【摘要】：近年來(lái),由危險(xiǎn)化學(xué)品引發(fā)的社會(huì)事件時(shí)有發(fā)生,極大地影響了社會(huì)的安定。天津?yàn)I海新區(qū)危險(xiǎn)品爆炸事故、漳州古雷事件等,這些事件的出現(xiàn),對(duì)社會(huì)造成了巨大的影響,同時(shí)也充分暴露了我國(guó)危險(xiǎn)化學(xué)品安全生產(chǎn)監(jiān)管的薄弱點(diǎn)。加強(qiáng)危險(xiǎn)化學(xué)品的安全生產(chǎn)監(jiān)管,減少危險(xiǎn)化學(xué)品對(duì)社會(huì)造成的危害,是我國(guó)需要關(guān)注的重點(diǎn),也是本文的研究重點(diǎn)。危險(xiǎn)化學(xué)品安全生產(chǎn)不只是關(guān)系到企業(yè)的正常生產(chǎn)經(jīng)營(yíng)活動(dòng),而且還關(guān)系到社會(huì)的安定,一旦危險(xiǎn)化學(xué)品安全生產(chǎn)事故發(fā)生,將會(huì)造成極其嚴(yán)重的社會(huì)危害。在對(duì)危險(xiǎn)化學(xué)品安全生產(chǎn)進(jìn)行監(jiān)管方面,盡管政府部門采取了相應(yīng)的措施,并取得了一定的成效,但是其中存在的問(wèn)題也非常突出,尤其是危險(xiǎn)化學(xué)品安全生產(chǎn)事故的發(fā)生,突出地反映了危險(xiǎn)化學(xué)品安全生產(chǎn)監(jiān)管的嚴(yán)峻性和必要性。本文對(duì)以漳州古雷事件作為案例,在介紹了危險(xiǎn)化學(xué)品安全生產(chǎn)監(jiān)管相關(guān)理論之后,重點(diǎn)分析福建省危險(xiǎn)化學(xué)品安全生產(chǎn)監(jiān)管存在的問(wèn)題,并提出解決對(duì)策,這樣這樣不僅能夠?yàn)楦＝ㄊ〖訌?qiáng)危險(xiǎn)化學(xué)品安全生產(chǎn)監(jiān)管提供可操作性的具體方法,而且也可以為我國(guó)今后的危險(xiǎn)化學(xué)品安全生產(chǎn)監(jiān)管提供方法借鑒。
[Abstract]:In recent years, the occurrence of social events caused by dangerous chemicals has greatly affected the stability of the society. Tianjin Binhai New Area, Zhangzhou Gure explosion dangerous goods accident events, these events, caused a huge impact on society, but also fully exposed China's hazardous chemicals production safety supervision of the weak point. Strengthening the safety production supervision of hazardous chemicals and reducing the harm to society caused by dangerous chemicals are the key points that our country needs to pay attention to. The safe production of dangerous chemicals is not only related to the normal production and operation activities of enterprises, but also to the stability of society. Once hazardous chemical safety accidents happen, it will cause extremely serious social harm. In the aspect of hazardous chemicals production safety supervision, although the government has taken corresponding measures, and achieved certain results, but the problems are very prominent, especially the production safety accidents of dangerous chemicals, reflects the hazardous chemicals production safety supervision and the necessity of serious. This paper takes Zhangzhou Gure as the case, after the supervision of dangerous chemical safety related theory is introduced, focusing on analysis of existing production safety supervision of hazardous chemicals in Fujian Province, and puts forward the countermeasures, so this can not only provide specific operational methods for Fujian province to strengthen production safety supervision of hazardous chemicals, but also can be used for reference for the future of China's hazardous chemicals production safety supervision method.
