【摘要】：國(guó)家連續(xù)提出了有關(guān)取消玉米臨儲(chǔ)收購(gòu)政策、鐮刀灣地區(qū)調(diào)減非優(yōu)勢(shì)產(chǎn)區(qū)玉米種植積、實(shí)施玉米供給側(cè)改革等多項(xiàng)玉米種植整改政策,玉米作為內(nèi)蒙古自治區(qū)的主要農(nóng)作物,是農(nóng)民的主要農(nóng)業(yè)收入來(lái)源,面對(duì)各項(xiàng)政策的實(shí)施、環(huán)境資源的壓力、農(nóng)業(yè)生產(chǎn)成本的上升,農(nóng)民已不能依靠粗放的生產(chǎn)經(jīng)營(yíng)模式獲得更高的種植收益,此時(shí)研究其玉米生產(chǎn)效率的意義顯得尤為突顯。為此,本文立足于內(nèi)蒙古自治區(qū)玉米生產(chǎn)實(shí)際情況,以2009-2015年內(nèi)蒙古自治區(qū)14個(gè)旗縣(區(qū))的玉米生產(chǎn)成本收益資料為代表,采用DEA方法從綜合技術(shù)效率、純技術(shù)效率、規(guī)模效率三個(gè)方面對(duì)內(nèi)蒙古自治區(qū)玉米生產(chǎn)效率進(jìn)行分析,結(jié)果表明,內(nèi)蒙古自治區(qū)整體綜合效率未達(dá)到有效,14個(gè)旗縣區(qū)中寧城縣、科爾沁區(qū)、達(dá)拉特旗、阿榮旗、科爾沁右前旗、五原縣、阿拉善左旗的綜合效率是有效的;通過(guò)DEA-Tobit分析影響玉米生產(chǎn)效率的因素,結(jié)果表明,化肥費(fèi)和每50公斤玉米出售價(jià)格是主要影響因素。據(jù)此,結(jié)合內(nèi)蒙古自治區(qū)玉米生產(chǎn)的非DEA有效冗余值,對(duì)內(nèi)蒙古自治區(qū)提高玉米生產(chǎn)效率提出了建議。
[Abstract]:The state has continuously put forward a number of corn planting rectification and reform policies, such as abolishing the policy of temporary storage and acquisition of corn, adjusting and reducing corn production in non-dominant producing areas, implementing corn supply-side reform, and so on. Corn is the main crop in Inner Mongolia Autonomous region. It is the main source of farmers' agricultural income. In the face of the implementation of various policies, the pressure of environmental resources and the rise of agricultural production costs, farmers can no longer rely on extensive production and management models to obtain higher planting income. Therefore, based on the actual situation of maize production in Inner Mongolia Autonomous region, this paper takes the data of maize production cost and income from 14 flag counties (districts) of Inner Mongolia Autonomous region from 2009-2015 as a representative. The corn production efficiency of Inner Mongolia Autonomous region was analyzed by DEA method from three aspects of comprehensive technical efficiency, pure technical efficiency and scale efficiency. The results showed that the overall comprehensive efficiency of Inner Mongolia Autonomous region was not effective. The comprehensive efficiency of Corqin District, Darat Banner, Arong Banner, Horqin right Front Banner, Wuyuan County and Alashan Zuo Banner is effective. The cost of chemical fertilizer and the selling price of corn per 50kg were the main influencing factors. According to the non-#en0# effective redundancy value of corn production in Inner Mongolia Autonomous region, some suggestions were put forward to improve the maize production efficiency in Inner Mongolia Autonomous region.
