【摘要】：我國在二十世紀二三十年代產(chǎn)生了一次圍繞“以農(nóng)立國”還是“以工立國”的曠日持久的爭論,然可惜的是它并沒有在現(xiàn)今的社會史、工業(yè)史、科學史研究中贏得學者們的青睞。此次爭論是西方文化、及近代科學技術大規(guī)模傳入中國后,工業(yè)文明對農(nóng)業(yè)文明造成沖擊下的產(chǎn)物,其主要分為三派,即以農(nóng)立國、以工立國、和農(nóng)工并重派,當中富含極具現(xiàn)代價值的理論。主張以農(nóng)立國或以工立國的學者或?qū)ΜF(xiàn)代化認識不足,或認識不到農(nóng)業(yè)的重要性,不過也有些學者主張農(nóng)工并重,認為農(nóng)業(yè)和工業(yè)之間有著緊密的聯(lián)系。此外,梁漱溟的鄉(xiāng)村建設理論和漆琪生的農(nóng)村經(jīng)濟結(jié)構改革理論,這些都對當前因工業(yè)化占主導地位,導致貧富差距擴大、城鄉(xiāng)發(fā)展失衡的中國有著深遠的指導意義。本文意在通過清晰的認識到,工業(yè)主導情況下的農(nóng)業(yè)和工業(yè)的緊密關系、新農(nóng)村建設要求下的土地制度改革的緊迫性、農(nóng)村勞動力轉(zhuǎn)移困難情形下的基礎教育發(fā)展的重要性、以及農(nóng)村經(jīng)濟增長緩慢情況下的管理制度改革的必要性,實現(xiàn)城鄉(xiāng)統(tǒng)籌發(fā)展,中國可持續(xù)發(fā)展的目的。
[Abstract]:In the twenties and thirties of the 20th century, China produced a long-standing debate about whether to build a country with agriculture or a country with work. Unfortunately, it has not been in the history of society or industry today. The study of the history of science has won the favor of scholars. This debate is the product of the impact of industrial civilization on agricultural civilization after the introduction of western culture and modern science and technology into China on a large scale. It is mainly divided into three groups, that is, the establishment of a country by agriculture, the establishment of a country by workers, and the equal reorientation of agriculture and industry. It is rich in theories of great modern value. Scholars who advocate the establishment of a country based on agriculture or a state based on work either have insufficient knowledge of modernization or fail to recognize the importance of agriculture. However, some scholars hold that agriculture and industry are of equal importance, and that there is a close link between agriculture and industry. In addition, Liang Shuming's theory of rural construction and Qi-sheng's theory of rural economic structure reform have far-reaching guiding significance for China, which is dominated by industrialization, leading to widening gap between rich and poor, and unbalanced development between urban and rural areas. The purpose of this paper is to understand clearly the close relationship between agriculture and industry under the condition of industry leading, the urgency of land system reform under the requirements of new rural construction, and the importance of the development of basic education under the situation of difficult transfer of rural labor force. And the necessity of the reform of the management system under the condition of the slow growth of the rural economy to realize the overall development of urban and rural areas and the purpose of China's sustainable development.
