【摘要】：林伯渠在中國(guó)共產(chǎn)黨內(nèi)長(zhǎng)期從事財(cái)政經(jīng)濟(jì)工作,一直在黨內(nèi)的財(cái)政經(jīng)濟(jì)工作中擔(dān)任重要的職務(wù),其經(jīng)濟(jì)建設(shè)的思想和實(shí)踐豐富和發(fā)展了毛澤東思想,為中國(guó)革命的勝利做出了重要的貢獻(xiàn)。在20世紀(jì)20—40年代中,林伯渠的經(jīng)濟(jì)思想不斷走向成熟。在中央蘇區(qū)時(shí)期,林伯渠在農(nóng)業(yè)上大力發(fā)展合作社,在金融上主要是穩(wěn)定金融,在商業(yè)上主要是發(fā)展對(duì)外貿(mào)易,保障供給�？谷諔�(zhàn)爭(zhēng)爆發(fā)后,林伯渠擔(dān)任陜甘寧邊區(qū)政府主席,領(lǐng)導(dǎo)邊區(qū)人民進(jìn)行經(jīng)濟(jì)建設(shè),在經(jīng)濟(jì)上,他提出了“農(nóng)業(yè)第一,工業(yè)第二,商業(yè)第三”的思想,在農(nóng)業(yè)上,提出了發(fā)展農(nóng)業(yè)生產(chǎn)力的思想,采取各種措施發(fā)展邊區(qū)的農(nóng)業(yè)；在工業(yè)上,他認(rèn)為發(fā)展工業(yè)的關(guān)鍵在于資本和技術(shù),他克服重重困難來(lái)發(fā)展邊區(qū)的工業(yè),奠定了邊區(qū)工業(yè)的基礎(chǔ)；他提倡發(fā)展商業(yè),增加了政府的收入；面對(duì)日益嚴(yán)重的經(jīng)濟(jì)形勢(shì),他通過(guò)各種手段來(lái)穩(wěn)定邊區(qū)的金融；財(cái)政上也從保守的財(cái)政思想逐步轉(zhuǎn)變?yōu)榉e極的財(cái)政思想,廣開(kāi)稅收,增加了邊區(qū)財(cái)政收入。林伯渠的這些措施改變了邊區(qū)農(nóng)業(yè)、工業(yè)、商業(yè)落后的局面。解放戰(zhàn)爭(zhēng)時(shí)期,林伯渠對(duì)之前的經(jīng)濟(jì)思想及其實(shí)踐做了深刻的總結(jié),他領(lǐng)帶邊區(qū)人民進(jìn)行了土地改革,進(jìn)行恢復(fù)和發(fā)展邊區(qū)經(jīng)濟(jì)的工作,在這些實(shí)踐中,林伯渠的經(jīng)濟(jì)思想又得到了一次飛躍。林伯渠在20世紀(jì)20—40年代的經(jīng)濟(jì)思想及其實(shí)踐對(duì)于今天的經(jīng)濟(jì)建設(shè)仍然有重要的指導(dǎo)和借鑒意義。
[Abstract]:Lin Boqu has been engaged in financial and economic work within the Communist Party of China for a long time and has always played an important role in the financial and economic work within the Party. His thought and practice of economic construction have enriched and developed Mao Zedong thought. It has made important contributions to the victory of the Chinese revolution. In the 1920 s, Lin Boqu's economic thought continued to mature. During the period of the Central Soviet District, Lin Boqu vigorously developed cooperatives in agriculture, mainly stable finance in finance, and mainly developed foreign trade and guaranteed supply in commerce. After the outbreak of the War of Resistance against Japan, Lin Boqu served as chairman of the Shaanxi-Gansu-Ningxia Border region government and led the people of the Border region in carrying out economic construction. economically, he put forward the idea of "agriculture first, industry second, commercial third". In agriculture, The idea of developing agricultural productive forces is put forward, and various measures are taken to develop agriculture in border areas. In industry, he believes that the key to the development of industry lies in capital and technology. He overcame many difficulties to develop the industry in the border region and laid the foundation for the industry in the border region. He advocated the development of commerce and increased the income of the government. In the face of the increasingly serious economic situation, he has stabilized the finance of the border region through various means, and his finance has gradually changed from conservative fiscal thought to positive fiscal thought, which has expanded tax revenue and increased the financial revenue of the border region. These measures by Lin Boqu have changed the backward situation of agriculture, industry and commerce in the border region. During the War of Liberation, Lin Boqu made a profound summary of his previous economic thought and practice. He carried out land reform and carried out the work of restoring and developing the economy of the border region. In these practices, Lin Boqu's economic thought has made another leap. Lin Boqu's economic thought and practice in 1920s and 1940s still have important guiding and reference significance for today's economic construction.
