【摘要】：將法規(guī)條文分析和歷史實(shí)證研究相結(jié)合，來考察二十世紀(jì)三四十年代四川警察行政制度是本文的基本思路。之所以把時(shí)間選擇在三四十年代，主要原因在于四川雖早在清末就開辦警政，但其發(fā)展卻是在川政統(tǒng)一以后，再加上四川特殊的地理位置，又為南京國(guó)民政府抗戰(zhàn)時(shí)期陪都所在地，二十世紀(jì)三十年代中期以后，，四川相對(duì)穩(wěn)定的環(huán)境使它成為國(guó)民政府施行其政治、經(jīng)濟(jì)政策的主要區(qū)域，警政在川省的實(shí)施條件較為理想，通過四川一例的分析，可以大致看到國(guó)民政府警政建設(shè)的走向。 為了呈現(xiàn)四川警政發(fā)展歷史的延續(xù)性，筆者首先在第一部分簡(jiǎn)略的勾勒了四川從清末到川政統(tǒng)一前的警政輪廓。 第二部分是本文的主體，著力討論四川在三四十年代警政建設(shè)的情況。在這一部分中，筆者首先分析了蔣介石的警政思想。因?yàn)槭Y介石的思想大多能轉(zhuǎn)化為國(guó)家意志，具有政策指導(dǎo)性意義。透過蔣介石的言論，可以看出這時(shí)期警政呈現(xiàn)的基本特點(diǎn)，以便理解國(guó)民政府制定警政法規(guī)的緣由。在其后的章節(jié)中，筆者通過介紹國(guó)民政府頒布的有關(guān)警政的法令、法規(guī)，考察四川省在警察機(jī)構(gòu)、人事、教育、經(jīng)費(fèi)等方面對(duì)中央法規(guī)的具體運(yùn)作情況，以期還原警政建設(shè)的真實(shí)面貌。 警察與保甲聯(lián)系是國(guó)民政府警政建設(shè)呈現(xiàn)的顯著特點(diǎn)，在當(dāng)時(shí)也是論爭(zhēng)的焦點(diǎn)。國(guó)民政府最終確立了警保聯(lián)系的制度，以官僚機(jī)制與民眾自衛(wèi)機(jī)制相結(jié)合，建立了一套從城市到農(nóng)村的嚴(yán)密治安體系．筆者在第三部分對(duì)此問題作一嘗試性探討。
[Abstract]:It is the basic idea of this paper to combine the analysis of laws and regulations with the historical empirical study to investigate the police administrative system in Sichuan in the 1930s and 40s of the 20th century. The main reason for choosing the time in the 1930s and 1940s is that although Sichuan started police administration as early as the end of the Qing Dynasty, its development took place after the unification of Sichuan and the special geographical location of Sichuan. It was also the seat of the capital of the Nanjing National Government during the Anti-Japanese War. After the mid-1930s, the relatively stable environment in Sichuan made it the main region for the National Government to carry out its political and economic policies. The implementation conditions of police administration in Sichuan province are comparatively ideal. Through the analysis of a case in Sichuan, we can see roughly the trend of the national government's police and government construction. In order to present the continuity of the history of police and government development in Sichuan, the first part briefly outlines the outline of police and government in Sichuan from the end of Qing Dynasty to the unification of Sichuan and government. The second part is the main body of this paper, focusing on the police construction in Sichuan in the 1930s and 40s. In this part, the author first analyzes Jiang Jieshi's thought of police administration. Because Jiang Jieshi's thought can transform into the national will, has the policy guidance significance. Through Jiang Jieshi's remarks, we can see the basic characteristics of the police administration in this period, so as to understand the reasons why the Kuomintang government formulated the police and government laws and regulations. In the subsequent chapters, by introducing the laws and regulations issued by the National Government on police affairs, the author examines the specific operation of the central government laws and regulations in Sichuan Province in the areas of police agencies, personnel, education, funds, etc. With a view to restoring the true face of the police construction. The connection between the police and Baojia was the prominent feature of the national government's police construction, and was also the focus of controversy at that time. Finally, the National Government established the system of police protection, and established a strict public security system from urban to rural areas by combining the bureaucratic mechanism with the mechanism of popular self-defense. In the third part, the author makes a tentative discussion on this issue.
