【摘要】：近年來,我國中東部地區(qū)多個(gè)城市出現(xiàn)了霧霾天氣。尤其是京津冀地區(qū),再度成為霧霾的重災(zāi)區(qū)。霧霾天氣的頻繁發(fā)生,不僅是京津冀地區(qū)空氣質(zhì)量持續(xù)惡化的標(biāo)志,更是我國京津冀地區(qū)空氣污染問題突出的重要警示。我國京津冀地區(qū)的環(huán)境現(xiàn)狀與生態(tài)文明和環(huán)境友好型社會(huì)的建成還存著著很大的差距。基于此,本論文重點(diǎn)對京津冀地區(qū)霧霾的治理問題進(jìn)行研究。通過對京津冀地區(qū)霧霾合作治理問題研究,從而發(fā)現(xiàn)目前所存在的問題并提出改善的對策,力求能使京津冀地區(qū)的大氣污染問題得到有效治理,使京津冀地區(qū)空氣質(zhì)量得到改善就是本文的研究目的所在。在本論文中主要使用到的研究方法為文獻(xiàn)分析法以及對比分析法。為了對本論文相關(guān)的研究成果和主要觀點(diǎn)有較全面的了解,筆者查閱了大量的國內(nèi)外有關(guān)的文獻(xiàn)資料,進(jìn)行分類整理,對我國京津冀地區(qū)霧霾治理問題的基本知識體系有了一個(gè)整體化認(rèn)知,并在此基礎(chǔ)上確定本論文的基本研究框架,然后對文獻(xiàn)進(jìn)行整理分析。除此之外,還分析比較了國內(nèi)外霧霾的防治措施、制度規(guī)定、實(shí)踐方法和學(xué)術(shù)理論,按照一定的標(biāo)準(zhǔn)和目標(biāo),分析出它們的相異點(diǎn)與共同點(diǎn)�？偨Y(jié)其經(jīng)驗(yàn)教訓(xùn),并根據(jù)我國國情,取其所長,避其所短,爭取早日治理好霧霾問題。雖然關(guān)于治理霧霾的經(jīng)驗(yàn)以及研究在學(xué)術(shù)界已有相當(dāng)一部分成果,但是針對京津冀地區(qū)的霧霾治理問題的研究還比較少。在本論文中,針對京津冀霧霾合作治理問題,提出了一些創(chuàng)新性的結(jié)論。首先,本論文系統(tǒng)的對京津冀霧霾合作治理所存在的問題、原因以及策略進(jìn)行了分析;第二,本論文將國內(nèi)過去霧霾治理的實(shí)踐情況進(jìn)行了系統(tǒng)的整合以及分析,將上海世博會(huì)與長三角區(qū)域大氣污染聯(lián)防聯(lián)控、廣州亞運(yùn)會(huì)與珠三角區(qū)域大氣污染聯(lián)防聯(lián)控的經(jīng)驗(yàn)進(jìn)行了整理,這對于京津冀地區(qū)共同治理霧霾問題有著很大的幫助。第三,本論文對京津冀地區(qū)在霧霾合作治理方面的治理進(jìn)展進(jìn)行了分析,并對目前合作治理中所存在的問題進(jìn)行了分析。既看到了其中的優(yōu)勢也看到了其中的不足,為治理霧霾措施的進(jìn)一步完善提供了理論支持。
[Abstract]:In recent years, haze weather has appeared in many cities in central and eastern China. In particular, the Beijing-Tianjin-Hebei region, once again become the worst-hit haze. The frequent occurrence of haze weather is not only a sign of continuous deterioration of air quality in Beijing-Tianjin-Hebei area, but also an important warning to air pollution problem in Beijing-Tianjin-Hebei area. There is still a big gap between the present environmental situation of Beijing, Tianjin and Hebei and the establishment of ecological civilization and environment-friendly society. Based on this, this paper focuses on the governance of haze in Beijing, Tianjin and Hebei. Based on the study of haze cooperative governance in Beijing-Tianjin-Hebei region, the existing problems are found and the countermeasures are put forward to make the air pollution in Beijing-Tianjin-Hebei area be effectively treated. The purpose of this paper is to improve air quality in Beijing, Tianjin and Hebei. The main research methods used in this paper are literature analysis and comparative analysis. In order to have a comprehensive understanding of the relevant research results and main points of view of this paper, the author has consulted a large number of domestic and foreign relevant literature materials and sorted them out. The basic knowledge system of haze governance in Beijing-Tianjin-Hebei region is integrated, and on this basis, the basic research framework of this paper is determined, and then the literature is analyzed. In addition, the prevention measures, regulations, practice methods and academic theories of haze at home and abroad are analyzed and compared. According to certain standards and objectives, the similarities and differences between them are analyzed. Summing up its experience and lessons, and according to the situation of our country, take its advantages, avoid its short, and strive to manage the problem of haze as soon as possible. Although there have been quite a few achievements in the academic circles about the experience and research on governance of haze, the research on the governance of haze in Beijing-Tianjin-Hebei region is still relatively few. In this paper, some innovative conclusions are put forward for the cooperative governance of Beijing, Tianjin and Hebei haze. First of all, this paper systematically analyzes the problems, causes and strategies of Beijing-Tianjin-Hebei haze cooperative governance. Secondly, this paper systematically integrates and analyzes the practice of haze governance in China. The experience of air pollution joint control in Shanghai World Expo and Yangtze River Delta region, Guangzhou Asian Games and Pearl River Delta area air pollution joint control is collated, which is of great help for the joint management of haze in Beijing-Tianjin-Hebei region. Thirdly, this paper analyzes the progress of haze cooperative governance in Beijing-Tianjin-Hebei region, and analyzes the existing problems in cooperative governance. It not only sees the advantages but also the shortcomings, which provides theoretical support for the further improvement of haze measures.
