【摘要】： 民國初年,作為新疆財政命脈的協(xié)餉斷絕。楊增新、金樹仁執(zhí)政時期均采取措施以使新疆財政自立,收支平衡,然而只陷入“鈔票財政”、“恐慌財政”的境地。盛世才執(zhí)政后,在結(jié)束全疆戰(zhàn)亂的前提下,依靠中共和蘇聯(lián)的幫助,從整頓金融貨幣、改革稅收制度、建立和完善預(yù)決算制度、革新會計制度、制定兩期三年建設(shè)計劃、發(fā)行建設(shè)公債等方面著手,對財政進(jìn)行了較為徹底的改革。這些措施的實施穩(wěn)定了新疆的幣值,增加了財政收入,加強了對財政金融的監(jiān)督,擴(kuò)大了經(jīng)濟(jì)建設(shè)在財政支出中的比重,繁榮了新疆的農(nóng)牧工商業(yè)和對外貿(mào)易的發(fā)展;使新疆的財政收支逐漸趨向平衡,基本能靠自身的收入維持地方的正常運轉(zhuǎn),實現(xiàn)了新疆財政自立的目標(biāo),并且開始了有計劃的經(jīng)濟(jì)建設(shè)時期。這些措施的實施必定對以后新疆財政政策的制定和新疆經(jīng)濟(jì)的發(fā)展起到借鑒的作用。
[Abstract]:In the early years of the Republic of China, the financial lifeline of Xinjiang was cut off. Yang Zengxin and Jin Shuren all took measures to make Xinjiang finance independent and balanced, however, it only fell into the situation of "banknote finance" and "financial panic". After Sheng Shicai came to power, on the premise of ending the war in Xinjiang, relying on the help of the CPC and the Soviet Union, from rectifying the financial currency, reforming the tax system, establishing and improving the system of budget and final accounts, innovating the accounting system, and drawing up two three-year construction plans, The issuance of construction bonds and other aspects of the financial reform carried out a more thorough. The implementation of these measures has stabilized the value of the currency of Xinjiang, increased the financial revenue, strengthened the supervision of finance and finance, expanded the proportion of economic construction in the financial expenditure, and flourished the development of agriculture and animal husbandry industry and commerce and foreign trade in Xinjiang; It makes the fiscal revenue and expenditure of Xinjiang tend to balance gradually, basically can rely on its own income to maintain the normal operation of the place, has realized Xinjiang's financial independence goal, and has begun the planned economic construction period. The implementation of these measures will certainly serve as a reference for the formulation of fiscal policies and the development of Xinjiang's economy.
