【摘要】：1929年8月美商上海電力公司同上海公共租界工部局簽訂供電特許權(quán)協(xié)議,以此為基礎(chǔ)向界內(nèi)及界外工部局道路提供電力服務(wù),一直到1943年在日軍管轄下失去自主經(jīng)營權(quán)。在此期間公共租界內(nèi)電力收費(fèi)經(jīng)歷過數(shù)次變動(dòng),具體方式包括基本費(fèi)率調(diào)整、匯率附加費(fèi)和燃料附加費(fèi)的征收。本文研究1930—1942年間公共租界中的電費(fèi)調(diào)整情況,并分析電力公司的調(diào)價(jià)特點(diǎn)和工部局的監(jiān)管特點(diǎn)。
[Abstract]:In August 1929, the American merchant Shanghai Electric Power Company signed a power supply concession agreement with the Shanghai Public concession and Industry Bureau, which provided power services to the roads of the Ministry of Industry within and outside the boundaries, until 1943, when it lost its right to operate itself under the jurisdiction of the Japanese Army. During this period, the electricity charges in the public concession have undergone several changes, including the adjustment of the basic rate, the imposition of the exchange rate surcharge and the fuel surcharge. This paper studies the adjustment of electricity charges in public concessions from 1930-1942, and analyzes the characteristics of price adjustment in power companies and the regulatory characteristics of the Ministry of Industry.
