【摘要】：天津是中國(guó)近代史上開(kāi)放較早的通商口岸之一,其發(fā)展深受西方的影響,天津救濟(jì)事業(yè)的發(fā)展就是其中一個(gè)方面。民國(guó)初年,在西方救濟(jì)思想的影響下,天津縣政府和當(dāng)?shù)厥考澰谂f式救濟(jì)機(jī)構(gòu)育黎堂的基礎(chǔ)上創(chuàng)辦了天津教養(yǎng)院,教養(yǎng)院采取的官商合辦的模式和教養(yǎng)兼施的理念,初步具有了現(xiàn)代救濟(jì)機(jī)構(gòu)的特點(diǎn)。 本文以天津教養(yǎng)院為個(gè)案研究,具體闡明它所具有的現(xiàn)代化特征,以此來(lái)窺探民國(guó)時(shí)期救濟(jì)制度的現(xiàn)代化歷程。全文分為三個(gè)部分。第一部分闡述了天津教養(yǎng)院成立的背景以及建立和終結(jié)的過(guò)程；第二部分詳細(xì)論述了天津教養(yǎng)院的現(xiàn)代化特點(diǎn),如官民合作的創(chuàng)辦模式,教養(yǎng)兼施宗旨下對(duì)貧民進(jìn)行的基礎(chǔ)教育和技能教育,經(jīng)費(fèi)的收入與支出情況；第三部分對(duì)天津教養(yǎng)院的得失做了總體的評(píng)價(jià),對(duì)其發(fā)揮的作用進(jìn)行了肯定,同時(shí)也指出其不足之處。
[Abstract]:Tianjin is one of the earliest open ports in the modern history of China. Its development is deeply influenced by the western countries, and the development of Tianjin relief is one of the aspects. In the early years of the Republic of China, under the influence of the western relief ideology, the Tianjin County Government and the local gentry established the Tianjin Correctional Institute on the basis of the old relief organization Yuli Tang. It has the characteristic of modern relief organization. This paper takes Tianjin Correctional Institute as a case study and expounds its characteristics of modernization in order to explore the modernization process of relief system in the Republic of China. The full text is divided into three parts. The first part expounds the background of the establishment of Tianjin Correctional Home and the process of its establishment and termination. The second part discusses in detail the modernization characteristics of Tianjin Correctional Home, such as the establishment mode of cooperation between government and people. The basic education and skill education for the poor, the income and expenditure of the funds under the purpose of education and education; the third part makes an overall evaluation of the gains and losses of the Tianjin Correctional Institute, and affirms the role it plays. At the same time, it also points out its shortcomings.
