    前言：資源和環(huán)境是人類賴以生存、繁衍和發(fā)展的基本條件,而資源短缺、環(huán)境污染和生態(tài)失衡等問題從來沒有像今天這樣突出。隨著科技進(jìn)步和社會(huì)發(fā)展,日益嚴(yán)峻的生態(tài)環(huán)境問題不僅成為一個(gè)全球性問題,而且呈現(xiàn)出更大的破壞性、緩慢性、持續(xù)性等新特點(diǎn),成為制約全球經(jīng)濟(jì)社會(huì)發(fā)展的重要因素,對(duì)人類的生存與發(fā)展構(gòu)成了極大的威脅。 生態(tài)環(huán)境問題于20世紀(jì)60年代的環(huán)境運(yùn)動(dòng)中最先引起西方社會(huì)的廣泛關(guān)注。改革開放以來,我國(guó)經(jīng)濟(jì)建設(shè)取得了舉世矚目的成就,然而這些成就的取得是以犧牲巨大的生態(tài)環(huán)境利益為代價(jià)的,現(xiàn)代化建設(shè)進(jìn)程中發(fā)展與人口、資源、環(huán)境的矛盾越來越突出,因此,生態(tài)環(huán)境問題同樣成為我國(guó)社會(huì)亟待解決的一大問題。 本文立足于科技哲學(xué)這一交叉學(xué)科,采取文本研究與現(xiàn)實(shí)研究相結(jié)合、邏輯與歷史相統(tǒng)一的研究方法,在對(duì)生態(tài)環(huán)境問題進(jìn)行歷史梳理的基礎(chǔ)上,分析了當(dāng)前生態(tài)環(huán)境問題的現(xiàn)狀,并從技術(shù)觀角度尋找生態(tài)環(huán)境問題產(chǎn)生的原因,探尋其解決辦法。筆者分析了可持續(xù)發(fā)展觀和科學(xué)發(fā)展觀與生態(tài)技術(shù)觀的關(guān)系,認(rèn)為可持續(xù)發(fā)展觀和科學(xué)發(fā)展觀作為我國(guó)社會(huì)發(fā)展的戰(zhàn)略選擇,為我國(guó)的技術(shù)觀念和技術(shù)實(shí)踐活動(dòng)起到了規(guī)范和導(dǎo)向作用;生態(tài)技術(shù)觀為我國(guó)落實(shí)可持續(xù)發(fā)展觀和科...
