環(huán)境規(guī)制對污染密集型產(chǎn)業(yè)轉(zhuǎn)移的影響

【摘要】:改革開放以來,中國經(jīng)濟(jì)實(shí)現(xiàn)了持續(xù)快速的增長,同時也帶來了嚴(yán)峻的生態(tài)環(huán)境問題。在經(jīng)濟(jì)新常態(tài)和供給側(cè)結(jié)構(gòu)性改革的背景下,加強(qiáng)環(huán)境規(guī)制以減小生態(tài)環(huán)境破壞對經(jīng)濟(jì)社會發(fā)展的制約,是中國正在推進(jìn)的一項重大政策。然而,加強(qiáng)環(huán)境規(guī)制勢必會增加企業(yè)的生產(chǎn)經(jīng)營成本,影響企業(yè)的區(qū)位布局,并進(jìn)而對產(chǎn)業(yè)的區(qū)際轉(zhuǎn)移產(chǎn)生作用。因此,研究環(huán)境規(guī)制與產(chǎn)業(yè)轉(zhuǎn)移之間的關(guān)系,有助于更加深入的了解區(qū)域產(chǎn)業(yè)轉(zhuǎn)移的形成機(jī)制,對實(shí)現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級和經(jīng)濟(jì)社會可持續(xù)發(fā)展具有重要意義。本文首先將環(huán)境規(guī)制劃分為正式環(huán)境規(guī)制與非正式環(huán)境規(guī)制;然后在對相關(guān)研究文獻(xiàn)進(jìn)行梳理的基礎(chǔ)上,對環(huán)境規(guī)制影響污染密集型產(chǎn)業(yè)轉(zhuǎn)移的理論依據(jù)和作用機(jī)制進(jìn)行了定性分析;接著,對中國環(huán)境規(guī)制與污染密集型產(chǎn)業(yè)轉(zhuǎn)移現(xiàn)狀進(jìn)行了資料分析,同時選取2003-2014年中國31個省份的面板數(shù)據(jù)進(jìn)行了實(shí)證研究,并運(yùn)用門檻回歸模型研究了環(huán)境規(guī)制影響產(chǎn)業(yè)轉(zhuǎn)移的門檻特征;最后提出了相關(guān)政策建議。本文研究結(jié)果表明,區(qū)域間環(huán)境規(guī)制差異已成為推動污染密集型產(chǎn)業(yè)區(qū)際轉(zhuǎn)移的重要因素。在正式和非正式兩種規(guī)制的影響當(dāng)中,正式環(huán)境規(guī)制對污染密集型產(chǎn)業(yè)的區(qū)際轉(zhuǎn)移具有顯著的推動作用,正式環(huán)境規(guī)制強(qiáng)度的提高會增加企業(yè)的生產(chǎn)成本,當(dāng)因環(huán)境規(guī)制提高帶來的成本高于企業(yè)遷移的成本時,企業(yè)將選擇遷移到環(huán)境規(guī)制弱的地區(qū),從而規(guī)避環(huán)境成本。非正式環(huán)境規(guī)制整體上也推動了污染密集型產(chǎn)業(yè)的區(qū)際轉(zhuǎn)移,它可以看作是企業(yè)的隱性成本,比如形象受損、信譽(yù)下降以及談判、協(xié)商的成本等,因此企業(yè)更偏好于從非正式環(huán)境規(guī)制較強(qiáng)的地區(qū)轉(zhuǎn)移到非正式環(huán)境規(guī)制較弱的地區(qū)。此外,基于中國政治、經(jīng)濟(jì)現(xiàn)狀,運(yùn)用面板門檻方法研究了正式環(huán)境規(guī)制對污染密集型產(chǎn)業(yè)轉(zhuǎn)移影響的結(jié)構(gòu)性變化。實(shí)證研究發(fā)現(xiàn),正式環(huán)境規(guī)制對污染產(chǎn)業(yè)轉(zhuǎn)移的影響并不是一成不變的,相反會隨著正式環(huán)境規(guī)制實(shí)施進(jìn)程而發(fā)生變化。在正式環(huán)境規(guī)制實(shí)施初期,其對污染產(chǎn)業(yè)區(qū)際轉(zhuǎn)移的推動作用較大;在實(shí)施到一定階段后,隨著當(dāng)?shù)匚廴井a(chǎn)業(yè)市場結(jié)構(gòu)的重組變化和企業(yè)技術(shù)創(chuàng)新策略的推進(jìn),其對污染產(chǎn)業(yè)區(qū)際轉(zhuǎn)移的邊際推動作用變小,最終結(jié)果可能促進(jìn)當(dāng)?shù)匚廴井a(chǎn)業(yè)轉(zhuǎn)型升級和生產(chǎn)技術(shù)進(jìn)步。
[Abstract]:Since the reform and opening up, China's economy has achieved sustained and rapid growth, but also brought serious ecological problems.Under the background of economic new normal and supply-side structural reform, it is an important policy that China is promoting to strengthen environmental regulation to reduce the restriction of ecological environment damage on economic and social development.However, strengthening environmental regulation will inevitably increase the cost of production and operation of enterprises, affect the location of enterprises, and then affect the inter-regional transfer of industries.Therefore, the study of the relationship between environmental regulation and industrial transfer is conducive to a deeper understanding of the formation mechanism of regional industrial transfer, and it is of great significance to realize the optimization and upgrading of industrial structure and the sustainable development of economy and society.In this paper, environmental regulation is divided into formal environmental regulation and informal environmental regulation.The theoretical basis and mechanism of environmental regulation affecting the transfer of pollution-intensive industries are analyzed qualitatively, and then, the current situation of environmental regulation and the transfer of pollution-intensive industries in China is analyzed.At the same time, the panel data of 31 provinces in China from 2003 to 2014 are selected for empirical research, and the threshold characteristics of environmental regulation affecting industrial transfer are studied by using threshold regression model. Finally, the relevant policy recommendations are put forward.The results show that the difference of regional environmental regulation has become an important factor to promote the inter-regional transfer of pollution-intensive industries.In both formal and informal regulation, formal environmental regulation plays a significant role in promoting the interregional transfer of pollution-intensive industries, and the increase of formal environmental regulation intensity will increase the production costs of enterprises.When the cost caused by the improvement of environmental regulation is higher than the cost of enterprise migration, the enterprise will choose to migrate to the region where environmental regulation is weak, so as to avoid the environmental cost.Informal environmental regulation also promotes the interregional transfer of pollution-intensive industries as a whole. It can be seen as the hidden costs of enterprises, such as damaged image, declining reputation, negotiation, negotiation costs, etc.Therefore, enterprises prefer to shift from regions with strong informal environmental regulations to areas with weak informal environmental regulations.In addition, based on the current political and economic situation in China, the structural changes of the impact of formal environmental regulation on the transfer of pollution-intensive industries are studied by using the panel threshold method.Empirical study shows that the impact of formal environmental regulation on the transfer of pollution industry is not static, on the contrary, it will change with the implementation process of formal environmental regulation.In the initial stage of formal environmental regulation, it can promote the inter-regional transfer of pollution industry, and at a certain stage, with the restructuring of local pollution industry market structure and the promotion of enterprise technology innovation strategy,The marginal impelling effect on the inter-regional transfer of pollution industry becomes smaller, and the final result may promote the transformation and upgrading of local pollution industry and the progress of production technology.
