【摘要】：明代為加強對邊疆地區(qū)的軍事防御與管理,先后在兩廣、陜西三邊、宣大等地區(qū)派設(shè)總督。其中陜西三邊總督最初稱為"總制",通過曲折的發(fā)展過程,最終成為定制。在此過程中,其職權(quán)的行使受到了某些阻礙,影響了御邊作用的發(fā)揮。但從總體發(fā)展趨勢看,其職權(quán)在不斷擴大,已然超出了軍事事務(wù)的范圍,漸由應(yīng)急性質(zhì)向地方管理方向發(fā)展,對陜西三邊地方的建設(shè)與管理產(chǎn)生了極大的影響。另外其對四鎮(zhèn)巡撫的節(jié)制愈加嚴厲,與其他地方官的往來亦愈加頻繁,從而加強了其與當(dāng)?shù)貦?quán)力系統(tǒng)之關(guān)系,成為邊疆管理體制中的重要組成部分。
[Abstract]:In the Ming Dynasty, in order to strengthen the military defense and management of the border areas, governors were sent successively in the areas of Guangguang, Shaanxi, Xuanda, etc. Among them, the Shaanxi Tripartite Governors were originally called the "General system", and through a tortuous process of development, In the process, the exercise of its functions and powers has been hindered, which has affected the use of the imperial role. But from the overall trend of development, its powers have been expanding and have gone beyond the scope of military affairs. The gradual development from the nature of emergency to the direction of local management has had a great impact on the construction and management of the three sides of Shaanxi. In addition, its control over the governors of the four towns has become more severe, and its contacts with other local officials have become more frequent. Thus strengthening its relationship with the local power system and become an important part of the borderland management system.
