【摘要】：天然氣是一種清潔、高效的能源,在世界能源系統(tǒng)中占據(jù)重要的地位。我國是世界第三大天然氣消費國,天然氣生產(chǎn)量不能滿足我國需求,因此進口天然氣是我國實現(xiàn)供需平衡的重要手段,能源安全對我國非常重要,是經(jīng)濟發(fā)展的重要保障。俄羅斯是天然氣出口大國,出口量世界排名第一位。兩國天然氣貿(mào)易合作具有良好的基礎(chǔ),研究兩國天然氣貿(mào)易的合作博弈以及影響因素對保障我國天然氣安全十分必要。本文首先對國內(nèi)外學者對能源,天然氣的研究進行了梳理,在此基礎(chǔ)上分別分析了中俄兩國天然氣工業(yè)的發(fā)展。然后分析兩國天然氣合作現(xiàn)狀,選取了2006年至2015年的數(shù)據(jù),在建立演化博弈模型的基礎(chǔ)上對兩國天然氣合作進行了實證分析。然后對引起演化博弈模型鞍點運動軌跡變化的因素進行了分析,將影響因素分為兩部分,對經(jīng)濟性以及非經(jīng)濟性影響因素進行了歸納分析。本文認為非經(jīng)濟性因素在中俄天然氣貿(mào)易合作中產(chǎn)生很大的影響,不能忽視非經(jīng)濟性因素對兩國天然氣貿(mào)易產(chǎn)生的影響。最后,根據(jù)結(jié)合影響兩國天然氣貿(mào)易的因素對兩國未來貿(mào)易合作提出了具有可行性的政策建議:加強中俄兩國的政治互信,建立兩國天然氣合作機制,建立亞太地區(qū)能源合作機制,拓寬合作領(lǐng)域、促進合作形式多樣化,加強兩國企業(yè)間的合作。
[Abstract]:Natural gas is a kind of clean and efficient energy, which plays an important role in the world energy system. China is the third largest natural gas consumer in the world, and natural gas production can not meet the demand of our country. Therefore, imported natural gas is an important means to achieve the balance between supply and demand in our country. Energy security is very important for our country, and it is an important guarantee for economic development. Russia is a big exporter of natural gas, ranking first in the world. The natural gas trade cooperation between the two countries has a good foundation. It is necessary to study the cooperative game of natural gas trade between the two countries and the influencing factors to ensure the natural gas safety of our country. In this paper, the domestic and foreign scholars on energy, natural gas research were combed, on the basis of the analysis of the development of natural gas industry in China and Russia. Then, the paper analyzes the current situation of natural gas cooperation between the two countries, selects the data from 2006 to 2015, and makes an empirical analysis of the natural gas cooperation between the two countries on the basis of the evolutionary game model. Then the factors that cause the evolution game model saddle point motion trajectory change are analyzed. The influencing factors are divided into two parts and the economic and non-economic factors are summarized and analyzed. This paper holds that the non-economic factors have a great influence on the Sino-Russian natural gas trade cooperation, and the influence of non-economic factors on the natural gas trade between the two countries can not be ignored. Finally, according to the factors affecting the natural gas trade between the two countries, the paper puts forward feasible policy recommendations for the future trade cooperation between the two countries: strengthening the political mutual trust between China and Russia, and establishing a mechanism for natural gas cooperation between the two countries. We will establish mechanisms for energy cooperation in the Asia-Pacific region, broaden the scope of cooperation, promote diversification of cooperation forms, and strengthen cooperation between enterprises of the two countries.
