【摘要】：“十三五”規(guī)劃重申了節(jié)約資源、保護(hù)環(huán)境的重要性,兩型社會(huì)的建設(shè)表明經(jīng)濟(jì)發(fā)展和生態(tài)環(huán)境建設(shè)統(tǒng)籌兼顧的發(fā)展要求。產(chǎn)業(yè)是經(jīng)濟(jì)發(fā)展的基石,產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化轉(zhuǎn)型極大地推動(dòng)了我國經(jīng)濟(jì)發(fā)展水平的提高。但步入21世紀(jì),發(fā)展速度之后的發(fā)展質(zhì)量問題凸顯。第二產(chǎn)業(yè)中的工業(yè)污染問題、第一產(chǎn)業(yè)中的旱澇災(zāi)害及農(nóng)藥化肥使用量等都會(huì)影響生態(tài)安全的穩(wěn)定。第三產(chǎn)業(yè)的環(huán)境破壞性相對(duì)較小,但其中的運(yùn)輸業(yè)對(duì)生態(tài)安全的威脅也越來越大,汽車尾氣已經(jīng)成為嚴(yán)重霧霾天氣的主要誘因。產(chǎn)業(yè)結(jié)構(gòu)與生態(tài)安全之間存在著緊密相關(guān)性,產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化發(fā)展對(duì)促進(jìn)經(jīng)濟(jì)的可持續(xù)發(fā)展并有效維持生態(tài)安全意義重大。本論文以生態(tài)環(huán)境惡化、經(jīng)濟(jì)可持續(xù)發(fā)展遭遇阻礙、環(huán)境效益與經(jīng)濟(jì)效益并重越發(fā)重要的社會(huì)發(fā)展現(xiàn)狀為研究背景,以提出產(chǎn)業(yè)結(jié)構(gòu)影響下合理的城市生態(tài)安全應(yīng)對(duì)策略為研究目標(biāo)。首先,對(duì)產(chǎn)業(yè)結(jié)構(gòu)、生態(tài)安全及兩者關(guān)系的有關(guān)概念、理論進(jìn)行介紹,并在分析EKC(environmental kuznets curves)假設(shè)檢驗(yàn)對(duì)本文研究內(nèi)容的啟發(fā)性和PSR(Pressure-States-Response,壓力-狀態(tài)-響應(yīng))模型對(duì)本文研究內(nèi)容適用性的基礎(chǔ)上,構(gòu)建產(chǎn)業(yè)結(jié)構(gòu)視角下的城市生態(tài)安全PSR評(píng)價(jià)模型。其次,基于構(gòu)建的PSR模型,利用未確知聚類方法對(duì)我國24個(gè)省GDP排名第2、4位市的生態(tài)安全狀況進(jìn)行聚類分析,得到各樣本對(duì)各類的隸屬度,并分析聚類結(jié)果產(chǎn)生差異的原因。最后,通過對(duì)聚類結(jié)果的分析,有針對(duì)性的提出優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)、提升城市生態(tài)安全質(zhì)量的對(duì)策建議,以期促進(jìn)城市經(jīng)濟(jì)發(fā)展水平的持續(xù)提高和生態(tài)安全的長久穩(wěn)定。
[Abstract]:The 13th Five-Year Plan reaffirmed the importance of saving resources and protecting the environment. The construction of the two types of society shows the development requirements of economic development and ecological environment construction.Industry is the cornerstone of economic development. The optimization and transformation of industrial structure has greatly promoted the improvement of economic development level in China.But enter the 21 st century, the development quality problem after the development speed highlights.The problem of industrial pollution in the secondary industry, the drought and flood disaster in the primary industry and the use of pesticides and fertilizers will affect the stability of ecological security.The environmental damage of the tertiary industry is relatively small, but the transportation industry is threatening the ecological security more and more, and the automobile exhaust has become the main cause of severe haze weather.There is a close correlation between industrial structure and ecological security. The optimization and development of industrial structure is of great significance to promote the sustainable development of economy and to maintain ecological security effectively.In this paper, the background of this thesis is the social development situation, where the ecological environment deteriorates, the economic sustainable development encounters obstacles, and the environmental benefits and economic benefits become more and more important.The aim of this paper is to put forward a reasonable strategy of urban ecological security under the influence of industrial structure.First of all, the concept and theory of industrial structure, ecological security and their relationship are introduced.Based on the analysis of the enlightenment of EKC(environmental kuznets curves hypothesis test and the applicability of PSR-Pressure-States-Response model to the content of this paper, a PSR evaluation model of urban ecological security is constructed from the perspective of industrial structure.Secondly, based on the constructed PSR model, unascertained clustering method is used to analyze the ecological security status of the 2nd and 4th cities in the second place of GDP ranking in 24 provinces of China, and the membership degree of each sample is obtained, and the reasons for the difference of the clustering results are analyzed.Finally, through the analysis of the clustering results, the paper puts forward the countermeasures and suggestions to optimize the industrial structure and improve the quality of urban ecological security, in order to promote the sustainable improvement of the level of urban economic development and the long-term stability of ecological security.
