【摘要】：北宋時期,臺諫官雖然以彈劾中央官員為主,但也有彈劾地方官的情況。他們關(guān)注的地方官主要有兩類:一是與中央權(quán)力中心有關(guān)聯(lián)者,一是任職于西北邊地者。從彈文文本看,彈劾的事由涉及道德和吏能兩方面,實則隱藏在背后的深層原因包括抑制權(quán)貴、排擠武臣、打擊異己等面向,最后演變?yōu)榧ち业臋?quán)力斗爭。臺諫官對地方官的彈劾不僅直接影響到被劾官員本人的仕途,而且還或隱或顯地影響到朝廷的政治生態(tài),形成北宋官場的泛道德現(xiàn)象,導(dǎo)致大多數(shù)地方官要么全力經(jīng)營自身的官場人際網(wǎng)絡(luò),要么因循守舊、不思進(jìn)取。
[Abstract]:In the Northern Song Dynasty, although the central officials were mainly impeached, there were also impeachment of local officials. They are concerned about two kinds of local officials: one is related to the central power center, the other is working on the northwest border. From the perspective of the text, impeachment from the two aspects of morality and officials, in fact, hidden behind the deep reasons include restraining the powerful, crowding out military officials, cracking down on dissidents and so on, and finally evolved into a fierce power struggle. The impeachment of the local officials not only directly affected the official career of the impeached officials, but also implicitly or explicitly affected the political ecology of the imperial court, and formed the pan-moral phenomenon of the Northern Song Dynasty officialdom. As a result, most local officials either fully run their own network of officialdom, or conformist.
