【摘要】：隨著我國城市化水平的提升,越來越多的人涌入城市。城市人口的猛增,給城市經(jīng)濟(jì)帶來發(fā)展的同時(shí),也帶來了城市生活垃圾的日益增長。當(dāng)前,國內(nèi)各大城市都面臨著“垃圾圍城”的困境,解決城市生活垃圾治理的問題刻不容緩。深圳作為一個(gè)經(jīng)濟(jì)發(fā)達(dá)的大城市,生活垃圾治理問題由來已久,在原有的治理方式未能解決垃圾治理問題的基礎(chǔ)上,需要一種全新的生活垃圾治理方式來解決當(dāng)前深圳生活垃圾治理的困境。本文以多中心治理理論和可持續(xù)發(fā)展理論為文章的理論基礎(chǔ),以文獻(xiàn)研究法和實(shí)地調(diào)研法為分析方法,在分析了當(dāng)前深圳生活垃圾治理的基本情況以及深圳生活垃圾治理的幾次嘗試后,結(jié)合對深圳市試點(diǎn)小區(qū)A小區(qū)和非試點(diǎn)小區(qū)B小區(qū)的實(shí)地調(diào)查。在心治理理論和可持續(xù)發(fā)展理論的指導(dǎo)下,從源頭減量、垃圾分類、治理效率三個(gè)方面分析當(dāng)前深圳生活垃圾治理面臨的困境,發(fā)現(xiàn)深圳生活垃圾治理在存在源頭減量困難重重、垃圾分類缺乏動力、垃圾治理效率較低的問題。根據(jù)深圳市當(dāng)前生活垃圾治理存在的問題,借鑒日本精細(xì)化垃圾分類、臺北垃圾不落地、德國生活垃圾管理模式的成功經(jīng)驗(yàn),以多中心治理理論、可持續(xù)發(fā)展理論為指導(dǎo),試圖構(gòu)建深圳生活垃圾治理的理想模式,并針對深圳市生當(dāng)前生活垃圾治理面臨的困境給出了完善建議,通過發(fā)揮政府、企業(yè)、居民、社會組織等主體的作用,最終實(shí)現(xiàn)深圳生活垃圾治理的源頭減量、垃圾分類、回收、循環(huán)利用。
[Abstract]:With the development of urbanization in China, more and more people pour into cities. The rapid increase of urban population brings the development of urban economy, but also brings the increasing growth of municipal domestic waste. All the major cities in China are facing the dilemma of "garbage besieging", so it is urgent to solve the problem of municipal solid waste treatment. Shenzhen, as a large city with developed economy, has a long history of disposal of domestic garbage. On the basis of the original management method can not solve the problem of garbage treatment. Need a new treatment of domestic waste to solve the current plight of municipal solid waste treatment in Shenzhen. This paper based on the theory of polycentric governance and sustainable development theory as the theoretical basis. Taking the literature research method and the field investigation method as the analysis method, this paper analyzes the basic situation of the current treatment of domestic waste in Shenzhen and several attempts of the treatment of the municipal solid waste in Shenzhen. Combined with the field investigation of A district and B district of Shenzhen pilot area. Under the guidance of the theory of governance and sustainable development, the source reduction, garbage classification. Three aspects of governance efficiency analysis of the current Shenzhen municipal solid waste management difficulties, found that Shenzhen domestic waste management in the source reduction difficulties, garbage classification lack of motivation. According to the existing problems of municipal solid waste management in Shenzhen, the successful experience of Japanese municipal solid waste classification, Taipei garbage not falling to the ground, and German domestic waste management mode is used for reference. Under the guidance of polycentric governance theory and sustainable development theory, this paper attempts to construct the ideal mode of municipal solid waste treatment in Shenzhen, and gives some suggestions for the improvement of the current domestic waste treatment in Shenzhen. By giving full play to the role of the government, enterprises, residents, social organizations and other main bodies, the final realization of municipal solid waste management in Shenzhen is the source reduction, garbage classification, recycling, recycling.
