地方層級(jí)議會(huì)與政府的政治博弈——以民初奉天臨時(shí)省議會(huì)彈劾周肇祥案為例

【摘要】：民國(guó)初年,奉天臨時(shí)省議會(huì)進(jìn)行政府部門財(cái)政核查時(shí),發(fā)現(xiàn)鹽運(yùn)使周肇祥冒支公款問題,引出周挪用公款、私設(shè)賬目、僭越司法、強(qiáng)占民婦、賄買差缺等一系列違法逾規(guī)行徑。圍繞周肇祥案,奉天臨時(shí)省議會(huì)展開了一場(chǎng)控訴與反控訴的博弈。在奉天臨時(shí)省議會(huì)力爭(zhēng)之下,周肇祥最終被迫引退并離開奉天。這場(chǎng)議員與官僚的政治沖突中,民主派獲得政治勝利,上演了民初地方議員與官員政治博弈中罕見一幕。奉天臨時(shí)省議會(huì)彈劾周肇祥案是研究民初議會(huì)與政府關(guān)系在地方層級(jí)運(yùn)作一個(gè)重要案例,揭示了民初中國(guó)民主政治發(fā)展的真實(shí)一面。
[Abstract]:In the early years of the Republic of China, when the interim Provincial Council of the Republic of China carried out the financial verification of government departments, it was found that salt transportation caused Zhou Zhaoxiang to impersonate public funds, lead to Zhou's misappropriation of public funds, set up accounts privately, violate the administration of justice, seize civilian women, bribe and buy defects, and so on a series of illegal and unregulated acts. Around Zhou Zhaoxiang case, Fengtian Provisional Provincial Council launched a game between complaint and counter-accusation. Zhou Zhaoxiang was finally forced to withdraw and leave Fengtian after striving by the Provisional Provincial Council of Fengtian. In this political conflict between lawmakers and bureaucrats, the Democrats won a political victory, presenting a rare scene in the early Republican political game between local councillors and officials. The impeachment case of Zhou Zhaoxiang is an important case to study the operation of the relationship between parliament and government at the local level in the early Republic of China and reveals the true aspect of the development of democratic politics in China in the beginning of the Republic of China.
