【摘要】：20世紀(jì)30年代,新桂系當(dāng)局通過(guò)革新財(cái)務(wù)行政機(jī)構(gòu),整理縣地方稅捐,清理地方公有款產(chǎn),建立健全預(yù)決算制度、會(huì)計(jì)機(jī)構(gòu)和會(huì)計(jì)制度,建立起了具有現(xiàn)代性質(zhì)的縣財(cái)政體系,改變了此前混亂無(wú)章的縣財(cái)政狀況。但是,從20世紀(jì)40年代開始,新桂系縣財(cái)政整理的成果又在"回潮"和"斷裂"中功虧一簣。
[Abstract]:In 1930s, through the reform of financial and administrative organs, sorting out county local taxes, clearing up local public funds and property, establishing and perfecting the system of budget and final accounts, accounting institutions and accounting systems, the new Guangxi authorities established a county financial system with a modern nature. Changed the previous chaotic state of the county's finances. However, since 1940s, the new Guangxi county fiscal consolidation in the "return tide" and "fault" in a fall.
