【摘要】：清末"新政"時(shí)期察哈爾旗群的全面開墾以及接踵而來(lái)的清朝覆滅,使得察哈爾社會(huì)進(jìn)入了一個(gè)前所未有的大變動(dòng)時(shí)期。民國(guó)建立以后,中央政府承襲前清開墾政策,在察哈爾進(jìn)行了有計(jì)劃、有目的、有組織的開荒,并在察哈爾旗群界內(nèi)廣設(shè)縣治,使得察哈爾旗群行政區(qū)劃發(fā)生了很大變化。此后,經(jīng)過(guò)國(guó)民政府、日偽"蒙疆政府"時(shí)期,察哈爾旗群區(qū)劃一直處于不斷的變化當(dāng)中,直至中華人民共和國(guó)建立早期為止(1958年)。本文充分吸收前人研究成果的基礎(chǔ)上,力求利用多文種史料,以民國(guó)政府對(duì)察哈爾旗群實(shí)施的墾殖政策為切入點(diǎn),探討近代以來(lái)察哈爾地區(qū)政區(qū)劃變革的歷史過(guò)程。全文由序言、正文、結(jié)語(yǔ)、附錄等四個(gè)部分組成。序言由本文選題緣起及研究?jī)r(jià)值、前人研究成果、所利用的史料等內(nèi)容組成。正文由三章組成:第一章主要對(duì)民國(guó)北京政府時(shí)期察哈爾特別區(qū)域的建立、以及北京政府對(duì)察哈爾的開墾預(yù)備工作、土地清丈、承領(lǐng)地畝章程、開墾概況、設(shè)治過(guò)程等進(jìn)行了分析和研究。第二章對(duì)國(guó)民政府對(duì)察哈爾的改省、設(shè)縣以及察哈爾右翼四旗遷移牧地案等問(wèn)題進(jìn)行了討論。第三章對(duì)日本侵略勢(shì)力開始滲入內(nèi)蒙古西部,"察哈爾盟"的成立,察哈爾右翼四旗的隸屬問(wèn)題以及不同時(shí)期"蒙疆"政權(quán)之下的察哈爾盟行政區(qū)劃進(jìn)行了梳理。結(jié)語(yǔ)部分簡(jiǎn)要地總結(jié)了全文的內(nèi)容。附錄部分由參考文獻(xiàn)以及相關(guān)地圖資料組成。
[Abstract]:During the "New deal" period in the late Qing Dynasty, Chahar's society entered an unprecedented period of great change due to the comprehensive reclamation of the Chahar flag group and the subsequent collapse of the Qing Dynasty. After the founding of the Republic of China, the central government inherited the reclamation policy of the former Qing Dynasty, carried out planned, purposeful and organized exploitation of land in Chahar, and set up a wide range of counties within the border of Chahar Banner Group, which led to great changes in the administrative division of Chahar Banner Group. Since then, after the National Government, the Japanese puppet "Mongolian government" period, Chahar flag group division has been in constant change until the early establishment of the people's Republic of China until the early period (1958). On the basis of absorbing the previous research achievements, this paper tries to make use of the multilingual historical data, taking the reclamation policy implemented by the government of the Republic of China on Chahar Banner Group as the starting point, and probes into the historical process of the political regionalization reform in Chahar area since modern times. The full text consists of four parts: preface, text, conclusion and appendix. The preface consists of the origin and research value of this topic, the previous research results and the historical materials used. The text consists of three chapters: the first chapter is mainly about the establishment of Chahar special area during the period of the Beijing government of the Republic of China, as well as the preparatory work of the Beijing government for the reclamation of Chahar, the clearing of the land, the acceptance of the land mu articles of association, and the general situation of the reclamation. The treatment process was analyzed and studied. The second chapter discusses the reform of Chahar by the National Government, the establishment of counties and the case of the four banners moving pastoral land on the right wing of Chahar. The third chapter combs the Japanese invading forces into the west of Inner Mongolia, the establishment of Chahar League, the subordination of the four banners on the right wing of Chahar and the administrative divisions of Chahar League under the regime of "Mengjiang" in different periods. The conclusion briefly summarizes the content of the full text. The appendix is composed of references and related map materials.
