【摘要】：清朝對(duì)于甘青土司經(jīng)濟(jì)層面的治理是清代甘青土司治理的主要措施之一,大體包括兩方面內(nèi)容:一是從康熙末年開(kāi)始的清查土司、寺院田土,造冊(cè)定賦,始行起科;二是相繼制定了一批監(jiān)督措施,從制度、法律等方面限制、監(jiān)督土司。清朝從經(jīng)濟(jì)層面治理甘青土司,一方面大大消弱了土司的經(jīng)濟(jì)基礎(chǔ),迫使甘青土司難以擁有大量土軍,難以對(duì)土民實(shí)行超經(jīng)濟(jì)的剝削,難以維持對(duì)土民超強(qiáng)的人身依附關(guān)系。土司在經(jīng)受經(jīng)濟(jì)治理后,逐步向平民化轉(zhuǎn)變,部分土司形同虛設(shè),而土民則直接接受?chē)?guó)家治理,打破了國(guó)家—土司—土民的三元政治結(jié)構(gòu)。另一方面,從經(jīng)濟(jì)層面治理甘青土司,也為清朝政府增加了巨額的財(cái)稅收入。
[Abstract]:In Qing Dynasty, it was one of the main measures for the governance of Ganqing Tusi in the Qing Dynasty, which included two aspects: one was to check the Tusi from the end of Kangxi, the temple land and land, to make a book, and to start from the beginning; Second, a number of supervision measures have been formulated, from the system, law and other aspects of restrictions, supervision of toast. On the one hand, the Qing Dynasty managed Ganqing Tusi from the economic level, on the one hand, greatly weakened the economic base of the Tusi, forcing it to have a large number of Turkish troops, to carry out super economic exploitation of the indigenous people, and to maintain a strong personal attachment to the indigenous people. After experiencing economic governance, the toast gradually changed to the civilian, some of which were virtually empty, while the indigenous people directly accepted the governance of the country, which broke the three-way political structure of the state, the Tusi and the indigenous people. On the other hand, managing Gan Qing Tusi from the economic level also increased the tax revenue for the Qing government.
