【摘要】：清末預(yù)備立憲期間設(shè)立的會議政務(wù)處,是朝廷為暫緩組建責(zé)任內(nèi)閣而設(shè)立的過渡性機(jī)構(gòu),充當(dāng)"內(nèi)閣的雛形",為"將來內(nèi)閣之基礎(chǔ)"。其人員組成主要包括軍機(jī)大臣、大學(xué)士和各部尚書。在預(yù)備立憲期間,會議政務(wù)處一方面對督辦政務(wù)處時(shí)期議覆奏折的職能有所繼承,另一方面通過定期舉行"內(nèi)閣會議",負(fù)責(zé)朝廷各類政事的會商、審議與仲裁。此外,會議政務(wù)處在制度上保證各部大臣有機(jī)會定期參與重大事宜的決策,擴(kuò)大中央的決策面,豐富決策的形式,也為隨后設(shè)立的責(zé)任內(nèi)閣奠定了基礎(chǔ)。
[Abstract]:The conference office, which was set up during the constitutional period in the late Qing Dynasty, was a transitional organization set up by the court to suspend the formation of a responsible cabinet. It served as the "embryonic form of the cabinet" and as the "foundation of the future cabinet." Its composition mainly includes military aircraft minister, bachelor's degree and various departments. During the preparation of the constitution, the conference district office, on the one hand, inherited the function of supervising and running the administrative affairs of the district office, on the other hand, through holding regular "cabinet meetings", it was responsible for the consultation, deliberation and arbitration of all kinds of political affairs of the court. In addition, the Conference Administration Office systematically ensures that ministers and ministers have the opportunity to participate in decision-making on major matters on a regular basis, expand the decision-making side of the central government, enrich the form of decision-making, and lay the foundation for the subsequent establishment of a responsible cabinet.
