關(guān)系,確定了知識(shí)凈增長率的表示方式;用最小二乘法確定了區(qū)域平臺(tái)反饋特性的表示方式;最后,根據(jù)平臺(tái)發(fā)展每個(gè)階段的判別條件進(jìn)行服務(wù)模式選擇。以黑龍江省科技創(chuàng)新創(chuàng)業(yè)共享服務(wù)平臺(tái)作為案例進(jìn)行實(shí)證研究。首先,分析黑龍江省平臺(tái)的現(xiàn)狀,確定其協(xié)同演化階段,選擇了服務(wù)模式創(chuàng)新路徑,設(shè)計(jì)相應(yīng)的服務(wù)模式及實(shí)現(xiàn)機(jī)制,實(shí)證數(shù)據(jù)表明本研究成果具有一定的科學(xué)性和實(shí)用性。
[Abstract]:Regional science and technology resource sharing platform is to enhance the spillover effect of science and technology resources, an important carrier of the release potential value of scientific and technological resources, with the diffusion and application of a new generation of information technology, how to improve its service ability, adapt to the demands of technology innovation under the new form, has become the key problem of the government, experts and scholars concerned by enterprises. This paper based on the strategy of regional platform The positioning, defines its connotation and function; from science and technology resources sharing service characteristics, with the price elasticity as an intermediary variable, established the model of regional economic control platform, the transformation reveals the platform system with first-order feedback control characteristic of science and technology resources price sensitive demand characteristics of the integration of scientific and technological resources, science and technology resources the integration path dependence and environmental disturbance and many other characteristics; on this basis, put forward the necessity of the innovation of service mode adopted a new generation of information technology. Analyzes the self-organization characteristics of regional platform; the value chain based on the characteristics of macro parameters characterizing the physical value chain system were determined, and the macro parameters characterization of the virtual value chain system; the system fluctuation law is described by the Langevin equation, the evolution of system instability and direction of instability; with Kazakhstan Ken model district The co evolution process domain platform, combined with the characteristics of self feedback control system, the establishment of the state equation of the system; to compete, cooperative, orderly and other conditions, the establishment of a regional system evolution model, through the analysis found that the system platform to promote a new generation of information technology co evolution development presents three stages of feature, respectively. The driving force, cultivation stage, development stage and the advanced stage of cooperative orderly, and according to the development needs of the three stages of the establishment of service model innovation, respectively is: the driving force of development stage of perception capabilities, self perfection ability coordinated development stage execution ability and higher order stage promotion.
