【摘要】:官吏福利是中國(guó)古代官員所享有的重要待遇,它對(duì)維護(hù)統(tǒng)治秩序和宣傳國(guó)家的主流價(jià)值觀起了積極的導(dǎo)向作用。漢代官吏的福利制度是在秦制的基礎(chǔ)上不斷發(fā)展、創(chuàng)新而來(lái)的。目前,國(guó)內(nèi)外學(xué)者關(guān)于漢代官員福利的研究,,多零星的散見于個(gè)別論文中或著作的某一方面,系統(tǒng)研究漢代官吏福利的專著尚未出現(xiàn)。以此筆者首先對(duì)“福利”進(jìn)行概念的界定,然后以歷史社會(huì)學(xué)的方法與視角,從官吏福利的背景、內(nèi)涵、特征、效應(yīng)等不同方面對(duì)漢代官吏的福利進(jìn)行全面、系統(tǒng)地考察。 首先,是要考察“福利”制度的概念,根據(jù)“福利”制度的概念來(lái)界定“官吏福利”的內(nèi)涵。福利概念可謂眾說(shuō)紛紜,本文所考察的官吏福利,主要是以官僚階層為考察對(duì)象,指除官俸之外的其他待遇,包括官員們通過(guò)正常法規(guī)所獲得的物質(zhì)非物質(zhì)的好處,即官員在職期間的正常休假、賞賜、退休等福利以及退休官員逝世后的喪葬、優(yōu)撫等福利。漢代官吏福利之目的在于改善、提高官員這個(gè)特殊群體的生活狀況,激勵(lì)忠廉勤能者。 其次,探究漢代官吏福利的內(nèi)容,從官員的休假、賞賜、退休及退休后的待遇等幾個(gè)方面對(duì)漢代官員福利進(jìn)行了具體的闡述。漢代統(tǒng)治者從這幾個(gè)方面對(duì)官員進(jìn)行不同程度的待遇賞賜,對(duì)于籠絡(luò)在職官員和穩(wěn)定人心具有非常重要的意義,同時(shí)對(duì)于引導(dǎo)漢代的社會(huì)風(fēng)尚、維持政治統(tǒng)治秩序和政權(quán)的不斷延續(xù)也意義非凡。 再次,揭示漢代官吏福利的特征。通過(guò)對(duì)漢代官吏福利內(nèi)容的考察,可以看出漢代官員福利主要有身份性與等級(jí)性、多樣性與靈活性、隨意性與倫理性及漸進(jìn)性與持續(xù)性等四個(gè)方面的特征。 最后,在以上研究的基礎(chǔ)上,對(duì)漢代官吏福利所產(chǎn)生的效應(yīng)進(jìn)行闡述。漢代官吏福利的積極效應(yīng)是占主導(dǎo)地位,但是也不能忽視其產(chǎn)生的消極效應(yīng)。總之,漢代官吏福利為二千余年的中國(guó)傳統(tǒng)社會(huì)提供了一個(gè)基本的官員福利范式,在此后兩千多年中國(guó)歷史的發(fā)展中,中國(guó)古代官員的福利大致都是沿襲這一范式。
[Abstract]:The welfare of officials in the Han Dynasty has played a positive role in maintaining the order of ruling and promoting the mainstream values of the country . The welfare system of the Han Dynasty officials has not been developed on the basis of the Qin system . At present , the author firstly defines the concept of " welfare " , then studies the welfare of the Han Dynasty officials from different aspects such as the background , connotation , characteristics and effects of the official welfare .
First , to study the concept of " welfare " system , to define the connotation of " official welfare " according to the concept of " welfare " system . The concept of welfare is different . The welfare concept of official officials examined in this paper mainly refers to the benefits of materials other than the official salaries , namely , the benefits of normal leave , reward , retirement and other benefits of officials during the active period , and the funeral and pacification of retired officials .
Secondly , the article expounds the contents of the well - being of the official officials in the Han Dynasty , expounds the well - being of the Han Dynasty officials from the aspects of the official holidays , the reward , the retirement and the treatment of the retired officials .
Thirdly , the characteristics of the well - being of the Han Dynasty are revealed . Through the investigation of the contents of the welfare of the official officials in the Han Dynasty , it can be seen that the welfare of the official welfare of Han Dynasty is mainly characterized by four aspects as identity and rank , diversity and flexibility , randomness and ethics and continuity and persistence .
Finally , on the basis of the above research , the effect of the well - being of the Han Dynasty is expounded . The positive effect of the welfare of the official officials in the Han Dynasty is dominant , but it cannot ignore the negative effects . In a word , the welfare of the official officials in the Han Dynasty provides a basic official welfare paradigm for the Chinese traditional society over the past two thousand years . In the past two thousand years , the welfare of Chinese ancient officials is basically the paradigm .
