【摘要】：《益世報(bào)》案是巴黎和會(huì)中國(guó)外交失敗后引發(fā)的反日運(yùn)動(dòng)中的一個(gè)輿論事件。對(duì)《益世報(bào)》而言,其面臨的是參與中國(guó)外交事務(wù)以及與《順天時(shí)報(bào)》的話語(yǔ)權(quán)之爭(zhēng)。在美國(guó)駐華外交官及輿論界人士看來(lái),這是美國(guó)發(fā)展在華輿論,獲得與日本同等在華輿論權(quán)利的有效途徑。但是,外交與內(nèi)政緊密相連,同時(shí)也對(duì)公眾輿論形成影響。此時(shí)介入中國(guó)輿論界的美國(guó)公共信息委員會(huì),通過(guò)駐華公使芮恩施、在華外交官以及傳教士的力量,為中國(guó)反日輿論的高漲提供了支持。但輿論的"幕后"是政治,《益世報(bào)》案最終以主編被判刑,報(bào)紙脫離美國(guó)管控而告終�！兑媸缊�(bào)》案證明了外交、輿論爭(zhēng)奪與政黨政治之間存在的緊密關(guān)系。
[Abstract]:The case of Yishibao is a public opinion event in the anti-Japanese movement caused by the failure of China's diplomatic affairs of the Paris Peace Conference. As far as Yishibao is concerned, it is confronted with a dispute over its participation in China's foreign affairs and its right to speak with Shuntian Times. In the view of American diplomats in China and public opinion circles, this is an effective way for the United States to develop public opinion in China and gain the same right of opinion as Japan in China. However, diplomacy and internal affairs are closely linked, but also have an impact on public opinion. At this time, the American Public Information Commission, which intervened in the Chinese public opinion circles, provided support for the rise of anti-Japanese public opinion in China through the power of Minister Ruiensi in China, diplomats and missionaries in China. But the "behind the scenes" of public opinion is politics, the case of Yishibao was finally sentenced by the editor-in-chief, and the newspaper was separated from the control of the United States. The case proves the close relationship between diplomacy, public opinion competition and party politics.
