【摘要】：對(duì)標(biāo)管理是市場(chǎng)經(jīng)濟(jì)發(fā)展的產(chǎn)物,是企業(yè)擺脫傳統(tǒng)封閉式管理方法的有效工具。對(duì)標(biāo)管理作為當(dāng)代一種先進(jìn)的管理辦法被企業(yè)廣泛使用,它不僅能使企業(yè)充分學(xué)習(xí)和借鑒國(guó)內(nèi)外先進(jìn)行業(yè)的管理理念和經(jīng)驗(yàn),促進(jìn)企業(yè)科學(xué)建立內(nèi)部管理良性循環(huán)機(jī)制,更有助于持續(xù)推動(dòng)企業(yè)管理水平的提升和經(jīng)營(yíng)指標(biāo)的改進(jìn),不斷提高企業(yè)經(jīng)濟(jì)效益。本文以中國(guó)石油天然氣集團(tuán)公司全面開展對(duì)標(biāo)管理為背景,以組建的礦區(qū)服務(wù)業(yè)務(wù)板塊企業(yè)—CQ油田礦區(qū)事業(yè)部為研究對(duì)象,針對(duì)該企業(yè)存在的能源、原材料、人工費(fèi)等剛性成本的持續(xù)增長(zhǎng),集團(tuán)補(bǔ)貼及駐礦單位分擔(dān)額不增反降,致使礦區(qū)費(fèi)用自行消化的壓力越來越大的實(shí)際經(jīng)營(yíng)問題展開研究。倡導(dǎo)低成本戰(zhàn)略,將經(jīng)營(yíng)指標(biāo)和礦區(qū)物業(yè)服務(wù)管理理論應(yīng)用于企業(yè)的分析環(huán)節(jié)中,構(gòu)建經(jīng)營(yíng)指標(biāo)對(duì)標(biāo)體系,做到以對(duì)標(biāo)促達(dá)標(biāo),以對(duì)標(biāo)促管理,以對(duì)標(biāo)創(chuàng)效益。本文依據(jù)對(duì)標(biāo)管理的‘內(nèi)部對(duì)標(biāo)’、‘行業(yè)或功能對(duì)標(biāo)’的方法和實(shí)施步驟,結(jié)合CQ油田礦區(qū)事業(yè)部的業(yè)務(wù)特征、特點(diǎn)以及經(jīng)營(yíng)狀況,構(gòu)建了對(duì)經(jīng)營(yíng)結(jié)果有重大影響的經(jīng)營(yíng)指標(biāo),進(jìn)而建立經(jīng)營(yíng)指標(biāo)對(duì)標(biāo)體系,明確指標(biāo)測(cè)算方法和評(píng)價(jià)方法,以及對(duì)標(biāo)工作開展方法。并且通過該企業(yè)近兩年的實(shí)證分析,找出自身的差距和不足,以期為企業(yè)提升行業(yè)競(jìng)爭(zhēng)力提供有效的管理方法。本文的價(jià)值在于通過對(duì)CQ油田礦區(qū)服務(wù)業(yè)務(wù)全過程的提煉,構(gòu)建了CQ油田礦區(qū)事業(yè)部經(jīng)營(yíng)指標(biāo)對(duì)標(biāo)體系,并且采取定量和定性相結(jié)合的方法進(jìn)行了分析,應(yīng)用結(jié)果表明體系的建立科學(xué)完善,對(duì)企業(yè)在管理中提質(zhì)增效起到了促進(jìn)作用,并且在集團(tuán)公司所轄的礦區(qū)業(yè)務(wù)板塊層面開創(chuàng)了先例,具有現(xiàn)實(shí)指導(dǎo)意義。
[Abstract]:Standard management is the product of the development of market economy and an effective tool for enterprises to get rid of the traditional closed management methods. As an advanced management method, the standard management is widely used by enterprises. It can not only make enterprises fully learn and learn from the management concepts and experiences of advanced industries at home and abroad, but also promote the establishment of a sound circle mechanism of internal management. It will help to continuously promote the improvement of enterprise management level and management index, and improve the economic benefits of enterprises. This paper takes China National Petroleum Corporation as the background to carry out the standard management in an all-round way. Taking the mining area division of CQ oilfield as the research object, aiming at the continuous growth of rigid cost such as energy, raw materials, labor cost and so on. The group subsidy and the share of the unit in the mine will decrease instead of increasing, which will lead to the study of the increasing pressure of self-absorption of the cost of the mining area and the research on the actual operation problem and advocate the low cost strategy. The management index and property service management theory of mining area are applied to the analysis of enterprises, and the management index system is constructed to achieve the standard by the standard, and to promote the management by the standard. According to the methods and implementation steps of the industry or function of the standard management, this paper combines the business characteristics, characteristics and management situation of the CQ oilfield mining area business department. The management index which has great influence on the operation result is constructed, and then the management index system is set up, and the measuring method and the evaluation method of the index are made clear. As well as the standard work to carry out the method. And through the enterprise in the past two years of empirical analysis to find out their own gaps and deficiencies. In order to provide an effective management method for enterprises to enhance the competitiveness of the industry. The value of this paper lies in the whole process of CQ oilfield mining area service business refining, and build CQ oilfield mining area business management index calibration system. And the combination of quantitative and qualitative analysis, the application results show that the establishment of the system is scientific and perfect, in the management of enterprises to improve quality and efficiency has played a role in promoting. And in the group under the jurisdiction of the mining business plate level has set a precedent, with practical significance.
