【摘要】："制詔御史"是西漢重要制書的常見起首語,引領(lǐng)著立法、布政和封授高官貴爵之詔。學(xué)界以往從御史大夫負責(zé)頒下詔令的角度解釋"制詔御史",認為其"御史"二字是"御史大夫"的省文。綜括傳世文獻和懸泉漢簡來看,這種看法并不準確。"制詔御史"之"御史",實際上是指"侍御史"。而"制詔御史"意指皇帝命令侍御史書記或抄錄王言,并將其制成規(guī)范文書,反映的是詔令由皇帝自作,人臣負責(zé)"記王言"的制度。從性質(zhì)上講,"制詔御史"只是起到引領(lǐng)詔令的作用,其所以標明"御史",應(yīng)該是要凸顯侍御史在制書擬制過程中的作用。西漢時期,侍御史作為皇帝的近侍秘書,不僅負責(zé)擬制和璽封制書,而且擁有審核公卿奏疏之權(quán),其權(quán)力和位望始終居于負責(zé)文書收發(fā)、傳送的尚書之上。
[Abstract]:"making the imperial history of the imperial edict" is the common initials of the important books of the Western Han Dynasty, leading to the legislation, the ruling of the government and the conferment of the edict of high officials and nobles. Scholars used to interpret "making imperial history" from the angle of imperial doctor in charge of issuing imperial edict, and thought that the word "imperial history" was the provincial document of "imperial history doctor". This view is not accurate in terms of the comprehensive literature and the Han bamboo slips of Xuanquan. " "imperial history" refers to "serving imperial history". "making imperial history" means that the emperor orders the secretary of imperial history or transcribes Wang Yan, and makes it into a standard document, which reflects the system that the imperial edict is made by the emperor and the minister is responsible for the "recording of Wang Yan". In nature, "making imperial history" only plays the role of leading the imperial edict. Therefore, the marking of "imperial history" should highlight the role of serving imperial history in the process of making books. In the Western Han Dynasty, Shi Shi was not only responsible for writing and sealing books, but also had the power to examine and verify the public and Qing dynasties.
