【摘要】：本文主要以抗戰(zhàn)時(shí)期川康區(qū)食糖專賣為研究對(duì)象,在充分掌握相關(guān)原始檔案與報(bào)刊資料的前提下,論述了川康區(qū)食糖專賣實(shí)施的背景,探究了其機(jī)構(gòu)設(shè)置與職能擴(kuò)展,分析了食糖專賣的實(shí)際運(yùn)作及其內(nèi)在困境,以及專賣實(shí)施期間民眾與政府之間的互動(dòng)關(guān)系,并對(duì)其進(jìn)行了評(píng)價(jià),為川康區(qū)食糖專賣描繪了一幅較為清晰的歷史畫(huà)面。 本文認(rèn)為食糖專賣政策的制定是國(guó)統(tǒng)區(qū)各界對(duì)專賣政策增加財(cái)政收入,調(diào)節(jié)和穩(wěn)定物價(jià),安定民生等諸多方面的主觀寄托。值得肯定的是,從其實(shí)際成效而言,食糖專賣政策確實(shí)在一定程度上達(dá)到了增加財(cái)政收入與加強(qiáng)經(jīng)濟(jì)統(tǒng)制的目標(biāo)；不過(guò),更應(yīng)該注意到的是,食糖專賣是觸發(fā)社會(huì)輿論的預(yù)期與批評(píng)、政策的制度設(shè)置與運(yùn)作、政府實(shí)施專賣的目的與結(jié)果以及官與民等諸對(duì)多方矛盾的根源和焦點(diǎn),專賣政策的“良法美意”,由于制度預(yù)設(shè)與實(shí)際執(zhí)行之間產(chǎn)生了嚴(yán)重脫節(jié)和斷裂,蛻變?yōu)椤皭赫䥇采?而多為人民“詬病所集”。同時(shí)正是由于時(shí)刻身處“漩渦”的中心,專賣局面對(duì)各方多重壓力,更多的表現(xiàn)為力不從心、舉步維艱,使得制度與實(shí)情之間呈現(xiàn)出一道難以逾越的鴻溝,以至于免不了淪為眾矢之的。
[Abstract]:This paper mainly focuses on sugar monopoly in Chuankang district during the Anti-Japanese War. On the premise of fully mastering the relevant original archives and newspapers and periodicals, this paper discusses the background of the implementation of sugar monopoly in Chuankang district, and probes into the establishment and function expansion of sugar monopoly in Chuankang district. This paper analyzes the actual operation of sugar monopoly and its inherent predicament, and the interactive relationship between the people and the government during the period of monopoly implementation, and evaluates it, which depicts a clear historical picture for sugar monopoly in Chuankang district. This paper holds that the formulation of sugar monopoly policy is the subjective sustenance of increasing financial revenue, regulating and stabilizing prices, stabilizing people's livelihood and so on. It is worth affirming that the sugar monopoly policy has reached the goal of increasing fiscal revenue and strengthening economic control to a certain extent in terms of its actual effect. However, it should also be noted that sugar monopoly is the source and focus of various contradictions, such as the expectation and criticism of public opinion, the establishment and operation of policies, the purpose and results of government monopolization, and government-to-people contradictions. Because of the serious disjunction and break between the system presupposition and the actual execution, the "good law and beauty" of the monopoly policy has transformed into "evil politics", and most of them have been criticized by the people. At the same time, it is precisely because the monopoly bureau is in the center of the "whirlpool" at all times, faced with multiple pressures from all sides, that it is more manifested in its inability to do so and that it is difficult to move forward, so that there is an insurmountable gap between the system and the facts. So that inevitably become the target of the public.
