H公司石油煉化二期建設(shè)項(xiàng)目進(jìn)度控制研究

【摘要】:石油煉化工業(yè)是國(guó)民經(jīng)濟(jì)的重要能源產(chǎn)業(yè),在我國(guó)一次能源消費(fèi)和生產(chǎn)中所占比重迅速上升并基本穩(wěn)定在一定的水平上。我國(guó)煉油產(chǎn)業(yè)取得了長(zhǎng)足的進(jìn)步,特別是近幾年來(lái)發(fā)展迅猛,"十二五"期間我國(guó)石油供應(yīng)量年均增長(zhǎng)速度1.06%,現(xiàn)在已躍居世界煉化大國(guó)行列,占全球煉油能力的12.4%,位居全球第二。但隨著我國(guó)經(jīng)濟(jì)的快速增長(zhǎng),資源能源消費(fèi)約束明顯顯現(xiàn),能源供求矛盾日益突出,高污染、高能耗的特點(diǎn)也使石油煉化工業(yè)在防污減排、節(jié)能降耗等方面承受著一定的壓力。毫無(wú)疑問,石油煉化行業(yè)是高消耗、高污染的"大戶",而且是六大耗能行業(yè)中的"大戶"。煉化工業(yè)節(jié)能減排工作的成效關(guān)系到全社會(huì):整體節(jié)能減排工作的成效。H公司按照"循環(huán)經(jīng)濟(jì)型、節(jié)能環(huán)保型、清潔高效型"的目標(biāo),努力學(xué)習(xí)實(shí)踐科學(xué)發(fā)展觀。在已經(jīng)建成的項(xiàng)目中,環(huán)保節(jié)能設(shè)施累計(jì)投資達(dá)8.8億元。噸鋼排放煙粉塵、噸鋼排放二氧化硫等控制水平和節(jié)能減排指標(biāo)均達(dá)到國(guó)內(nèi)領(lǐng)先。公司全面實(shí)行了專業(yè)化生產(chǎn)和社會(huì)化協(xié)作,體現(xiàn)集成、集合、信息共享、業(yè)務(wù)流程標(biāo)準(zhǔn)化的管理理念,實(shí)現(xiàn)物流、資金流、信息流、商務(wù)流"四流合一"。按照"集中一貫制"管理體制,實(shí)行職能管理與作業(yè)管理相分離,建立扁平化的組織結(jié)構(gòu),打造先進(jìn)的企業(yè)文化。本文通過調(diào)查研究,對(duì)國(guó)內(nèi)外石油煉化企業(yè)發(fā)展現(xiàn)狀、石油市場(chǎng)前景及當(dāng)前國(guó)內(nèi)石油競(jìng)爭(zhēng)面臨的諸多因素進(jìn)行了認(rèn)真分析,并根據(jù)項(xiàng)目進(jìn)度管理理論知識(shí)和系統(tǒng)工程方法論、霍爾三維結(jié)構(gòu)等方面的知識(shí)進(jìn)行了系統(tǒng)研究,剖析了 H公司石油煉化二期建設(shè)項(xiàng)目在建設(shè)過程中存在的有關(guān)進(jìn)度的難點(diǎn)問題。通過運(yùn)用現(xiàn)代項(xiàng)目進(jìn)度管理理論和霍爾三維方法中三個(gè)維度對(duì)H公司石油煉化二期建設(shè)項(xiàng)目采取的一系列進(jìn)度控制措施進(jìn)行了分析研究,提出了進(jìn)一步完善的進(jìn)度管理方法,通過在實(shí)際建設(shè)中緊抓事前、事中和事后進(jìn)度控制,最后實(shí)現(xiàn)了理論進(jìn)度的提前,達(dá)到了項(xiàng)目目標(biāo)。二期建設(shè)項(xiàng)目的提前投入使用,為公司生產(chǎn)優(yōu)化和節(jié)能降耗系統(tǒng)的建設(shè)奠定了堅(jiān)實(shí)的基礎(chǔ),對(duì)推進(jìn)公司整體降成本目標(biāo)的實(shí)現(xiàn)具有十分重要的意義。進(jìn)度管理的成功應(yīng)用,為今后投資項(xiàng)目具有很好的借鑒意義,對(duì)大型國(guó)有企業(yè)進(jìn)行大規(guī)模建設(shè)中如何抓好進(jìn)度管理也起到了很好的示范作用。
[Abstract]:Petroleum refining and chemical industry is an important energy industry in national economy, which accounts for a rapid increase in the proportion of primary energy consumption and production in China and is basically stable at a certain level. China's oil refining industry has made great progress, especially the rapid development in recent years. During the 12th Five-Year Plan period, China's oil supply increased at an average annual rate of 1.06%. Now it has leapt into the ranks of the world's major refining and chemical countries, accounting for 12.4% of the world's refining capacity, ranking the second in the world. But with the rapid economic growth of our country, the restriction of resource and energy consumption appears obviously, the contradiction of energy supply and demand is increasingly prominent, the characteristics of high pollution and high energy consumption also make the petroleum refining and chemical industry bear certain pressure in pollution prevention and emission reduction, energy saving and consumption reduction and so on. There is no doubt that the petroleum refining and chemical industry is a high-consumption, high-pollution, and six energy-consuming industries. The effect of energy saving and emission reduction in refining and chemical industry is related to the whole society. According to the goal of "circular economy, energy saving and environmental protection, clean and efficient", H company tries to study and practice the scientific development view. In the project that has already built, environmental protection energy-saving facility accumulative total investment amounts to 880 million yuan. The control level, energy saving and emission reduction targets of smoke dust and sulfur dioxide emitted from tons of steel have reached the leading position in China. The company has fully implemented specialized production and socialized cooperation, embodying the management concept of integration, collection, information sharing, business process standardization, and realizing the integration of logistics, capital flow, information flow and business flow. According to the "centralized and consistent" management system, the separation of function management and operation management, the establishment of flat organizational structure, and the creation of advanced corporate culture. Through investigation and research, this paper makes a careful analysis of the present situation of oil refining and chemical enterprises at home and abroad, the prospect of oil market and many factors facing the domestic oil competition, and according to the theory knowledge of project schedule management and the methodology of system engineering, The knowledge of Hall's three-dimensional structure is systematically studied, and the difficult problems in the construction process of the second phase construction project of H Company are analyzed. By using the modern project schedule management theory and three dimensions of Hall's three-dimensional method, this paper analyzes and studies a series of progress control measures taken by H Company in the second phase of petroleum refining and chemical construction project, and puts forward a further perfect schedule management method. In the actual construction, the theory progress is advanced and the project goal is achieved by controlling the progress in advance, in the middle of the matter and after the event. The early application of the second phase construction project has laid a solid foundation for the construction of the production optimization and energy saving and consumption reduction system of the company, and is of great significance to the realization of the overall cost reduction goal of the company. The successful application of schedule management has a good reference significance for future investment projects, and it also plays a good role in demonstrating how to do a good job of schedule management in large-scale construction of large state-owned enterprises.
