【摘要】： 研究青島城市定位的歷史,對(duì)于總結(jié)經(jīng)驗(yàn),把握規(guī)律,更好的對(duì)青島進(jìn)行城市定位和規(guī)劃,有著重要的現(xiàn)實(shí)意義。論文從歷史的角度出發(fā),系統(tǒng)研究德占時(shí)期、第一次日占時(shí)期、三十年代國(guó)民黨統(tǒng)治時(shí)期、第二次日占時(shí)期、新中國(guó)成立以后等五個(gè)時(shí)期青島城市定位的歷史。研究方法是史論結(jié)合,以史為主。 從19世紀(jì)末至21世紀(jì)的今天,青島經(jīng)歷了從軍事港口到“海洋明珠”的發(fā)展歷程。1891年6月14日(清光緒十七年),清政府在膠澳設(shè)防,是為青島建制的開始。1897年11月,德國(guó)以“巨野教案”為借口派兵強(qiáng)占青島,開始把青島城市性質(zhì)定為“德國(guó)在遠(yuǎn)東的軍事根據(jù)地”。1910年,把城市性質(zhì)定為“德國(guó)在遠(yuǎn)東重要和繁榮的商業(yè)中心”。德國(guó)殖民者就把港口和鐵路建設(shè)放在了第一位,第二位的是城市建設(shè),充分考慮了港口、鐵路、城市三者之間的關(guān)系。1914年日本取代德國(guó)占領(lǐng)青島。從掠奪的目的出發(fā),日本人一開始就把發(fā)展小港放在重于大港的位置,把注意力放在市政建設(shè)和工廠擴(kuò)充上,青島城市性質(zhì)轉(zhuǎn)型為以輕紡工業(yè)為主要特色的港口城市。日本第二次占領(lǐng)青島后,把城市性質(zhì)設(shè)計(jì)為:“華北水路交通的要沖、軍事和華北經(jīng)濟(jì)開發(fā)的基地、重要的工業(yè)區(qū)和觀光城市”。南京國(guó)民政府接管青島后,頒布《青島市施行都市計(jì)劃案》,把城市性質(zhì)定為“工商、居住、游覽城市”,“中國(guó)五大經(jīng)濟(jì)區(qū)中黃河區(qū)的出�？凇�。由于日本發(fā)動(dòng)全面侵華戰(zhàn)爭(zhēng),計(jì)劃案的實(shí)施被迫中斷。 青島解放后,有關(guān)方面確定青島的城市性質(zhì)為“輕工業(yè)、吞吐口、海軍基地和風(fēng)景療養(yǎng)區(qū)”。1956年把青島的城市性質(zhì)確定為:“具有國(guó)防、工業(yè)、對(duì)外貿(mào)易和休療養(yǎng)功能的城市”。1960年確定青島的城市性質(zhì)是“國(guó)防、工業(yè)、港口和休療養(yǎng)的綜合城市”。到1978年,青島已從港口貿(mào)易、輕紡為主的城市發(fā)展成為一個(gè)國(guó)防、工業(yè)、療養(yǎng)為主要特色的綜合性城市。1984年把青島的城市性質(zhì)概括為:“輕紡工業(yè)、外貿(mào)港口、海洋科研和風(fēng)景游覽城市”。2003年,提出建設(shè)半島制造業(yè)基地、構(gòu)筑半島城市群的戰(zhàn)略舉措,確定青島作為半島城市群的中心城市,科學(xué)規(guī)劃,構(gòu)建“三點(diǎn)布局、一線展開、組團(tuán)發(fā)展”的現(xiàn)代化國(guó)際大城市框架。 國(guó)家級(jí)歷史文化名城、“中國(guó)品牌之都”、“國(guó)家環(huán)境保護(hù)模范城市”、“國(guó)家衛(wèi)生城市和國(guó)家園林城市”、“中國(guó)人居環(huán)境獎(jiǎng)”獲得者、“公眾最向往的中國(guó)城市”、2008北京奧運(yùn)會(huì)協(xié)辦城市、“帆船之都”……光環(huán)纏身的青島已經(jīng)成為名副其實(shí)的“海洋明珠”!
[Abstract]:It is of great practical significance to study the history of Qingdao ' s urban positioning , and it is of great practical significance for the overall experience , the grasping rule and the better for the city positioning and planning of Qingdao . From the end of the 19th century to the 21st century , Qingdao has experienced the development process from military port to " Ocean Pearl " . On June 14 , 1891 , the Qing government set aside the city as " the important and prosperous commercial center in the Far East " . After the liberation of Qingdao , the related aspects determine the city nature of Qingdao as " light industry , huff , naval base and landscape sanatorium " . In 1956 , Qingdao city was determined as " the city with national defense , industry , port and recuperation . " By 1978 , Qingdao had developed into a comprehensive city with national defense , industry and health care . In 1984 , Qingdao city nature was summarized as : " Light spinning industry , foreign trade port , marine scientific research and landscape tour city " . In 2003 , the strategic measure of constructing the peninsula manufacturing base and constructing the peninsula city group was put forward , and it was determined that Qingdao as the central city of the peninsula city group , scientific planning , constructed the " three - point layout , first - line deployment , group development " and the modern international big city framework . State - level historical and cultural city , " Chinese brand " , " national environmental protection model city " , " National Sanitation City and National Garden City " , " China Habitat Environment Award " winner , " the most popular Chinese city " , 2008 Beijing Olympic Games co - sponsor city , " sailing boat " . The Qingdao Olympic Games co - sponsored city , " sailing boat " . Qingdao has become the famous " ocean pearl " !
