【摘要】:京津冀協(xié)同發(fā)展是黨和國(guó)家在新的歷史時(shí)期做出的重大戰(zhàn)略決策。推進(jìn)三地一體化發(fā)展既是協(xié)同發(fā)展的具體實(shí)施過(guò)程,也是協(xié)同發(fā)展所追求的終極目標(biāo)。京津冀一體化發(fā)展需要解決環(huán)境治理、產(chǎn)能轉(zhuǎn)型、城市建設(shè)、交通布局、區(qū)域協(xié)調(diào)等若干方面重要問(wèn)題,而探索地區(qū)生態(tài)文明建設(shè)的有效路徑、構(gòu)建起符合區(qū)域特點(diǎn)和發(fā)展實(shí)際的環(huán)境協(xié)同治理模式和機(jī)制,無(wú)疑是諸多命題當(dāng)中首當(dāng)其沖的選項(xiàng);诖,本文以協(xié)同治理理論為基礎(chǔ)和原點(diǎn),通過(guò)3E系統(tǒng)動(dòng)力學(xué)模型、利益相關(guān)者博弈模型、環(huán)境協(xié)同治理結(jié)構(gòu)模型的構(gòu)建和分析,對(duì)京津冀一體化發(fā)展中環(huán)境協(xié)同治理機(jī)制和實(shí)現(xiàn)路徑進(jìn)行了探討。研究和解決這一問(wèn)題,有利于從理論和實(shí)踐層面對(duì)京津冀環(huán)境協(xié)同治理的模式選擇和機(jī)制路徑做出科學(xué)界定,對(duì)于推動(dòng)京津冀地區(qū)能源、經(jīng)濟(jì)與環(huán)境系統(tǒng)的協(xié)調(diào)發(fā)展,推進(jìn)環(huán)境的協(xié)同治理,實(shí)現(xiàn)區(qū)域發(fā)展機(jī)制創(chuàng)新,進(jìn)而有效推動(dòng)京津冀一體化的科學(xué)健康發(fā)展,都具有十分重要的現(xiàn)實(shí)意義。本文的主要研究?jī)?nèi)容和創(chuàng)新點(diǎn)如下:(1)在系統(tǒng)梳理環(huán)境協(xié)同治理相關(guān)理論與方法基礎(chǔ)之上,闡述了京津冀各地的功能定位與產(chǎn)業(yè)布局,分析了京津冀一體化發(fā)展的特征以及推進(jìn)一體化發(fā)展所具備的現(xiàn)實(shí)基礎(chǔ),表明了不同地區(qū)的功能定位與產(chǎn)業(yè)布局為實(shí)現(xiàn)京津冀地區(qū)能源、經(jīng)濟(jì)與環(huán)境系統(tǒng)的協(xié)調(diào)發(fā)展繼而實(shí)現(xiàn)環(huán)境的協(xié)同治理提供了內(nèi)在動(dòng)力和外部支撐,透視了京津冀一體化發(fā)展面臨的環(huán)境治理問(wèn)題以及實(shí)施環(huán)境協(xié)同治理的必要性。進(jìn)而在借鑒國(guó)外跨區(qū)域環(huán)境治理經(jīng)驗(yàn)并通過(guò)對(duì)環(huán)境治理模式比較分析的基礎(chǔ)上,科學(xué)解構(gòu)了環(huán)境協(xié)同治理的運(yùn)行方式。本文創(chuàng)新性突破了以傳統(tǒng)行政區(qū)劃為界限的環(huán)境治理模式,結(jié)合政府主導(dǎo)模式、市場(chǎng)主導(dǎo)模式及多層級(jí)治理模式的優(yōu)點(diǎn),提出了協(xié)同治理是破解京津冀一體化發(fā)展環(huán)境問(wèn)題的最佳有效模式。(2)以系統(tǒng)動(dòng)力學(xué)原理為基本依據(jù),提出了京津冀一體化發(fā)展環(huán)境協(xié)同治理3E系統(tǒng)概念,具體分析了3E系統(tǒng)中的經(jīng)濟(jì)驅(qū)動(dòng)、能源支持、環(huán)境承載、社會(huì)發(fā)展和政策調(diào)控五個(gè)子系統(tǒng),闡明近幾年國(guó)家相繼出臺(tái)的經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型、能源結(jié)構(gòu)調(diào)整、新能源發(fā)展、新能源價(jià)格及補(bǔ)貼、環(huán)境保護(hù)等多項(xiàng)相關(guān)政策,均將對(duì)京津冀一體化發(fā)展協(xié)同治理的效果產(chǎn)生重要影響。在此基礎(chǔ)上,構(gòu)建了京津冀一體化發(fā)展環(huán)境協(xié)同治理的3E系統(tǒng)動(dòng)力學(xué)模型,從學(xué)理層面論證了環(huán)境協(xié)同治理3E系統(tǒng)運(yùn)行效果,結(jié)合京津冀近年來(lái)的經(jīng)濟(jì)社會(huì)發(fā)展數(shù)據(jù)開(kāi)展了模擬仿真,并進(jìn)行敏感性分析和仿真結(jié)果分析,從而印證京津冀一體化發(fā)展環(huán)境協(xié)同治理的有效性。本文通過(guò)構(gòu)建3E系統(tǒng)動(dòng)力學(xué)模型,進(jìn)一步強(qiáng)化了對(duì)這一論斷的科學(xué)認(rèn)知,表明協(xié)同治理是解決該區(qū)域環(huán)境問(wèn)題的有效路徑。(3)以利益相關(guān)者理論和博弈理論為依托和方法,對(duì)京津冀一體化發(fā)展環(huán)境協(xié)同治理的利益相關(guān)者進(jìn)行了研究,系統(tǒng)分析了該區(qū)域環(huán)境協(xié)同治理中利益相關(guān)者的角色定位與行動(dòng)者結(jié)構(gòu),討論了各利益主體間的相互關(guān)系以及利益主體的行為,構(gòu)建了京津冀一體化發(fā)展環(huán)境協(xié)同治理的利益相關(guān)者博弈模型,具體闡釋了中央政府與地方政府、地方政府與企業(yè)、企業(yè)和社會(huì)及利益相關(guān)者多主體協(xié)同下的博弈。在此基礎(chǔ)上深入研究了京津冀一體化發(fā)展環(huán)境協(xié)同治理中利益相關(guān)者的行為與策略選擇,進(jìn)而說(shuō)明協(xié)同效應(yīng)的產(chǎn)生有助于提高區(qū)域環(huán)境治理的效果,并會(huì)顯著增加所參與的利益相關(guān)者群體的總體福利水平。本文通過(guò)構(gòu)建利益相關(guān)者博弈模型,為科學(xué)有效確立京津冀一體化發(fā)展環(huán)境協(xié)同治理結(jié)構(gòu)方程模型奠定了理論基礎(chǔ)。(4)按照結(jié)構(gòu)方程模型的分析思路與方法,在厘清政府-企業(yè)-社會(huì)主體行為對(duì)環(huán)境協(xié)同治理影響的基礎(chǔ)之上,構(gòu)建了結(jié)構(gòu)方程模型以闡釋京津冀一體化發(fā)展環(huán)境協(xié)同治理的激勵(lì)與響應(yīng)效果,并設(shè)計(jì)問(wèn)卷開(kāi)展調(diào)查,從信度和效度兩個(gè)維度分析了環(huán)境協(xié)同治理結(jié)構(gòu)方程模型的數(shù)據(jù)的有效性,進(jìn)而在數(shù)據(jù)有效性分析基礎(chǔ)上,針對(duì)環(huán)境協(xié)同治理結(jié)構(gòu)模型進(jìn)行測(cè)量分析與結(jié)構(gòu)分析,并據(jù)此對(duì)環(huán)境協(xié)同治理結(jié)構(gòu)模型進(jìn)行了科學(xué)的修正與擬合,最終構(gòu)建起契合京津冀一體化發(fā)展的環(huán)境協(xié)同治理結(jié)構(gòu)模型。本文通過(guò)構(gòu)建環(huán)境協(xié)同治理結(jié)構(gòu)模型,為京津冀一體化發(fā)展環(huán)境協(xié)同治理機(jī)制設(shè)計(jì)提供了科學(xué)的理論基礎(chǔ)與具體的實(shí)證數(shù)據(jù)支撐。(5)基于上述研究成果,在對(duì)京津冀一體化發(fā)展環(huán)境協(xié)同治理機(jī)制進(jìn)行科學(xué)界定的基礎(chǔ)之上,設(shè)計(jì)了京津冀一體化發(fā)展環(huán)境協(xié)同治理的總體框架,明確了環(huán)境協(xié)同治理的協(xié)調(diào)機(jī)構(gòu),對(duì)環(huán)境協(xié)同治理機(jī)制中的形成機(jī)制、運(yùn)行機(jī)制和保障機(jī)制做了重點(diǎn)闡述,對(duì)其運(yùn)行方式及其作用分別進(jìn)行了系統(tǒng)說(shuō)明,進(jìn)而基于京津冀一體化發(fā)展的內(nèi)在需求與現(xiàn)實(shí)基礎(chǔ),分別從環(huán)境協(xié)同治理的法律制度保障層面、中央政府的作用、央地政府間的關(guān)系以及企業(yè)和社會(huì)參與等層面,探討了京津冀一體化發(fā)展環(huán)境協(xié)同治理的實(shí)施路徑。作為本文的最終落腳點(diǎn),通過(guò)京津冀一體化發(fā)展環(huán)境協(xié)同治理機(jī)制的具體設(shè)計(jì)和路徑分析,以有效強(qiáng)化京津冀一體化發(fā)展環(huán)境協(xié)同治理效果,確保環(huán)境協(xié)同治理機(jī)制的科學(xué)運(yùn)行和相關(guān)政策的最終落地。一體化發(fā)展是國(guó)策,環(huán)境協(xié)同治理是關(guān)鍵。本文所進(jìn)行的上述研究,有助于在理論上形成科學(xué)設(shè)計(jì)京津冀一體化發(fā)展環(huán)境協(xié)同治理機(jī)制的理論支撐;有助于在方法上構(gòu)建京津冀一體化發(fā)展的環(huán)境協(xié)同治理模型及分析方法體系;有助于在實(shí)踐上實(shí)現(xiàn)京津冀一體化發(fā)展環(huán)境協(xié)同治理的機(jī)制設(shè)計(jì),從而在學(xué)理層面、方法層面和實(shí)踐層面為京津冀一體化發(fā)展環(huán)境協(xié)同治理提供一定的理論、方法和對(duì)策上的智力支持。
[Abstract]:The coordinated development of Beijing, Tianjin and Hebei is a major strategic decision made by the party and the state in the new historical period. To promote the integrated development of the three areas is not only the specific implementation process of cooperative development, but also the ultimate goal pursued by cooperative development. The development of Beijing Tianjin Hebei integration to solve environmental governance, capacity transformation, city construction, traffic layout and regional coordination issues, effective path, construction and exploration of the construction of ecological civilization in accordance with the regional characteristics and the actual development of the collaborative environment governance mode and mechanism, is undoubtedly the first proposition among many options. Based on this, this paper takes collaborative governance theory as the basis and origin, through interest 3E system dynamics model, and analysis of governance structure model of cooperative game model, the environment, the environment development in the integration of Beijing Tianjin Hebei collaborative governance mechanism and implementation path are discussed. To study and solve this problem, benefit from the theory and practice in the face of Beijing Tianjin Hebei collaborative environment governance mechanism and path choice patterns make a scientific definition, to promote the coordinated development of energy, economy and environment system of the Beijing Tianjin Hebei region, promote the collaborative governance environment, the realization of regional development mechanism innovation, and effectively promote the healthy and scientific development of Beijing and Tianjin Hebei integration, has very important practical significance. The main research contents and innovations are as follows: (1) in the systematic environment of collaborative governance theory and method basis, expounds the function and industrial layout of Beijing Tianjin Hebei around, realistic basis analyzes the characteristics of the development of Beijing Tianjin Hebei integration and promote the integration of development with the show provided inherent power and external to support the collaborative governance function and industrial layout in different regions to achieve coordinated development of energy, economy and environment system in Beijing Tianjin Hebei region and realize the necessity of environment, the perspective of environmental governance problems facing the development of Beijing Tianjin Hebei integration and implementation of the collaborative governance environment. Then, based on the experience of cross regional environmental governance abroad, and based on the comparative analysis of environmental governance mode, we scientifically deconstruct the operation mode of collaborative environmental governance. This paper innovatively breaks through the environmental governance mode with the traditional administrative divisions as the boundary. Combined with the advantages of the government led mode, the market led mode and the multi-level governance mode, it puts forward that collaborative governance is the best effective mode to solve the environmental problems of Beijing Tianjin Hebei integration. (2) on the basis of the principle of system dynamics, puts forward 3E system concept of collaborative development environment and integration of Beijing and Tianjin, detailed analysis of the driver, in the 3E system of economic energy support, environmental bearing capacity, social development and policy adjustment of five subsystems, the economic structure in recent years to clarify the country promulgated the transformation of energy structure the adjustment and development of new energy, new energy price subsidies, and environmental protection and other related policies, has the important influence to the collaborative governance effect on the development of Beijing Tianjin Hebei integration. Based on this, to construct the 3E system dynamics model of governance environment for the development of integration of Beijing Tianjin Hebei collaborative, theoretically demonstrated that environmental collaborative governance 3E system running effect, carry out the simulation of the Beijing Tianjin Hebei Economic and social development in recent years and analyzed data, sensitivity analysis and simulation results, which confirms the effectiveness of cooperative governance the Beijing Tianjin Hebei integration development environment. By building 3E system dynamics model, this paper further strengthens the scientific cognition of this conclusion, indicating that collaborative governance is an effective way to solve the environmental problems in the region. (3) based on the method and based on Stakeholder Theory and game theory, the integration of Beijing Tianjin Hebei collaborative development environment governance of stakeholders is studied, analyzed the role and structure of governance actors stakeholders in the collaborative regional environment, the relationship between the various stakeholders and stakeholders. The discussion, constructs the game model of stakeholders governance collaborative environment development and integration of Beijing and Tianjin, the specific interpretation of the central government and local government, local government and enterprises, enterprises and society and stakeholders with the main laoniantixie game. Selection and strategies on the basis of the development of Beijing Tianjin Hebei integration environment collaborative governance of stakeholders, and then explain the synergistic effect is helpful to improve the regional environmental governance effect, the overall welfare level and will significantly increase the participation of stakeholder groups. By building stakeholder game model, this paper laid a theoretical foundation for establishing a scientific and effective collaborative structural equation model of Beijing Tianjin Hebei integration. (4) according to the analysis of ideas and methods of structural equation model, to clarify the behavior of the government enterprise and society based collaborative governance effects on the environment, construct a structural equation model to explain the Beijing Tianjin Hebei integration development environment of the collaborative governance of excitation and response effect, and design the questionnaire survey, from the two dimensions of reliability and the validity analysis of effectiveness of environmental synergy governance structure equation model of the data, then the validity analysis of data on the basis of the analysis of measurement and analysis and structure environment of collaborative governance structure model based on collaborative environment governance model is modified and the fitting of science, finally construct the governance model of collaborative development of Beijing Tianjin Hebei fit the integration of the environment. By constructing the collaborative governance structure model, this paper provides a scientific theoretical basis and specific empirical data support for the development of the collaborative governance mechanism of Beijing Tianjin Hebei integration. (5) based on the above research results, based on the scientific definition of the collaborative governance mechanism of the integrated development of Beijing, Tianjin and Hebei, we have designed the overall framework of the coordinated development of Beijing Tianjin Hebei integrated development environment, and clarified the environmental synergy.
