【摘要】：經(jīng)濟(jì)發(fā)展程度的差異推動(dòng)了地區(qū)間產(chǎn)業(yè)結(jié)構(gòu)的轉(zhuǎn)型與產(chǎn)業(yè)轉(zhuǎn)移的加劇,區(qū)際間的產(chǎn)業(yè)轉(zhuǎn)移在帶來國家和地區(qū)經(jīng)濟(jì)騰飛、產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的同時(shí),也相應(yīng)地形成了產(chǎn)業(yè)結(jié)構(gòu)變遷、空間布局的變化及生產(chǎn)要素的流動(dòng),產(chǎn)業(yè)轉(zhuǎn)移及種種結(jié)構(gòu)性變遷不但推動(dòng)了經(jīng)濟(jì)的跨越式發(fā)展,也蘊(yùn)含了相應(yīng)的風(fēng)險(xiǎn)沖擊。20世紀(jì)90年代以來,我國東部地區(qū)的產(chǎn)業(yè)轉(zhuǎn)移推動(dòng)了經(jīng)濟(jì)的迅猛發(fā)展,隨著經(jīng)濟(jì)轉(zhuǎn)型升級(jí)的發(fā)展及地域經(jīng)濟(jì)發(fā)展非均衡性的變遷,近年來中西部地區(qū)的產(chǎn)業(yè)轉(zhuǎn)移也實(shí)現(xiàn)了大幅度的增長,但受區(qū)域承接產(chǎn)業(yè)轉(zhuǎn)移條件與制度差異的約束,中西部地區(qū)與東部地區(qū)出現(xiàn)了較大的發(fā)展不平衡性。作為我國重要的能源和原材料供應(yīng)基地,山西區(qū)域經(jīng)濟(jì)發(fā)展對(duì)礦產(chǎn)資源的依賴嚴(yán)重,造就了“一煤獨(dú)大”、粗放、單一的產(chǎn)業(yè)結(jié)構(gòu)。資源型經(jīng)濟(jì)發(fā)展的深層次矛盾和問題使得產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整與優(yōu)化成為山西經(jīng)濟(jì)、社會(huì)轉(zhuǎn)型發(fā)展的關(guān)鍵。在資源型經(jīng)濟(jì)轉(zhuǎn)型綜合改革試驗(yàn)的背景下,探索產(chǎn)業(yè)轉(zhuǎn)移對(duì)山西產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化升級(jí)、轉(zhuǎn)型發(fā)展的影響機(jī)理與效應(yīng),合理有效地承接產(chǎn)業(yè)轉(zhuǎn)移,不僅對(duì)資源型地區(qū)的產(chǎn)業(yè)轉(zhuǎn)型發(fā)展具有重要的理論價(jià)值,也對(duì)“一帶一路”產(chǎn)業(yè)經(jīng)濟(jì)帶的建設(shè)發(fā)展具有重要的實(shí)踐價(jià)值。本文依據(jù)產(chǎn)業(yè)經(jīng)濟(jì)學(xué)、區(qū)域經(jīng)濟(jì)學(xué)的相關(guān)理論,采取歸納比較法、Granger因果檢驗(yàn)、皮爾遜相關(guān)分析和回歸分析等方法,研究了山西省承接產(chǎn)業(yè)轉(zhuǎn)移現(xiàn)狀、存在的問題,對(duì)產(chǎn)業(yè)承接效應(yīng)的影響因素及其機(jī)理進(jìn)行了深入探索。從經(jīng)濟(jì)增長、產(chǎn)業(yè)結(jié)構(gòu)、技術(shù)進(jìn)步與就業(yè)四個(gè)維度,構(gòu)建了產(chǎn)業(yè)轉(zhuǎn)移效應(yīng)分析的理論框架,就產(chǎn)業(yè)承接對(duì)山西省產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的影響效應(yīng)進(jìn)行了檢驗(yàn),并結(jié)合國內(nèi)外產(chǎn)業(yè)承接的成功案例,就下一步山西省完善產(chǎn)業(yè)承接發(fā)展策略,對(duì)山西省產(chǎn)業(yè)承接進(jìn)行重新定位,最大限度提升產(chǎn)業(yè)承接對(duì)山西省轉(zhuǎn)型發(fā)展的積極作用,提出具體的、有針對(duì)性的對(duì)策建議。研究結(jié)果表明:(1)產(chǎn)業(yè)轉(zhuǎn)移與承接的過程,會(huì)加速資本、信息、勞動(dòng)力、技術(shù)等要素與資源在區(qū)域內(nèi)外的自由流動(dòng),從而達(dá)到資源優(yōu)化配置和相互重組,提高產(chǎn)業(yè)承接地的經(jīng)濟(jì)效益和社會(huì)效益。產(chǎn)業(yè)承接給資源型區(qū)域帶來的影響效應(yīng)可分為:要素注入與重新配置、技術(shù)溢出與擴(kuò)散、人力資本優(yōu)化、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整等。(2)產(chǎn)業(yè)承接對(duì)山西經(jīng)濟(jì)增長、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、技術(shù)進(jìn)步和就業(yè)的影響顯著。(1)山西經(jīng)濟(jì)增長與承接產(chǎn)業(yè)轉(zhuǎn)移在一定程度上密不可分,相互促進(jìn);(2)在產(chǎn)業(yè)結(jié)構(gòu)影響方面,產(chǎn)業(yè)承接對(duì)山西省第二產(chǎn)業(yè)比重的影響在減少,對(duì)第三產(chǎn)業(yè)比重的影響在提高,從山西省產(chǎn)業(yè)結(jié)構(gòu)與產(chǎn)業(yè)結(jié)構(gòu)演進(jìn)規(guī)律匹配的角度來看,承接產(chǎn)業(yè)轉(zhuǎn)移對(duì)山西省產(chǎn)業(yè)結(jié)構(gòu)進(jìn)行了一定調(diào)整,促進(jìn)了產(chǎn)業(yè)結(jié)構(gòu)升級(jí);(3)在技術(shù)進(jìn)步方面,產(chǎn)業(yè)承接對(duì)山西技術(shù)產(chǎn)出效率的提升雖有短期波動(dòng),但從整體上看是逐步提高的;(4)就業(yè)方面,山西外商直接投資每增加1%,可帶來2.356%的就業(yè)增加。(3)基于山西產(chǎn)業(yè)承接現(xiàn)狀及其影響,結(jié)合國內(nèi)外產(chǎn)業(yè)承接案例,依據(jù)產(chǎn)業(yè)梯度、產(chǎn)業(yè)聚集度相關(guān)指標(biāo),結(jié)合山西自身優(yōu)勢(shì),指出山西需要對(duì)產(chǎn)業(yè)承接進(jìn)行重新定位。從產(chǎn)業(yè)內(nèi)容上來看,山西省承接的重點(diǎn)產(chǎn)業(yè)是食品工業(yè)、紡織服裝、電力熱力、電子信息、有色金屬、石油化工、裝備制造、交通運(yùn)輸設(shè)備制造、生物醫(yī)藥。同時(shí),山西需要高度重視區(qū)域特色,實(shí)行差異化發(fā)展和錯(cuò)位化競爭,以更好推動(dòng)山西省經(jīng)濟(jì)社會(huì)健康和快速發(fā)展。(4)通過對(duì)山西產(chǎn)業(yè)承接實(shí)踐的具體分析,指出承接產(chǎn)業(yè)轉(zhuǎn)移是促進(jìn)山西產(chǎn)業(yè)轉(zhuǎn)型的重大機(jī)遇和發(fā)展動(dòng)力,在山西產(chǎn)業(yè)承接過程中,開發(fā)區(qū)逐步建成,成為產(chǎn)業(yè)承接的主要載體;利用外商規(guī)模不斷擴(kuò)大;裝備制造、加工貿(mào)易業(yè)是產(chǎn)業(yè)承接的主力;產(chǎn)業(yè)轉(zhuǎn)移的移出區(qū)相對(duì)集中。最后針對(duì)山西省提升產(chǎn)業(yè)承接效應(yīng)提出了針對(duì)性的政策建議。

As for our country The important energy and raw material supply base, Shanxi regional economic development depend on mineral resources seriously, created a coal dominant, extensive, single industrial structure. The deep-seated contradictions and problems in the development of resource based economy makes the adjustment and optimization of industrial structure have become the key of Shanxi economic, social transformation and development. The transformation of resource-based economy comprehensive reform pilot background, explore the industry upgrading of Shanxi industrial structure optimization, influence the transformation and development of mechanism and effect, effectively undertake the transfer of industries, not only has important theoretical value to the transformation and development of resource type area industry, also has important practical value for the development of a "construction area Lu Industrial Economic Zone. On the basis of industrial economics, regional economics theory, adopting comparison method, Granger causality test, Pearson correlation analysis and back Regression analysis method, studies the Shanxi province to undertake industrial transfer status, existing problems, factors and mechanism of effect of industry to undertake in-depth exploration. From economic growth, industrial structure, technological progress and employment in four dimensions, builds a theoretical framework for analysis of the effect of industrial transfer, the industrial undertaking of the effect the upgrade of industrial structure in Shanxi province were tested, and combined with the successful cases of domestic and foreign industrial undertaking, the next step in Shanxi province to improve the industrial development strategy of Shanxi province industry to undertake the re positioning, to maximize the positive role to promote the industrial undertaking transformation and development in Shanxi Province, put forward some countermeasures. The research results show that: (1) the process of industrial transfer and undertake, will accelerate the capital, information, labor, technology and other factors and resources in the region and beyond the free flow, so as to achieve. The source and the optimal allocation of each industry to undertake restructuring, improve the economic benefit and social benefit. The effect of industry influence brought to undertake resource regions can be divided into: elements of injection and re configuration, technology spillover and diffusion, human capital optimization, adjustment of the industrial structure.
