【摘要】：兩漢時期官吏的人事管理中已經(jīng)形成了較為完整、嚴(yán)格的病假制度。官吏請病假稱為"移病",請假、銷假均有規(guī)定。一般的短期病假并無日數(shù)限制,但需用休息日抵償;長期病假則不可超過三個月,否則即應(yīng)免職。如三月病假期滿而未愈,可以經(jīng)皇帝賜告進(jìn)行續(xù)假。"賜告"由人主好惡所決定,或作為一種福利賜予高級官吏、天子近臣,或賜予具有特殊社會地位、擁有較高社會聲譽(yù)的官吏以體現(xiàn)王朝的褒獎,因此只可看作慣例之一種,而非法令之必然。而就病假賜告的休假地點而言,自成帝時郡國內(nèi)薪俸二千石的高級官吏賜告之后不可歸鄉(xiāng),其他官吏理論上則可"帶印綬,將官屬"以歸,但對于無實權(quán)的冗散官吏而言,實應(yīng)無官屬可將。
