填海造地的多尺度空間格局、趨勢和驅(qū)動力研究

隨著全球人口的增長和城市化快速發(fā)展,過去30年無論是內(nèi)陸還是沿海地區(qū),土地的需求都顯著增加。在沿海地區(qū),填海造地通常是滿足城市發(fā)展土地需求的首選解決方案。使用地質(zhì)工程技術(shù)將原有的海域、潮灘、濕地等變?yōu)槿斯り懙?受城市化、社會經(jīng)濟(jì)發(fā)展等因素驅(qū)動,并產(chǎn)生濕地破壞、洪澇災(zāi)害加劇、生物多樣性降低等多種影響。近30年來,由于全球沿海地區(qū)城市化的快速推進(jìn)和社會經(jīng)濟(jì)發(fā)展,填海造地面積增加迅速,但是,隨著全球變暖導(dǎo)致的海平面上升、風(fēng)暴潮潮位增高以及人類活動導(dǎo)致的地面沉降等,沿海土地也面臨巨大的淹沒風(fēng)險(xiǎn)。在人類活動圍填海和全球氣候變化導(dǎo)致的海平面上升等影響作用下,沿海地區(qū)的土地總面積在增加還是減少?圍填海區(qū)域面臨的海平面上升和地面沉降等風(fēng)險(xiǎn)有多大?什么因素驅(qū)動圍填海的大規(guī)模發(fā)展及如何利用新技術(shù)實(shí)現(xiàn)監(jiān)測和管控?這些都是迫切需要解決的問題。中國自2017年以來出臺了一系列嚴(yán)格的圍填海管控措施,開始對圍填海進(jìn)行規(guī)范,然而,土地資源的稀缺、經(jīng)濟(jì)利益的驅(qū)動使圍填海還將持續(xù)存在,至2020年仍然有大量圍填海工程在沿海各地進(jìn)行。因此,考察海岸帶土地?cái)U(kuò)展的格局和動態(tài),以及海平面上升對其影響,不僅對國土空間開發(fā)規(guī)劃和生態(tài)...
