基于DEA模型的長江經(jīng)濟帶環(huán)境治理效率研究
[Abstract]:After Premier Li Keqiang put forward the idea of constructing the Yangtze River Economic Belt on March 5, 2014, the State Council put forward a more explicit development requirement for the economic development of the Yangtze Economic Belt, that is, "Building a Green Energy Industrial Belt along the Yangtze River." The Yangtze River economic belt will be built into a "green development frontier demonstration belt." As one of the active areas of China's overall economic development, the Yangtze River Economic Zone has the characteristics of large amount and fast growth. However, along with the rapid economic development of the Yangtze River economic zone, pollution emissions are also increasing rapidly. In such a severe environment situation, we must pay attention to the economic growth at the same time, we must take into account the environmental pollution, environmental pollution into the evaluation system, the use of environmental control efficiency to measure the level of environmental governance in the Yangtze Economic Zone. Based on the data envelopment analysis, this paper measures the environmental governance efficiency of the Yangtze River economic belt from the static and dynamic perspectives. On the basis of combing the relevant literature, the paper constructs the evaluation system of the efficiency measurement of environmental governance in the Yangtze economic belt. Combined with the panel data of the Yangtze River economic belt from 2005 to 2014, the Super-SBM model is used to analyze the environmental governance efficiency, and the efficiency value is calculated and sorted. The results show that there is no significant correlation between the environmental governance efficiency and the level of economic development. The efficiency of environmental treatment in the eastern developed areas of the lower reaches of the Yangtze River economic belt is on the low side, which is due to the waste and waste of a large number of resources caused by excessive investment in environmental management. The result shows that the average value of dynamic environmental governance efficiency is greater than 1. From the data of various provinces and cities, the technical progress index of Yangtze River economy is generally low. From the impact of environmental governance, technological progress pure technical efficiency scale efficiency. Finally, according to the results of the analysis, the conclusions and policy recommendations are put forward.
