江蘇省流域生態(tài)補(bǔ)償模式與改進(jìn)對(duì)策研究

【摘要】:在江蘇省經(jīng)濟(jì)迅速發(fā)展的同時(shí),環(huán)境資源消耗快速加劇,跨行政區(qū)域的水污染事件時(shí)有發(fā)生。單純運(yùn)用法律或行政手段已不能完全解決環(huán)境資源的外部性問(wèn)題,流域生態(tài)補(bǔ)償機(jī)制成為改善水環(huán)境的新途徑之一。本文回顧了江蘇省流域生態(tài)補(bǔ)償工作的三個(gè)階段歷程;總結(jié)了江蘇省流域生態(tài)補(bǔ)償模式的實(shí)施效果與經(jīng)驗(yàn);提出其存在補(bǔ)償形式較為單一、補(bǔ)償標(biāo)準(zhǔn)難以確定且偏低、橫向生態(tài)補(bǔ)償阻力大、補(bǔ)償資金使用效益受限、補(bǔ)償監(jiān)測(cè)成本較高、部門(mén)參與不足、公眾參與不足等問(wèn)題;并分析其成因主要在于相關(guān)法律法規(guī)不健全、相關(guān)標(biāo)準(zhǔn)體系不健全、市場(chǎng)機(jī)制不成熟、政府績(jī)效考核模式單一、財(cái)政轉(zhuǎn)移支付制度與財(cái)政資金管理制度不完善、流域生態(tài)補(bǔ)償保障體系不健全、缺乏公眾參與渠道等。通過(guò)對(duì)比借鑒我國(guó)其他省份與其他國(guó)家典型流域生態(tài)補(bǔ)償模式經(jīng)驗(yàn),提出完善流域生態(tài)補(bǔ)償政策體系和框架體系、有效籌集管理流域生態(tài)補(bǔ)償資金、建設(shè)流域生態(tài)補(bǔ)償機(jī)制保障體系等改良江蘇省模式的對(duì)策建議,也為其他地區(qū)尤其是水網(wǎng)密布且經(jīng)濟(jì)發(fā)展差異較大地區(qū)開(kāi)展流域生態(tài)補(bǔ)償工作提供示范參考。
[Abstract]:In Jiangsu Province, the rapid development of economy, environment and resources consumption is rising fast, cross regional water pollution incidents have occurred. The externality problem simply by legal or administrative means can not completely solve the environmental resources, ecological compensation mechanism has become one of the new ways to improve the water environment. This paper reviews the three stages of ecological the compensation basin in Jiangsu province work; summarizes the implementation effect of ecological compensation mode in Jiangsu province basin and experience; puts forward the existing compensation form is single, and it is difficult to determine the standard of compensation is low, the horizontal ecological compensation resistance, compensation for the use of funds Limited benefits, compensation monitoring departments involved in the high cost, shortage, inadequate public participation; and analysis the main reason lies in the relevant laws and regulations are not perfect, the relevant standard system is not perfect, the market mechanism is not mature, the government performance appraisal pattern, The financial transfer payment system and the financial management system is not perfect, the ecological compensation system basin is not perfect, lack of public participation channels. By comparing the reference model of ecological compensation for other provinces in China and other countries in a typical basin experience, put forward to perfect the ecological compensation system and policy framework, effectively raising the ecological compensation funds management of the river basin, countermeasures and suggestions the construction of ecological compensation mechanism in Jiangsu province improved security system model, but also for other areas especially to provide demonstration reference to carry out ecological compensation work of water network and the economic development in different regions.
