【摘要】：經(jīng)濟(jì)全球化正使世界經(jīng)濟(jì)經(jīng)歷著一場(chǎng)全面而又深刻的變革,任何國(guó)家都不能不面對(duì)它所給予的機(jī)遇和挑戰(zhàn)。各國(guó)企業(yè)紛紛加快國(guó)際化進(jìn)程,跨國(guó)公司逐漸成為世界經(jīng)濟(jì)舞臺(tái)的主角,關(guān)于發(fā)達(dá)國(guó)家以及發(fā)展中國(guó)家企業(yè)的國(guó)際化問(wèn)題也成為國(guó)際商務(wù)研究領(lǐng)域的熱點(diǎn)。當(dāng)前世界經(jīng)濟(jì)正處于深度調(diào)整之中,復(fù)蘇動(dòng)力不足,地緣政治影響加重,不確定因素增多,推動(dòng)增長(zhǎng)、增加就業(yè)、調(diào)整結(jié)構(gòu)成為國(guó)際社會(huì)共識(shí)。我國(guó)經(jīng)濟(jì)正處于“三期疊加”的特定階段,經(jīng)濟(jì)發(fā)展步入新常態(tài)。經(jīng)濟(jì)下行壓力依然較大,一些企業(yè)經(jīng)營(yíng)困難,經(jīng)濟(jì)增長(zhǎng)新動(dòng)力不足和舊動(dòng)力減弱的結(jié)構(gòu)性矛盾依然突出。中國(guó)國(guó)內(nèi)市場(chǎng)不斷開(kāi)放,市場(chǎng)競(jìng)爭(zhēng)激烈程度不斷增加,這需要在更大的范圍、更大的平臺(tái)上考慮問(wèn)題,以國(guó)際化化的視角考慮區(qū)域經(jīng)濟(jì)發(fā)展問(wèn)題,可以拓展貿(mào)易空間,增加勞務(wù)輸出、緩解區(qū)域內(nèi)就業(yè)壓力與矛盾�！靶陆z綢之路經(jīng)濟(jì)帶”和“21世紀(jì)海上絲綢之路”的戰(zhàn)略構(gòu)想(簡(jiǎn)稱“一帶一路”),強(qiáng)調(diào)相關(guān)各國(guó)要打造互利共贏的“利益共同體”和共同發(fā)展繁榮的“命運(yùn)共同體”�！耙粠б宦贰弊鳛橐豁�(xiàng)重要的中長(zhǎng)期國(guó)家發(fā)展戰(zhàn)略,其要解決中國(guó)過(guò)剩的產(chǎn)能市場(chǎng)、資源的獲取、戰(zhàn)略縱深的開(kāi)拓和國(guó)家安全的強(qiáng)化及貿(mào)易主導(dǎo)這幾個(gè)重要的戰(zhàn)略問(wèn)題。這是中國(guó)在近200年來(lái)首次提出以中國(guó)為主導(dǎo)的洲際開(kāi)發(fā)合作框架,將徹底擺脫原來(lái)依附大國(guó),被動(dòng)挨打的地緣政治局面�！耙粠б宦贰睉�(zhàn)略為河北省企業(yè)提供了更多的國(guó)際化實(shí)踐空間,在這個(gè)重大經(jīng)濟(jì)發(fā)展戰(zhàn)略機(jī)遇期,開(kāi)展企業(yè)國(guó)際化問(wèn)題的研究,具有很強(qiáng)的現(xiàn)實(shí)意義。河北省企業(yè)國(guó)際化戰(zhàn)略有利于區(qū)域內(nèi)結(jié)構(gòu)調(diào)整、產(chǎn)業(yè)升級(jí)等目標(biāo)的實(shí)現(xiàn),為“經(jīng)濟(jì)強(qiáng)省、美麗河北”目標(biāo)的實(shí)現(xiàn)提供了更為廣闊的空間�！毒┙蚣絽f(xié)同發(fā)展規(guī)劃綱要》指出,推動(dòng)京津冀協(xié)同發(fā)展是一個(gè)重大國(guó)家戰(zhàn)略,核心是有序疏解北京非首都功能,實(shí)現(xiàn)京津冀優(yōu)勢(shì)互補(bǔ),要在京津冀交通一體化、生態(tài)環(huán)境保護(hù)、產(chǎn)業(yè)升級(jí)轉(zhuǎn)移等重點(diǎn)領(lǐng)域率先取得突破。建設(shè)全國(guó)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)試驗(yàn)區(qū),是京津冀協(xié)同發(fā)展戰(zhàn)略賦予河北的重要功能定位之一。當(dāng)前世界,區(qū)域一體化成為推動(dòng)貿(mào)易投資自由化的重要形式。研究河北省企業(yè)利用區(qū)域經(jīng)濟(jì)發(fā)展優(yōu)勢(shì),抱團(tuán)出擊,走出國(guó)門(mén),實(shí)現(xiàn)跨越國(guó)界的跨越式發(fā)展有著現(xiàn)實(shí)意義。通過(guò)系統(tǒng)梳理有關(guān)國(guó)際化的理論,回顧我國(guó)及河北省企業(yè)國(guó)際化的歷程和現(xiàn)狀,全面總結(jié)了各類企業(yè)國(guó)際化測(cè)度方法在我國(guó)的應(yīng)用情況,并通過(guò)定性與定量分析相結(jié)合的方法,利用單一維度指標(biāo)和國(guó)際通用的指標(biāo)——跨國(guó)化指數(shù)兩種方法,對(duì)河北省51家上市企業(yè)及中國(guó)企業(yè)100強(qiáng)中三家河北企業(yè)——河北鋼鐵集團(tuán)、開(kāi)灤集團(tuán)與冀中能源集團(tuán)的企業(yè)國(guó)際化程度進(jìn)行了測(cè)度,與我國(guó)企業(yè)國(guó)際化平均水平進(jìn)行了比較。在此基礎(chǔ)上發(fā)現(xiàn)并指出了現(xiàn)有企業(yè)國(guó)際化測(cè)度方法的缺陷,提出了構(gòu)建科學(xué)的企業(yè)國(guó)際化測(cè)度方法應(yīng)加入國(guó)際比較方面因素的考量。在魯桐蛛網(wǎng)模型基礎(chǔ)上,引入新的變量因素,這些因素包括國(guó)家風(fēng)險(xiǎn)、全球視野下對(duì)國(guó)內(nèi)和國(guó)外兩個(gè)市場(chǎng)的反應(yīng)指數(shù)、國(guó)際化戰(zhàn)略的存在與有效實(shí)施、企業(yè)的成長(zhǎng)性和企業(yè)的盈利水平等,其中,國(guó)家風(fēng)險(xiǎn)與企業(yè)國(guó)際化程度負(fù)相關(guān),全球視野下對(duì)國(guó)內(nèi)和國(guó)外兩個(gè)市場(chǎng)的反應(yīng)指數(shù)、國(guó)際化戰(zhàn)略的存在與有效實(shí)施、企業(yè)的成長(zhǎng)性、企業(yè)的盈利水平與企業(yè)國(guó)際化程度正相關(guān)。借鑒原蛛網(wǎng)模型的基本原理,并參考其他學(xué)者對(duì)模型的修正情況,將新因素引入修正模型,構(gòu)建了新的蛛網(wǎng)模型,提出以蛛網(wǎng)面積測(cè)度企業(yè)國(guó)際化程度,動(dòng)態(tài)而又全面的對(duì)企業(yè)國(guó)際化程度進(jìn)行反映。通過(guò)對(duì)河北省企業(yè)國(guó)際化程度的測(cè)度,及與全國(guó)企業(yè)國(guó)際化平均水平的比較,發(fā)現(xiàn)河北省企業(yè)國(guó)際化水平比較低。企業(yè)國(guó)際化導(dǎo)向、經(jīng)濟(jì)發(fā)展基礎(chǔ)水平、國(guó)際環(huán)境、外向型人才的缺乏、信息獲取約束等因素制約著河北省企業(yè)國(guó)際化進(jìn)程。借鑒國(guó)際化程度較高的國(guó)內(nèi)外企業(yè)發(fā)展經(jīng)驗(yàn),同時(shí)學(xué)習(xí)和借鑒韓國(guó)、美國(guó)、印度、日本、歐盟、澳大利亞、印度等國(guó)家或地區(qū)政府在企業(yè)國(guó)際化戰(zhàn)略推進(jìn)方面的先進(jìn)做法,立足河北實(shí)際,尤其是結(jié)合“一帶一路”與“京津冀協(xié)同發(fā)展”兩大國(guó)家戰(zhàn)略,找出了一些河北省企業(yè)國(guó)際化進(jìn)程中存在的主要障礙,為規(guī)避一些國(guó)家風(fēng)險(xiǎn)、加快企業(yè)對(duì)國(guó)際市場(chǎng)的反應(yīng)速度,提出了加強(qiáng)信息服務(wù)體系建設(shè)、進(jìn)行合適的區(qū)位選擇與行業(yè)選擇等政策建議。
[Abstract]:The economic globalization makes the world economy is undergoing a comprehensive and profound changes, any country can not face it given the opportunities and challenges. Enterprises in various countries to speed up the process of internationalization, multinational companies gradually become the world economic stage of the protagonist, about the developed countries and the internationalization of enterprises in developing countries has also become a hot spot in the field of international business research. The world economy is in a deep adjustment, the recovery of power shortage, increasing geopolitical influence, increased uncertainty, promote growth, increase employment, adjust the structure to become the consensus of the international community. China's economy is in a particular stage of three superimposed, economic development has entered a new normal economic downward pressure is still large. Some enterprises operating difficulties, the structural contradiction of economic growth in the new and old power weakened the power shortage is still outstanding. Chinese domestic market constantly Open, the market competition is increasing, it takes on a larger scale, consider the problem of bigger platform, considering the problems of regional economic development in an international perspective, can expand the trade space, increase the export of labor services, alleviate the employment pressure and the contradiction within the region. "The Belt and Road" strategy to provide more space for the practice of internationalization of enterprises in Hebei Province, in the great opportunity of economic development strategy, to carry out research on enterprise internationalization, has a strong practical significance. The internationalization strategy will help the enterprises in Hebei province structural adjustment within the region, to achieve industrial upgrading goals, to achieve economy strong, beautiful Hebei "target to provide a wider space. The Beijing Tianjin Hebei collaborative development plan" pointed out that to promote the coordinated development of Beijing, Tianjin and Hebei is a major national strategy, the core is in order to ease Beijing non capital function, complement each other Beijing Tianjin Hebei, Beijing Tianjin Hebei in the integration of transportation, environmental protection, industrial upgrading and transfer and other key areas of the first breakthrough. The research of enterprises in Hebei province to take advantage of regional economic development, pushing the initiative, out of the country, has a practical significance to achieve leapfrog development across borders. Through a systematic theory about internationalization and review the history and current situation of our country and Hebei province enterprise internationalization, summarizes all kinds of enterprise internationalization measurement application in China, and combining the qualitative and quantitative analysis, using single dimension index and international general index, international index two, 51 listed companies in Hebei Province Chinese and top 100 enterprises in three enterprises in Hebei - Hebei iron and Steel Group, the degree of internationalization of Kailuan Group and Jizhong energy group in the The measure was compared with the average level of the internationalization of Chinese enterprises. The enterprise internationalization oriented environment based development level, international economy, lack of export-oriented talent, information acquisition constraints restrict the process of internationalization of enterprises in Hebei province. The development of domestic and foreign enterprises to experience a higher degree of internationalization, and learning from the United States, South Korea, India, Japan, the European Union, Australia, India other countries or regions of the government in promoting the enterprise internationalization strategy of advanced practice, based on the reality of Hebei, especially with The Belt and Road" The two national strategy and the "Beijing Tianjin Hebei collaborative development, find out the main obstacles in the process of internationalization of enterprises in Hebei Province, in order to avoid the risk of some countries, accelerate the reaction speed of enterprises in the international market, put forward to strengthen the construction of information service system for location selection and industry selection of appropriate policy recommendations.
