【摘要】：明中后期以來,為緩解日益嚴重財政危機,明政府推行捐納制度。此雖非明朝首創(chuàng),因其易行,且可部分緩解經濟危機,被作為常制而行。因捐納制度在推行過程中,牽涉到銀兩收支及銓選授官等問題,明政府試圖通過嚴格管理和稽查,以防弊端,如濫收、偽冒、貪污等現象。但因捐納制度牽涉面廣,各部門之間利益沖突不斷,尤其是明末戰(zhàn)事頻仍,軍需物資等緊缺,各部互不相讓,統治者雖盡力協調,最終仍難免其弊。
[Abstract]:Since the middle and late Ming Dynasty, in order to alleviate the increasingly serious financial crisis, the Ming government implemented the donation system. This is not the first time in Ming Dynasty, because it is easy, and can partly alleviate the economic crisis, as a regular system. In the course of implementing the donation and acceptance system, the Government tried to prevent malpractice, such as overcharging, counterfeiting, corruption and so on, through strict management and inspection. However, due to the wide scope of donation and acceptance system, the conflicts of interest between the various departments are constant, especially the frequent war in the late Ming Dynasty, the shortage of military supplies and materials, and the mutual intransigence of the various departments. Although the rulers try their best to coordinate, it is inevitable that they will eventually have their disadvantages.
