【摘要】：清代歲修制度繼承明代潘季馴"修守事宜"的思想并有所發(fā)展�？滴跞吣�(1698),依據(jù)永定河流域的特性,制定了一套完備的歲修制度,包括永定河管理體系及人員的設(shè)置。河道總督存在時(shí),永定河事務(wù)由河道總督專管。直隸河道總督不存在時(shí),永定河事務(wù)皆由直隸總督兼管。河道總督以下設(shè)道、廳、汛三級機(jī)構(gòu)。雍正四年(1726),設(shè)永定河道,分為文武職兩套體系機(jī)構(gòu)。永定河道受直隸總督節(jié)制。這種層層設(shè)員,兵民協(xié)防的河防體系,有力地加強(qiáng)了永定河河道的治理,提升了河道的安全系數(shù)。
[Abstract]:The year-old repair system of Qing Dynasty inherited and developed Pan Jilun's thought of "practicing and guarding matters" in Ming Dynasty. Kangxi 37 (1698), according to the characteristics of the Yongding River Basin, established a complete annual repair system, including the Yongding River management system and personnel setup. When the Governor of the River existed, the Yongding River was under the exclusive control of the Governor of the River. Zhili River Governor does not exist, Yongding River affairs by Zhili Governor concurrently. River Governor under the Road, Hall, flood three levels of institutions. Yongzheng four years (1726), set up Yongding River Road, divided into civil and military service two sets of institutions. Yongding River Road is controlled by the Governor of Zhili. This kind of river prevention system, which consists of soldiers and civil servants, has strengthened the management of the Yongding River and raised the safety factor of the river.
