【摘要】：隨著互聯(lián)網(wǎng)技術(shù)的快速發(fā)展,各類犯罪手段更加高科技化,這給社會的公共安全提出了嚴峻的挑戰(zhàn)。為進一步深化公共安全信息體系建設(shè),提高公共安全服務(wù)能力。實現(xiàn)對突發(fā)公共安全事件快速上報、應(yīng)急響應(yīng)及時、信息交流通暢、聯(lián)合指揮高效、信息發(fā)布準確等功能。本文對警用應(yīng)急指揮及預(yù)案管理信息系統(tǒng)進行了研究。系統(tǒng)基于GIS技術(shù),利用SuperMap的GIS平臺進行警用業(yè)務(wù)的開發(fā),以電子地圖數(shù)據(jù)為基礎(chǔ),以公安專用網(wǎng)絡(luò)為依托,利用GIS強大的空間數(shù)據(jù)庫管理功能,實現(xiàn)警力資源、預(yù)案的智能化管理與地圖可視化指揮調(diào)度,有效的、合理的配置警務(wù)資源,并與警力監(jiān)控、視頻監(jiān)控、GPS監(jiān)控系統(tǒng)聯(lián)動配合,實現(xiàn)了警務(wù)部門對突發(fā)事件的快速處理、輔助分析和指揮調(diào)度功能。本文主要的研究內(nèi)容和作者單獨完成的工作主要有以下幾個方面:1.查閱了國內(nèi)外警用地理信息系統(tǒng)發(fā)展現(xiàn)狀的相關(guān)文獻,進行了實地系統(tǒng)需求調(diào)研工作,對數(shù)據(jù)和業(yè)務(wù)流程進行了收集與整理。2.對系統(tǒng)中用到的關(guān)鍵技術(shù),如SuperMap iServer平臺、Dijkstra算法等進行了介紹和分析,依據(jù)需求給出系統(tǒng)平臺架構(gòu)設(shè)計,數(shù)據(jù)庫設(shè)計,接口設(shè)計,以及各個模塊的功能設(shè)計。3.完成和實現(xiàn)了地圖基本操作,地圖可視化的展現(xiàn)出警力視頻車輛監(jiān)控、預(yù)案管理與預(yù)案推演、指揮調(diào)度,以及數(shù)據(jù)統(tǒng)計分析、四色預(yù)警與熱點分析、系統(tǒng)管理功能。4.最后針對系統(tǒng)運行穩(wěn)定性等進行了測試,從功能和性能上都達到了需求。
[Abstract]:With the rapid development of Internet technology, all kinds of crime means more high-tech, which has posed a severe challenge to social public safety. In order to further deepen the construction of public security information system. Improve the ability of public security services. Achieve rapid reporting of public security emergencies, timely emergency response, smooth information exchange, efficient joint command. This paper studies the police emergency command and plan management information system. Based on GIS technology, the system uses GIS platform of SuperMap to develop police service. On the basis of electronic map data, relying on the special network of public security, using the powerful spatial database management function of GIS, the intelligent management of police resources and the map visual command and dispatching are realized, which is effective. Reasonable allocation of police resources, and police surveillance, video surveillance and GPS monitoring system, the police departments to achieve the rapid handling of emergencies. Auxiliary analysis and command and scheduling functions. The main research contents and the work done by the author alone are as follows: 1. The relevant literature on the development status of police GIS is consulted at home and abroad. Carry on the field system requirement research work, collect and organize the data and business process. 2.The key technology used in the system, such as SuperMap iServer platform. The Dijkstra algorithm is introduced and analyzed, and the system platform architecture design, database design and interface design are given according to the requirements. And the functional design of each module. 3. Completed and realized the basic operation of the map, the map visual display of police force video vehicle monitoring, plan management and planning, command and scheduling, as well as statistical analysis of data. Finally, the stability of the system is tested, and the function and performance of the system meet the requirements.
