【摘要】：宋代縣主簿是縣級政府中的重要官職。早在東漢時(shí),在縣內(nèi)就設(shè)有主簿一職。直到隋唐時(shí)期,形成了丞、簿、尉的縣佐官制度,縣主簿成為縣佐官中重要的一員。此后,各朝均沿用此制,宋代也不例外。但宋代縣主簿在前朝的基礎(chǔ)上不斷發(fā)展完善,并具有自己的特色。 宋代縣級政府官員的研究,大多集中在知縣令、丞、尉的研究,對縣主簿的研究甚少,而且不夠全面,對主簿的職務(wù)犯罪還沒有涉及�？h主簿作為縣佐官中重要的一員,在縣內(nèi)起著不可替代的作用,對縣主簿進(jìn)行綜合、立體的研究,有著重要的意義。本文以宋代縣主簿為研究對象,搜集相關(guān)史料,利用比較、歸納、數(shù)據(jù)統(tǒng)計(jì)的方法系統(tǒng)的研究他們的設(shè)置、選任、俸祿、職能、職務(wù)犯罪等方面的問題。其中,從出身的不同系統(tǒng)詳細(xì)的分析了宋代縣主簿的選任,從品級的設(shè)置分析了主簿在縣內(nèi)的地位,還重點(diǎn)陳述了縣主簿職務(wù)犯罪的主要類別以及懲處情況。 本文主要分為以下五個(gè)部分： 一、宋代以前縣主簿的概況及沿革�？h主簿一職的起源,可以追溯到東漢年間。南北朝時(shí)官制較亂,直到隋唐時(shí)期,隨著丞、簿、尉縣佐官制度的形成,縣主簿作為縣佐官重要一員的地位才得以確立。 二、宋代縣主簿的設(shè)置。宋代縣主簿的設(shè)置,主要是依據(jù)縣內(nèi)人口數(shù)的多少而定,在人口數(shù)少的縣內(nèi),或不設(shè)主簿有其他官職兼任,或只設(shè)主簿兼領(lǐng)丞、尉等職�？h主簿的設(shè)置在宋代不是一成不變的,隨著縣內(nèi)人口數(shù)的變化、區(qū)域的合并而導(dǎo)致的事務(wù)增多或者是治安情況的變化,會有增設(shè)或是廢省的調(diào)整。宋代縣主簿作為地方基層官員品級設(shè)置不高,且隨著宋代官制的改革也有所變動。主簿品級的設(shè)置也是其在一縣官員中地位的體現(xiàn),而且宋代主簿在縣內(nèi)的地位比較穩(wěn)定,序位一直是在縣丞之下,縣尉之上。 三、宋代縣主簿的選任、俸祿。宋代選官重文輕武,重視出身,科舉出身的人往往會得到重用。宋代赤、次赤、畿縣的縣主簿一般由選人擔(dān)任,其余等級的縣由初任者擔(dān)任。其中,較高等級的縣的主簿會由科舉出身者擔(dān)任,恩蔭者能夠出任中、中下縣縣主簿,攝官、進(jìn)納、流外人等無出身者,只能擔(dān)任中、中下、下縣等等級較低縣的縣主簿,且升遷等不如科舉出身者快。宋代時(shí),對縣主簿的選拔已經(jīng)在在年齡和身體條件等方面制定了相關(guān)規(guī)定,縣主簿的選任制度逐漸趨向于完善。 四、宋代縣主簿的職掌。唐代縣主簿的職掌主要是勾稽簿書,省署抄目,糾正非違。宋代時(shí),縣主簿的職掌有了很大的不同,不僅負(fù)責(zé)勾稽簿書,還負(fù)責(zé)征督賦稅、出納官物、參與縣內(nèi)的司法等職能。宋代縣主簿的職能有兩個(gè)特點(diǎn),一是,縣主簿在特殊情況下會兼任令、丞、尉職,并在兼任時(shí),擔(dān)負(fù)起他們的職責(zé),如平?jīng)Q獄訟、獄訟推訊、抓捕盜賊等職責(zé)；二是,宋代縣主簿常常會被監(jiān)司、郡守以符檄委派差出,差出時(shí)的職能主要有催督賦稅、行視水利工程、檢視災(zāi)傷、處理積頌等。這是宋代社會經(jīng)濟(jì)的發(fā)展在職官制度上的一種體現(xiàn),具有時(shí)代特色。 五、宋代縣主簿的職務(wù)犯罪。主要介紹了宋代縣主簿的職務(wù)犯罪類型,以及中央政府對這些犯罪的處罰力度。其中以貪污犯罪最為常見,其次是玩忽職守罪,宋政府對這些犯罪的處罰,是相當(dāng)?shù)闹亍Ｈ欢?在封建專制統(tǒng)治下,這并不能解決根本問題,縣主簿的職務(wù)犯罪仍然屢禁不止。
[Abstract]:The main book in the Song Dynasty is an important official position in the county government . As early as the Eastern Han Dynasty , the chief book was set up in the county . Until the Sui and Tang dynasties , the county commander system of the cheng , the book and the lieutenant was formed , and the county master book became an important part of the district chief . After that , all the dynasties followed the system , and the Song Dynasty was not the exception . However , the main book of the Song Dynasty developed and improved on the basis of the previous dynasty , and had its own characteristics .

The study of county government officials in the Song Dynasty mostly focused on the study of magistrate , Cheng and Lieutenant . The study of the main book in the Song Dynasty was not involved . The main book in the Song Dynasty was used as the important part of the county , which was used to study their setting , selection , salary , function and job crime .

This paper is divided into five parts :

First , the general situation of the main book in the former county of Song Dynasty and the origin of the main book of the county can be traced back to the Eastern Han Dynasty .

The establishment of the main book in the Song Dynasty is mainly based on the number of the people in the county . In the county where the number of the population is small , or there is no other official function in the main book , or only the main book and the chief executive , the lieutenant and so on . The main book of the Song Dynasty is also changed according to the change of the number of people in the county . The setting of the main book grade is also the reflection of the status of the official in a county , and the position of the main book in the county is relatively stable , and the order is always under the county magistrate .

In Song Dynasty , the main book of the county is usually elected by the elected person . The main book of the county in the Song Dynasty can be served as the main book of the county , and the other rank is not as fast as that of imperial examination . In Song Dynasty , the selection of the main book in the county has been set up in terms of age and physical condition , and the selection system of the county master book has gradually tended to be perfect .

4 . The title of the main book in the Song Dynasty . The title of the main book in the Tang Dynasty mainly consisted of a book of books , a copy of the department and a correction of the non - violation . In the Song Dynasty , the title of the main book of the county had different functions .
The second is that the main book of Song Dynasty is often divided by the supervision department and the county guard , and the function of the time difference is mainly to urge the Governor to tax , to inspect the water conservancy project , to view the disaster , to deal with the eulogy , etc . This is a reflection of the development of the social economy in the Song Dynasty in the functional system . It has the characteristics of the times .

5 . The official crime of the main book in the Song Dynasty mainly introduces the type of the official crime of the main book in the Song Dynasty and the punishment of the central government for these crimes . Among them , it is the most common crime of corruption crime , followed by neglect of duty and the punishment of the Song government to these crimes . However , under the rule of feudalism , it is not possible to solve the fundamental problem , and the official crime of the county ' s main book is still forbidden .
